HomeMy WebLinkAbout*CC Agenda 11-09-1992 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - November 9, 1992 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS - None At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. COlllllents should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Adjourned Regular Meeting of October 22, and Regular Meeting of October 26, 1992 STAFF RECOMMENDATION: Approve 4.2 Agreement to Participate in Alameda County Home Compost Bin Cost Sharing Program In order to encourage composting of yard debris as a means of reducing waste placed in the landfill, the Alameda County Waste Management Authority, in conjunction with the Home Composting Education Program, is working with cities to offer compost bins at a reduced cost. Bins which normally retail for up to $99 will be offered to residents for $25. STAFF RECOMMENDATION: Adopt Resolution. 4.3 Authorization to Apply for Funding for Proposition 116 Bicycle Program The proposed project would construct a bicycle path along the east bank of the Alamo Creek Channel from the Pleasanton City Limit to Dublin Boulevard. No matching funds from the City are required. STAFF RECOMMENDATION: Adopt Resolution. 4.4 Authorization to Secure Services of an Interim Finance Director Due to the resignation of the City'S Finance Director, it is necessary to secure professional finance services on an interim basis, until a permanent replacement can be made. An agreement has been prepared by which the City would contract with Stanley Stephens, Jr., who would provide services of approximately 30 hours per week to the City from November 16, 1992 through March 15, 1993. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Finance Report for Period Ending September 30, 1992 STAFF RECOMMENDATION: Receive Report 4.6 Warrant Register Dated November 9, 1992 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Amendment to Municipal Code Sections Related to Traffic Signals, stop Signs and Yield Signs; Addition of Section Regarding Street Closures This is the second reading of a proposed Ordinance which would allow city Staff to install stop signs and yield signs in locations which meet adopted warrants and which are not controversial. All stop sign and yield sign installations presently require City Council approval under the existing Municipal Code. This proposed change is intended to save time for Staff, the Council and the public. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 city of Dublin Zone Change PA 92-067 The City proposes to amend the Zoning Ordinance to rezone parcels in the vicinity between Village Parkway and Clark Avenue south of Dublin Boulevard, from the M-1, Light Industrial District to the C-O, Administrative Office District and the C-2, General Commercial District STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the Negative Declaration; waive reading and introduce Ordinance to rezone the property; and continue to city Council meeting of November 23, 1992 for second reading of Ordinance -OR- give Staff and Applicant direction. 6.3 Method of Appointing/Removing Planning Commissioners, Park & Recreation Commissioners and Senior Center Advisory Committee Members As a result of changes necessitated by citizens voting to have a directly elected Mayor, following a review by the City Council, Staff was directed to prepare documentation which would: 1) Provide for 4 year terms with a beginning exception that 2 members of each board would serve 2 year terms; 2) Remove term limits from the Planning Commission; and 3) Establish a nominating committee comprised of the Mayor and one Councilmember to interview potential applicants to the 3 Boards, make recommendations to the Council on the 5 people to be appointed to each Board, and make a recommendation regarding which 2 members of each Board shall serve 2 year terms. STAFF RECOMMENDATION: Conduct public hearing; deliberate and determine who will serve on the nominating committee with the Mayor; waive reading and on an urgency basis, ADOPT Ordinance; and adopt Resolutions. 7.
