REGULAR MEETING - November 14, 1988

At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Clerk to have their
particular concern placed on the agenda for a future meeting.
3.1 Presentation by Representatives of Emergency Services Network
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of October 24, 1988
STAFF RECOMMENDATION: Approve
4.2 City Treasurer's Investment Report for Period Ending October 31, 1988
STAFF RECOMMENDATION: Approve
4.3 Wood Sound Attenuation Fence - West Side of San Ramon Road between Silvergate Drive and Alcosta
Boulevard - Authorization to Solicit Bids for Contract 88-8
This project would install a heavy wooden sound fence in place of property owners' existing
fences in several locations adjacent to the west side of San Ramon Road. A total of
$111,000 is budgeted for the project; the Engineer's Estimate for construction is $155,000.
STAFF RECOMMENDATION: Authorize Staff to solicit bids for the wooden sound fence.
4.4 Joint Facility Use Agreement - Portable Classroom @ Nielsen School
The Council will consider approval of a Joint Facility Use Agreement for a portable
classroom at Nielsen School for use by the City's Playground Program.
STAFF RECOMMENDATION: Approve Agreement and authorize City Manager to execute same.
4.5 Holiday Tree Lighting Ceremony
The fifth annual Holiday Tree Lighting Ceremony will be held on Monday, December 5, 1988.
The holiday tree at the Dublin Library will be lit and the holiday program of entertainment
and refreshments will be held at Shannon Center.
STAFF RECOMMENDATION: Receive Report.
4.6 Final Acceptance of Contract 87-8 - Dublin Boulevard Widening @ Clark Avenue
Improvements constructed under Contract 87-8 are complete and in accordance with approved
plans and specifications. The project was completed within funds budgeted; however, an
additional appropriation is necessary to cover costs incurred in Fiscal Year 1988-89.
STAFF RECOMMENDATION: 1) Accept improvements under Contract 87-8; 2) Authorize payment of $100
to RHN Landscape for additional irrigation repair work at the CA State Automobile Association
site; 3) Authorize final/retention payment to Ambo Engineering in the amount of $3,821.31; and
4) Approve additional appropriation from reserves of $4,271.31 to cover the cost of this
project within FY 1988-89.
4.7 Exception to Competitive Bidding Requirement/Senior Center Heating and Air Conditioning
In order to replace the heating and air conditioning units at the Senior Center, the Council
will be asked to make an exception to the competitive bidding requirement of the Purchasing
Ordinance.
STAFF RECOMMENDATION: Waive competitive bidding requirement and authorize Staff to negotiate a
contract with a qualified firm. Because this project was not included as part of the approved
1988-89 Budget, a budget amendment is necessary. Approve transfer of funds from Unallocated
Reserves (not to exceed $20,000).

4.9 Budget Adjustment for Insurance Services - For Prior Years/Alameda County
Alameda County has recently presented invoices for insurance premiums which were budgeted as
part of the 1987-88 Budget. Since the financial records are now closed, the expense will
need to be recorded in 1988-89. A budget adjustment is necessary.
STAFF RECOMMENDATION: Authorize an additional appropriation from unappropriated reserves to
the Insurance Premium Account in the amount of $10,800.
5. WRITTEN COMMUNICATIONS
5.1 Request from Valley Artists to waive the Rental Policy for the Shannon Community Center
The Valley Artists have asked that the Council consider waiving the Use Policy for Shannon
Center in order that they may hold their monthly meetings and bi-annual art shows at the
Center.
STAFF RECOMMENDATION: Uphold Park & Recreation Commission's recommendation that the Valley
Artists be allowed to utilize Shannon Center at no cost for their monthly meetings, as well as
their Spring and Fall art shows.
6. PUBLIC HEARING
6.1 Request for 20 Minute Parking Zone in front of 6908 Sierra Court
This item was introduced at the October 24, 1988 Council meeting. The owner of Equinox
Press requested a small 20 minute parking zone so that in and out customers would be able to
find a parking space.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance.
6.2 Appeal of PA 87-122 Hucke Signs Conditional Use Permit and Site Development Review, 7016-7150
Village Parkway
Don Hucke has appealed the conditions of approval for two C-2-B-40 directory signs and a
sign program along Village Parkway. Issues: 1) Proposed signs are not located on the same
parcel where the business is located; and 2) Traffic conflicts need to be resolved.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution -OR- give Staff and
Applicant direction and continue the matter.
6.3 Appeal of PA 87-159.2 First Western Development Variance and Parcel Map, 7450 Amador Valley
Boulevard
Rick Hess, representing First Western Development, has appealed the Planning Commission
denial of a request for a variance and parcel map. The Applicant has proposed Declaration
of Encumbrances to meet planning concerns. Staff has prepared draft conditions of approval.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions approving
application -OR- give Staff and Applicant direction and continue the item.
6.4 Hansen Ranch General Plan Amendment Study, EIR, Planned Development Prezoning, Tentative
Subdivision Map No. 5766, and Annexation request for 245 dwelling units on 147 acres west of
Silvergate Drive and north Hansen Drive, PA 87-045
Gordon Jacoby, representing Venture Corporation/Hansen Hill Development Corporation,
proposes a General Plan Amendment to consider a 245 dwelling unit residential development on
147 + acres west of Silvergate Drive. Major issues: 1) Conflict with General Plan Open
Space Policies; 2) Type and Number of Dwelling Units; 3) Significant Environmental Impacts
on Oak/Bay Woodland and Stream Corridor; 4) Significant Environmental Impacts from Hass
Grading.
STAFF RECOMMENDATION: Open public hearing; receive testimony; deliberate; give Staff
direction, schedule a field trip to the site and continue to a subsequent City Council meeting.

8. NEW BUSINESS
8.1 Request for Financial Assistance from the Diablo Valley foundation for the Aging
The Council will consider providing $749.36 to cover the printing costs of the Silver
Streaks, a publication for seniors in the San Ramon Valley.
STAFF RECOMMENDATION: Deny request for funds, but offer to copy and distribvute the Silver
Streaks in Dublin.
8.2 Financial Report - Suggested Format Revisions
With the implementation of the City's in-house data processing system, alternative financial
report formats are possible. Staff has discussed with members of the Audit Committee the
various alternatives.
STAFF RECOMMENDATION: Discuss Financial Report formats and select format(s).
