DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Monday, November 4, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Introduction of new Dublin Police Services Personnel
Deputies Schwarz, Kujawski and Neaback
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Special Meeting of September 30 and Regular Meeting of October 1, 1996
STAFF RECOMMENDATION: Approve
4.2Agreement with Dublin Unified School District for Lease of Fallon School Multipurpose
Facility for use as Dublin Senior Center
The Agreement for Lease of Fallon School Multipurpose Facility for use as a senior citizen
center will expire on November 3, 1996. A new lease agreement has been prepared between
the City and the Dublin Unified School District. The conditions of the agreement are similar to
those of the original agreement and the term of the agreement is for a period of five years,
through November, 2001.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement
4.3Budget Adjustment to provide Special Clean-Up Bins at Arroyo Vista
The proposed budget change would provide for two 30 cubic yard dumpsters three times
during the fiscal year at the Arroyo Vista Housing Complex. This is a similar frequency to the
special residential clean-ups.
STAFF RECOMMENDATION: Authorize the Mayor to execute the Budget Change Form
4.4Designation of Agency Labor Negotiators - Unrepresented Employee - City Manager
This item designates two representatives of the City Council to meet with the City Manager to
discuss conditions of employment, including salary and fringe benefits.
STAFF RECOMMENDATION: Approve designation of Vice Mayor Burton and
Councilmember Barnes as City's representatives to negotiate with City Manager
4.5City Treasurer's Investment Report for First Quarter of Fiscal Year 1996-97
The City's investment portfolio totals $23,667,229.89 (Book Value) or $23,387,546.93
(Market Value) and funds are invested at an annual average yield of 5.748%.
STAFF RECOMMENDATION: Receive Report
4.6Additional Hours at the Dublin Library
Dublin Library Branch Manager pat Zahn has notified the City that beginning Saturday,
November 9th, the Library will be open for three additional hours each Saturday. In addition,
Ms. Zahn announced that Preschool Story Time at the Library will resume in January of 1997
and will be led by a former children’s librarian who will be volunteering her time.
STAFF RECOMMENDATION: Receive Report.
4.7Warrant Register ($705,091.63) dated November 4, 1996

5.WRITTEN COMMUNICATIONS - None
6.PUBLIC HEARING
6.1Realignment of the Established Right-of-Way Line for a New Road Parallel to and south of
Dublin Boulevard between Golden Gate Drive and Regional Street (the Parallel Road)
This item was continued from the City Council meeting of October 15, 1996. The owner of
the Orchard Hardware Shopping Center has requested a realignment of the proposed road
behind their center to allow additional loading docks to the rear of the building. This hearing is
to hear protests to the proposed realignment.
STAFF RECOMMENDATION: Open public hearing; Receive Staff Report & public testimony;
Continue item until December 3, 1996 City Council meeting.
7.UNFINISHED BUSINESS
7.1Award of Bid - Mape Memorial Park Renovation - Contract 96-08
The City received a total of nine bids for the Mape Memorial Park Renovation. The low
bidder was Valley Crest Landscape, Inc. with a base bid of $406,371.02 and additive alternate
of $35,000 for a total bid of $441,371.02. As there are insufficient funds available in the
budget to award the bid, several options have been prepared for City Council consideration.
STAFF RECOMMENDATION: Approve the budget change form and resolution of award for
the preferable option, and authorize the Mayor to execute the agreement. Approve the budget
change form attached in Exhibit B to increase the Measure D Revenue by $12,655 and provide
for an additional appropriation in the Mape Memorial Park Renovation Project of the same
amount.
7.2Fire & Emergency Response Services for the City of Dublin
The City Council will discuss and select a preferred fire service provider for the City
commencing July 1, 1996.
STAFF RECOMMENDATION: 1) Select the preferred Fire Service Provider; 2) Authorize the
City Manager to negotiate an agreement with Alameda County for use of the Santa Rita Fire
Station; 3) Direct Dublin’s DRFA Board Members and City Manager to discuss the following
issues with the full DRFA Board and to bring forward a recommendation to resolve these
outstanding items: (a) options for transitioning DRFA employees who will not be employed,
either by the San Ramon Valley Fire Protection District or Dublin’s new fire service provider, and
a recommended allocation of the associated costs to the cities of Dublin & San Ramon; (b)
method for administering and allocating costs associated with outstanding & ongoing liabilities of
DRFA; and (c) allocation of DRFA assets between the two agencies & any associated liability
which may exist between the two agencies.
7.3Reconsideration of City Membership in the Tri-Valley Convention & Visitors Bureau
Staff has been asked to bring back to Council the issue of the City joining the Tri-Valley
Convention and Visitors Bureau. Owners of the Dublin Park Hotel have made a proposal to
the City to advance the first year City membership fee and 80% of the second year membership
fee if they could be reimbursed these through a formula based on increased Transient
Occupancy Taxes revenue (TOT) received by the City.
STAFF RECOMMENDATION: 1) Authorize Mayor to execute proposed agreement with the
Tri-Valley Convention & Visitors Bureau; 2) Authorize Mayor to execute an agreement with
Pacific Valley Investors.
8.NEW BUSINESS
8.1Consideration of Participation as Associate Member in the California Rural Home Finance
Authority - Rural California Gold Lease - Purchase Program
Kaufman & Broad has been selected by the California Rural Home Mortgage Finance
Authority, to offer a lease-purchase program at qualifying projects. In order to use the
program in the City of Dublin, the City must become an Associate Member of the Rural Home
Joint Powers Authority (JPA). The program goal is to create home ownership opportunities
for individuals and families who may qualify for a loan, but have limited ability to pay for the
down payment and closing costs.
STAFF RECOMMENDATION: Receive Staff Report and, if appropriate, authorize participation
as an Associate Member of the JPA for the Lease Purchase Program.
8.2Designation of City Council 1996 Ad-hoc Audit Review Subcommittee
The independent auditors have completed the preparation of preliminary financial statements
for the period ending June 30, 1996. Staff has requested that two members of the City Council
be appointed to a subcommittee to review the report with the Auditors. The full report will be
presented to the entire City Council in its final form.
STAFF RECOMMENDATION: Appoint two members of the City Council to meet with the City
Auditors to review and discuss the report for the period ending June 30, 1996
8.3Transition following November 5, 1996 Election
As a result of changes related to the November election, Staff is requesting Council direction
on several Council transition issues and the Council transition schedule.
STAFF RECOMMENDATION: 1) Adopt resolution amending Resolution No. 5-96; 2)
Determine date for dinner for outgoing Councilmember(s); 3) Determine when & how outgoing
Commissioners/Committee Members will be recognized.
8.4Alameda County Transportation Authority (ACTA) Request for Input on the Extension of
Measure “B” Half-Cent Sales Tax
The Alameda County Transportation Authority (ACTA) is proposing to go back to the voters
to extend the Measure B half-cent sales tax to fund additional regional transportation projects.
ACTA is soliciting input from agencies that would be affected by this proposal.
STAFF RECOMMENDATION: Send a letter to Vince Harris expressing the Dublin City
Council’s desire to work with Tri-Valley Transportation Council (TVTC) to develop a unified list
of projects for the entire Tri-Valley area.
