PLEDGE OF ALLEGIANCE TO THE FLAG ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 Resolution declaring Winter Storm Preparedness Week November 17-22, 1986 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be mnde at the time that the Mayor asks the audience members if there is anyone interested in removing an Jm from the Consent Calendar. 4.1 Minutes of Regular Meeting of October 27, 1986 STAFF RECOMMENDATION: Approve 4.2 Acceptance of Grant Deeds for East Dougherty Hills Park and Dougherty Hills Open Space Parcels These deeds provide for parkland, open space and access within Tract 5511. STAFF RECOMMENDATION: Adopt Resolution accepting Grant Deeds 4.3 Acceptance of Deed of Dedication from Dublin San Ramon Services District for Right-of-Way on Dougherty Road The property described in this deed of dedication is necessary for the future widening of Dougherty Road. STAFF RECOMMENDATION: Adopt Resolution accepting Deed of Dedication 4.4 City Treasurer's Investment Report for Period Ending October 31, 1986 STAFF RECOMMENDATION: Approve 4.5 Appointment of City Treasurer, Deputy City Treasurer and formalization of signatures authorizing City investments This item provides for the appointment of the Finance Director as City Treasurer and the City Manager as the Deputy City Treasurer. The City Manager to date has acted as City Treasurer. STAFF RECOMMENDATION: Adopt Resolution Appointing the City Treasurer and Deputy City Treasurer 4.6 Agreement for Lease of Fallon School Multi-Purpose Facility The City proposes to lease the Fallon School Multi-Purpose Room for a period of 10 years commencing in 1986 and ending in 1996. The lease agreement, which has been approved by the Board of Trustees of the Murray School District provides for payment of $100 per month by the City to the School District. The agreement also provides that the City will maintain the exterior and interior of the building. STAFF RECOMMENDATION: Adopt Resolution approving agreement and authorizing Mayor to execute said agreement and authorize a budget transfer 4.7 Request for Surcharge on Delinquent Parking Tickets The Livermore-Pleasanton Municipal Court Administrator has requested that the City increase the bail on delinquent parking citations. The justification stems from the additional processing required when a hold is placed on a vehicle registration. STAFF RECOMMENDATION: Adopt Resolution approving agreement with Alameda County for Establishment of a Bail Increase on Delinquent Parking Citations and Distribution of Funds Collected 4.8 Tree Lighting Ceremony Staff has investigated the logistics of lighting a tree at Shannon Park and the associated costs. The total cost to the City ranges from $422-$482. STAFF RECOMMENDATION: Approve tree lighting ceremony at Shannon Center. 4.9 Portable Classroom Lease Agreement The Murray School District has leased a portable classroom at Nielsen School to be used jointly by the City for the Afterschool Recreation Program and by Nielsen School for additional classroom space. The cost to the City is $3,975-$4,075. STAFF RECOMMENDATION: Approve the Joint Facility Use Agreement and authorize the City Manager to execute the agreement. 4.10 Senior Citizen's Center Architect At the July 14, 1986 City Council meeting, Staff was directed to seek consultants for the Senior Citizen's Center renovation. One proposal was received and was found to be in order. The cost to the City is approximately $5,350. STAFF RECOMMENDATION: Retain the firm of Grossman, Stoller & Associates to provide architectural services for the renovation of Fallon School for Senior Citizen use and authorize the Mayor to execute the agreement. 4.11 Warrant Register dated STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Dublin San Ramon Services District Study The City of San Ramon City Council has taken a position regarding the ultimate disposition of the Dublin San Ramon Services District. A copy of that position paper was received by the City this week. Neither Staff nor the Dublin City Council Liaison Committee has had adequate opportunity to clarify the recommendations included in the San Ramon position paper. STAFF RECOMMENDATION: Direct Dublin Liaison Committee to meet with representatives from the City of San Ramon to obtain clarification regarding their proposal. 6. PUBLIC HEARING 6.1 Installation of Stop Signs on Silvergate Drive Adoption of this ordinance is a prerequisite for installation of the stop signs approved at the October 27, 1986 meeting. STAFF RECOMMENDATION: Conduct public hearing; adopt urgency ordinance for installation of stop ::. i ,;rl'::> nn Si IVt=>rgate Dri ve at the intersection of Peppertree Road. 6.2 Request for a Variance to Table 32-B 1982 Uniform Building Code Rideout Roofing Company, Inc., has requested a variance to Table 32-B of the 1982 UBC so as to permit roof tile in Tract 5072 and 5073 to be nailed in accordance with the roof tile manufacturer's recommendation. STAFF RECOMMENDATION: Conduct public hearing; adopt resolution granting variance. 6.3 Landscaping and Lighting District NO. 1986-1 (Tract 5511) Continued from October 27, 1986 City Council meeting The property owners within Tract 5511 (Villages @ Alamo Creek) have submitted a petition requesting formation of a landscaping and lighting assessment district. STAFF RECOMMENDATION: Conduct public hearing; adopt resolutions initiating proceedings and ordering formation of Landscaping and Lighting District NO. 1986-1 6.4 Appeal of Planning Commission Action Denying PA 86-026 Hall-Fraser Variance from the required setbacks for accessory buildings The applicant constructed a shed in violation of the Zoning Ordinance setback requirements. The Building Department issued a Stop Work Order on the project requiring the structure to be removed or a variance applied for. The applicant completed the shed in violation of the Stop Work Order and subsequently applied for a variance. The variance request was denied by the Zoning Administrator, appealed by the applicant and subsequently denied by the Planning Commission. The applicant is now appealing that decision to the City Council. STAFF RECOMMENDATION: Conduct public hearing; adopt resolution denying application or give Staff direction and continue the item. 7. UNFINISHED BUSINESS 7.1 Tri-Valley Planning Task Study Group - Final Report The Tri-Valley Planning Task Study Group reviewed major Tri-Valley area planning issues and prepared a Final Report. The Study Group requests the City to review the Final Report and make recommendations. STAFF RECOMMENDATION: Consider and direct Staff to forward recommendations to the Alameda County Planning Staff. 8. NEW BUSINESS - None 9. OTHER BUSINESS 10. CLOSED SESSION - Property Negotiations/Southern Pacific Right-of-Way/Government Code Section 54956.8 11. ADJOURNMENT - Adjourn to special adjourned regular meeting for consideration of Civic Center Project Status Report on November 18th, 7:00 p.m., Shannon Community Center, West Room.
