CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG COMMUNICATIONS Presentation of November Customer Service Award to Police Services Detective Sergeant Dave DiFranco, Deputy Dennis Churich and Deputy Glen Melanson Proclamation Declaring November "National Hospice Month" Presentation of Savings Bonds to October Recycling Contest Winners: Katrina Hunn, Melanie Thompson, Gerald Proietti, Jean Olds and Grace Morton At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3. ORAL 3.1 3.2 3.3 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are'considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of October 25, 1993 STAFF RECOMMENDATION: Approve 4.2 Renewal of Agreement with NORCAL Employment Relations Training Consortium Since 1987, the city has participated in this consortium which provides an opportunity for supervisory and management personnel to obtain valuable training at local seminars. Dublin is one of 22 participating public agencies. STAFF RECOMMENDATION: Approve continued participation in the program at an annual cost of $1,400 and authorize the city Manager to execute the agreement. 4.3 Acceptance of Work - Contract 93-10, Street Slurry Seal Program This project involved approximately 27 streets and was completed within funds budgeted. STAFF RECOMMENDATION: Accept improvements. 4.4 Recission of Rejection and Acceptance of Public utility Easements, Tracts 3732 and 4736 (Wineberry Way Subdivision) At the time of Final Map approval and prior to the City'S incorporation, the County of Alameda rejected the Public utility Easements that were offered for dedication in these 2 tracts. The city has received a request to accept the easements. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Disposal of Surplus Property and Authorization to Secure Auction Services In accordance with city policies, Staff is requesting authorization to dispose of surplus property. This includes 2 police cars which are no longer in service and various unused office equipment. STAFF RECOMMENDATION: 4.6 Amendments to Personnel System The City Council will consider amendments to the Personnel System through the addition of a new part-time position of Sports Official in the Recreation Department. STAFF RECOMMENDATION: Adopt Resolutions. 4.7 City Treasurer's Investment Report as of October 31, 1993 The city's investment portfolio totals $17,899,729.88. STAFF RECOMMENDATION: Receive Report. 4.8 Warrant Register Dated November 8, 1993 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 From Mayor of Livermore regarding Dublin's participation in an application for Alameda County Urban HOME funds for the acquisition and construction of a transitional housing complex in Livermore The Mayor of Livermore has requested the City of Dublin to submit an application to the Alameda County HOME Technical Advisory Committee for Fiscal Year 1993-94 Urban County HOME funds to be used for acquiring land and constructing a 12-15 unit transitional housing complex sponsored by the city of Livermore to serve displaced women and children in the Tri-Valley area. STAFF RECOMMENDATION: Consider request and direct Staff to work with the cities of Pleasanton and Livermore to prepare and submit an application. 5.2 From Mayor of Livermore regarding Federal Highway Act Reauthorization This is a request to have Congressman Bill Baker carry a Tri-Valley request for inclusion of 2 regional transportation projects into the next National Highway Reauthorization Act. STAFF RECOMMENDATION: Adopt Resolution making recommendation to Congressman Bill Baker for the inclusion of the I-580j Route 84jIsabel Avenue Interchange and the I-580jI-680 project shortfall to be included for funding in the National Highway System Reauthorization Bill. 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Recreation Department Fee Assistance Program Staff has prepared for City Council review, proposed guidelines for a Fee Assistance Program for Recreation Department programs and activities. STAFF RECOMMENDATION: Approve Fee Assistance Program and authorize Staff to solicit funding. 8.2 Consideration of State of California Legislative Analyst's Report on Restructuring Government A report has been prepared by the State Legislative Analyst to restructure government. The report identifies problems and basic principles for reform. STAFF RECOMMENDATION: Support concept of restructuring government, but not the Legislative Analyst's proposal to be considered by ABAG. 8.3 Acceptance of Gift to city An anonymous donor has presented the Senior Center with a gift of a Vivitar 300AF Slide Projector and Bi-Folkal 7 Volume "Slideas" with an estimated value of $800. STAFF RECOMMENDATION: Accept gift. 8.4 Tri-valley Transportation Plan The Tri-Valley Transportation Council, through its transportation consultant, has developed a Tri-valley Traffic Model and is now developing a Transportation Plan to include all the elements of the year 2010 expected land use and transportation system. The consultant has requested additional funding to complete the Plan, as well as direction for additional studies. STAFF RECOMMENDATION: 1) Approve the extension of the scope of work for the Tri-Valley Transportation Plan and authorize the transfer of $4,375 from the city's budgeted contingent Reserve; 2) Direct Cm. Moffatt to deliver recommendation to the TVTC: a) As the first order of work, run the TVTC model with the up-to-date agency approved land use and roadway plan; b) Report back to member agencies the problems identified in the expected scenario and refer the potential study alternatives back to the member agencies for review and input prior to proceeding on the alternative scenario and the Plan scenario; and c) After receiving each agency's comments on the Transportation Plan Alternatives, analyze the Study alternative solutions which will fit the deficiencies found in the new model run. 9.
