A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a City Council meeting in the City Clerk's Office and also
at the Dublin Library.
1. CALL TO ORDER

3. ORAL COMMUNICATIONS
3.1 Introduction of New Employee, Planning Intern Delmar Thompkins
3.2 Presentation of November Customer Service Award to Sandie Hart
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of October 10, 1991
STAFF RECOMMENDATION: Approve
4.2 Adoption of Dougherty Road Bike Path Phase II (Amador Valley
Boulevard to willow Creek Drive)
The city's Municipal Code requires that bicycle lanes or
paths be adopted by Resolution.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Acceptance of Improvements - Tract 5388 (Kildara)
Improvements within Tract 5388 have been completed in
accordance with approved plans and specifications.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 San Ramon Road Phase IV Project - Contract Change Order No.9
This proposed change order provides for pavement repair in
excess of that which was included in the original plans and
specifications. The total change order amount is
$40,581.73.
STAFF RECOMMENDATION: Approve contract change order and
authorize Mayor to execute.
4.5 Relocation Assistance and Real Property Acquisition Guidelines
As part of the requirements for the relocation of a
property owner or tenant that is displaced by property
acquisition for public improvements, the City must adopt
relocation assistance guidelines.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Award of Bid - Contract No. 91-07 Annual Sidewalk Safety
Repair and Handicap Ramp Construction
The sidewalk safety program repairs vertical offsets in
public sidewalks that may be a tripping hazard and a
liability to property owners and the city. The handicap
ramp program places sidewalk ramps at street corners to aid
the mobility of people in wheel chairs and is financed by a
Transportation Development Act grant.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to B & B
Concrete ($47,651.50) and authorize Mayor to execute
Agreement.
4.7 Contract 91-09 Sidewalk Safety (Grinding)
This grinding project which has not been previously used in
Dublin, will repair sidewalk offsets that may be tripping
hazards. The traditional remove and replace sidewalk
method is being used for offsets in excess of 1" and this
grinding method is being proposed for offsets less than 1"
and is much less expensive than the remove and replace
method.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.8 Authorization to Solicit Bids for Contract 91-08 Senior Center
Vinyl Floor Replacement
This contract provides for replacement of the vinyl
flooring in the Senior Center social hall and kitchen. The
total capital improvement project also includes replacement
of kitchen equipment, painting, HVAC repair and roof
repair. This project is entirely funded by Community
Development Block Grant (CDBG) monies.
STAFF RECOMMENDATION: Authorize Staff to solicit bids and
authorize an additional $2,203 appropriation to this project
from additional 1991-92 CDBG revenues.
4.9 Revisions to Personnel System
Revisions are being proposed to the Personnel System
related to benefits and salary ranges based on the city's
annual comprehensive market survey and discussions with
City employees.
STAFF RECOMMENDATION: Adopt Resolutions; Authorize City
Manager to: 1) Make necessary changes to Life Insurance and
Long-Term Disability Insurance carriers; 2) Renew contract
with Delta Dental and extend employee only coverage to regular
part-time positions; and 3) Transfer funds (not to exceed
$6,000) from Contingent Reserve into appropriate accounts.
4.10 Amendments to Personnel System
The city council will consider a proposed salary adjustment
to one of the part-time positions in the City's Recreation
Department.
STAFF RECOMMENDATION: Adopt Resolution.

5. WRITTEN COMMUNICATION
5.1 Windemere Request Regarding Road Connecting Dougherty Valley
with Tassajara Road
Darryl A. Foreman, representing Windemere Ranch Partners,
has requested a letter of support for a road in Contra
Costa County connecting the Dougherty Valley with Tassajara
Road. Potential concerns include traffic impacts and
effects on jobs/housing balance and affordable housing in
Dublin.
STAFF RECOMMENDATION: Consider request.
6. PUBLIC HEARING
6.1 Eminent Domain proceedings - Dublin Boulevard Extension
The city is presently negotiating with 5 property owners to
purchase right-of-way for the Dublin Boulevard extension.
Adoption of this Resolution will allow the City to obtain
possession of the property through the court if agreements
have not been reached by the time construction is scheduled
to begin.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
Adopt Resolution.
6.2 Density Bonus Ordinance
This Ordinance would allow density bonuses and other
incentives to developers providing housing for very low and
low income households and for senior citizens as required
by State Law.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive second reading and ADOPT Ordinance as reintroduced; -OR-
waive reading and reintroduce Ordinance.
6.3 Installation of stop Sign - Beverly Lane @ Kimball Avenue
The California Vehicle Code requires drivers entering a "T"
intersection from the terminating street to yield the
right-of-way to drivers on the continuing street.
Installation of a stop sign at Beverly Lane and Kimball
Avenue would improve driver safety by reinforcing the
condition that already exists.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
Adopt Resolution.
7. UNFINISHED BUSINESS
7.1 Revision of Consultant Services Agreement with Brenda A.
Gillarde, Planning Consultant
Revision of this Agreement would increase Planning
Consultant Gillarde's hourly compensation from $45 to $52,
retroactive to August 1, 1991.
STAFF RECOMMENDATION: Authorize city Manager to sign revised
Agreement.
7.2 CityLink Evaluation
In September, Staff was requested to evaluate the
usefulness of the League of California cities' on-line
computer network called CityLink.
STAFF RECOMMENDATION: Purchase is NOT recommended, as the
benefits do not justify the costs.
8. NEW BUSINESS
8.1 Authorization to Request Advance of Funds from the Bay Area
Rapid Transit District (BART) for Construction of the Dublin
Boulevard Extension Project
As a result of litigation between the City of Dublin and
BART, on March 27, 1990, the City and BART entered into an
agreement which provided that BART would advance the City
of Dublin $2,285,000 for the purpose of acquiring right-of-
way and constructing the Dublin Boulevard Extension
Project. The basis for this Agreement was that this
project is necessary to provide access to the parking lot
for the eastern Dublin BART Station.
STAFF RECOMMENDATION: Authorize City Manager to Request a
$2,285,000 advance in funds from BART for the Dublin Boulevard
Extension Project.
8.2 Letters in Support of the Roth Amendment
Senator William Roth has introduced new language to amend
the Defense Authorization Act which would clarify Section
8125 regarding conveying closed military bases to the
neighboring local communities.
STAFF RECOMMENDATION: Authorize Mayor to execute letters in
support of the Roth Amendment.
8.3 Review of 1-680 Soundwall Aesthetics
Caltrans has requested that the City review the aesthetics
of the soundwall proposed to be installed along the west
side of 1-680.
STAFF RECOMMENDATION: Review proposed soundwall design and
approve draft letter -OR- provide direction for revised letter
to Caltrans.
8.4 Status of Nonconforming and Illegal Signs as Identified by
Ordinance No. 7-86
An updated list has been prepared of all existing
nonconforming signs within the City for City Council
review.
STAFF RECOMMENDATION: Provide Staff with direction concerning
nonconforming and illegal signs.
