3. ORAL COMMUNICATIONS
A t this time, member s of the audience are permi t ted to address the ci ty
Council on any item which is not on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the City Manager to llave their particular concern placed on the agenda for a
future meeting.
3.1 Presentation by Richard Cochran regarding Dublin Connection.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item from the consent calendar. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of October 22, 1984

4.3 Dublin High School Super Bowl Sunday Run
The City has received a request from the Dublin High School Track
Team for a parade permit and permit fee waiver to hold its annual
Super Bowl Sunday Run
STAFF RECOMMENDATION: Approve Request
4.4 Waiver of Specified Fees for Dublin Based Non-Profit Groups
Establishes administrative procedure for the waiver of
Administrative Conditional Use permits, One Day Alcoholic Beverage
Control Permits and Parade Permits. The City Manager shall have
the authority to issue waivers. waivers will be limited to events
sponsored by Dublin based non-profit groups. An appeal may be
brought before the City Council if the City Manager denies the
waiver.
STAFF RECOMMENDATION: Adopt resolution establishing waiver
procedure
4.5 Street Slurry Seal Program - Contract 84-5
This project, which provided for the slurry seal of 33 streets and
courts, has been satisfactorily completed by the contractor.
STAFF RECOMMENDATION: Accept improvements and authorize final
payment
4.6 Claim of Mark O'Hara
A claim for damages has been received by the City alleging false
arrest and imprisonment.
STAFF RECOMMENDATION: Deny Claim and notify claimant and City's
insurance carrier
4.7 Agreement for Services Provided by Alameda County: Street
Maintenance, Animal Control Field Services, 1984-85 Insurance
Agreement, Vector Control Services
The level of service in these agreements were approved conceptually
by the City Council on previous occasions. The agreements formally
authorize the County to provide the City certain services for
Fiscal Year 1984-85.
STAFF RECOMMENDATION: Approve agreements and authorize Mayor to
execute
4.8 Resolution Declaring Winter Storm preparedness Week, 11/12-17/84
STAFF RECOMMENDATION: Adopt resolution
4~9 Report from Planning Director Re: Draft EIR for LAVWMA Export
Expansion Project
DRAFT ErR for LAVWMA Export Capacity Expansion Project has been
prepared. ErR analyses effects on San Lorenzo Creek and growth
inducing effects; finds no significant adverse effects. EIR
appears complete and adequate. No comments necessary.
STAFF RECOMMENDATION: Accept report front Planning Director
5. PUBLIC HEARING
5.1 Appeal of Planning Commission Action to Approve PA84-041, Valley
Christian Center Conditional Use Permit
On October 22, 1984, the City Council continued Valley Christian
Center Conditional Use Permit Appeal until November 13, 1984. Ward
Tanneberg is requesting additional continuance until November 26,
1984 because of an out-of-town teaching assignment.
STAFF RECOMMENDATION: Continue public hearing until 11/26/84 City
Council meeting
5.2 PA84-043 zoning Ordinance Amendment Regarding Arts & Crafts Fairs
Zoning Ordinance Amendment to allow Dublin based non-profit groups
to hold: two separate one day fairs per year per lot with
Adnlinistrative Conditional Use Permit; two separate fairs of up to
four days each per year per lot with Conditional Use Permit.
Limited to handmade/handcrafted items for sale by original artist.
STAFF RECOMMENDATION: Open public hearing; hear presentation/
testimony; pose questions; close public
hearing; deliberate; read and adopt
ordinance
8:00 pm 5.3 Resolution of Necessity
5.4 Review of City Council Action to Approve PA84-014 Marg-ett Arts &
Crafts Shows Conditional Use Permit
Review of City Council approval of four day Marg-ett Arts & Crafts
shows at Dublin Plaza Shopping Center, 7433 Regional Street.
Consideration of additional four day show in December, 1984.
Limited to handmade/ handcrafted items for sale by original artist.
STAFF RECOMMENDATION: Open public hearing; hear presentation/
testimony; pose questions; close public hearing; deliberate; adopt
resolution modifying original approval OR allow adopted resolution
to remain unchanged.
5.5 No Parking Zone Fronting 7944 Dublin Boulevard (Bob's Big Boy
Restaurant)
This Ordinance would provide for the addition of 160' of no parking
zone in front of Bob's Big Boy Restaurant on the south side of
Dublin Boulevard.
STAFF RECOMMENDATION: Open pUblic hearing; accept public
testimony; close public hearing; waive reading and adopt ordinance.
5.6 San Ramon Road Underground Utility District Number 1
The adoption of this resolution designates that portion of San
Ramon Road between Dublin Boulevard and Martin Canyon Creek as
Underground Utility District Number 1 and authorizes PG&E to
proceed with the undergrounding of utilities in this area utilizing
PUC Rule 20A funds ($376,000).
STAFF RECOMMENDATION: Open public hearing; take public testimony;
close public hearing; adopt resolution
