1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
3.1 Introduction of New Employees

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of October 26, 1987

4.2 City Treasurer's Investment Report for October, 1987
STAFF RECOMMENDATION: Approve
4.3 Agreement for Towing Services for Abandoned Vehicles
This agreement would add an additional towing company, R. Lance Company, Inc., to the three
existing companies, to remove abandoned vehicles from City streets.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement with R. Lance Company, Inc.
4.4 Access to Criminal Record Information for Employment or Licensing Purposes
This Resolution would authorize the City to access state and local summary criminal history
information for employment, licensing, or certification purposes.
STAFF RECOMMENDATION: Adopt Resolution
4.5 Alameda County Mosquito Abatement District
The City has been advised of the upcoming expiration of the term for the Board of Trustee
member appointed by the City. Dr. Harvey Scudder, the current appointee, has indicated his
interest in continuing to serve as a Trustee.
STAFF RECOMMENDATION: Adopt Resolution appointing Dr. Scudder to a term which shall be from
January 2, 1988 thru January 2, 1990.
4.6 Amendment to Architectural Agreement
At the regular City Council meeting on October 26, 1987, the Civic Center Design Team was
authorized to proceed with the development of plans for a clocktower. The additional work
requires an amendment to the current contract. Also, the Design Team has experienced
reimburseable expenditures in excess of what was anticipated when the contract was signed.
STAFF RECOMMENDATION: Authorize Mayor to execute amendment to agreement.
4.7 Approval of Final Map, Tract 5826, Village I - "Cross Creek"
Tract 5826 is Village I of the Villages @ Alamo Creek, located on the southwest corner of
Dougherty Road and Amador Valley Boulevard.
STAFF RECOMMENDATION: Adopt Resolution accepting Final Map, Tract 5826.

STAFF RECOMMENDATION: Approve
4.9 Gas Tax Sharing Formula Contract
This contract provides for the sharing of certain gas tax funds between the County of
Alameda and 11 cities in Alameda County, excluding the Cities of Dublin, Livermore and San
Leandro. These 11 cities will continue to receive only .95 of l~ of sales and use tax while
the Cities of Dublin, Livermore and San Leandro will receive l~ of the sales and use tax.
STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute same.

6. PUBLIC HEARING
6.1 Ordinance Establishing Requirements for the Protection of Watercourses
This Ordinance, which was introduced at the October 26, 1987 Council meeting, provides a
permit procedure for and regulations regarding construction in or near watercourses.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance
6.2 Dublin Boulevard - Proposed 3rd Westbound Lane at Regional Street; Proposed Ordinance
prohibiting parking and repealing passenger loading zone on Dublin Boulevard east of Regional
Street and repealing bus stop west of Regional Street
The City's Traffic Engineer has studied traffic flow and available space at this
intersection and determined that a 3rd westbound lane could be provided without major
expense. This 3rd lane would alleviate some of the peak period congestion.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance
prohibiting parking and repealing passenger loading zone on Dublin Boulevard east of Regional
Street and repealing bus stop west of Regional Street; approve installation of improvements and
authorize budget transfer in the amount of $9,000 from the Street Improvement Reserve.
6.3 Ordinance Adopting the City of Dublin Traffic Code
This Ordinance contains all the items of traffic regulation currently in effect. It must be
adopted prior to adopting the Ordinance relating to traffic control and traffic
restrictions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce
ordinance adopting the City of Dublin Traffic Code.
6.4 Ordinance Relating to Traffic Control and Traffic Regulations
This Ordinance is part of the City's Municipal Code update and is essentially the same as
the provisions of the Alameda County Code as adopted by the City in 1982.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce
ordinance relating to traffic control and traffic regulations.

8. NEW BUSINESS
8.1 Proposed Livermore Sphere of Influence
The City of Livermore has submitted a proposed Sphere of Influence boundary north of I-580
and contiguous with the City of Dublin's current sphere of influence boundary to the Local
Agency Formation Commission. Dublin City Staff and property owners in the area have
concerns regarding the location of the proposed sphere line, because of the impact on the
provision of future services to properties within that area.
STAFF RECOMMENDATION: Review proposed Livermore sphere line; Determine appropriate
modifications to City of Dublin's existing sphere line; Designate a committee consisting of the
City Manager, Planning Director and a representative from the City Council to meet with
representatives of Livermore for the purpose of reaching a consensus on a common sphere
boundary
