DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, November 19, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.1Introduction of New Employees: Finance Manager Fred Marsh and Dublin Police Services

3.2Proclamation declaring the week of November 24, 1996 as “National Family Week”
3.3Proclamation declaring Thursday, November 21, 1996 as “Education Day”
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of October 15, 1996
STAFF RECOMMENDATION: Approve
4.2Support for Petition for Reorganization of School District Property from the Livermore
Valley Joint Unified School District
Property owners of recently annexed property in Eastern Dublin have filed a petition with the
Alameda County Board of Education requesting their properties be transferred from the
Livermore Valley Joint Unified School District to the Dublin Unified School District. The City
Council will consider supporting this petition through adoption of a Resolution.
STAFF RECOMMENDATION: Adopt Resolution.
4.3Contract with Dublin Housing Authority for Administering Community Development
Block Grant (CDBG) Fund Expenditures
The City Council approved CDBG funding for the Arroyo Vista Handicap Accessibility
Renovation Project for the CDBG Program Year 1996-97. The amount allocated for this
project is $21,910. the City must now enter into a contract with the Dublin Housing Authority
that describes the conditions under which the $21,910 may be expended.
STAFF RECOMMENDATION: Authorize the Mayor to sign the contract with the Dublin
Housing Authority for administering CDBG fund expenditures.

8.NEW BUSINESS
8.1I-580/I-680 Local Match Credit for Future Mitigation Measures and Commitment to
Current Project Local Match Shortfall
It is proposed that Dublin receive $150,000 local project match credit for accepting the
responsibility for constructing two future potential mitigation lane projects on Dublin
Boulevard and that Dublin commit to fund the existing $116,760 local match shortfall from the
$150,000 credit.
STAFF RECOMMENDATION: Adopt resolution.
8.2Adoption of the Radio Amateur Civil Emergency Service (RATES) Plan
In accordance with State guidelines and the City’s own emergency operations plan, Staff has
developed an operational plan for the use of amateur radio equipment. In the event of a major
disaster, this equipment will be used to make contact with surrounding agencies and
emergency shelters. The equipment will be operated by licensed volunteer radio operators.
STAFF RECOMMENDATION: Adopt Resolution.
8.3Traffic Impact Fee Agreement for I-580 Freeway Interchange Improvements
In January of this year, the City Council adopted an I-580 freeway interchange fee for Eastern
Dublin to pay back the City of Pleasanton for the oversizing of the I-580 interchange at
Hacienda Drive and at Tassajara Road. An agreement is now proposed between Dublin and
Pleasanton to condition and set parameters for the transfer of these fees, once collected.
STAFF RECOMMENDATION: Appoint a two-person Council subcommittee to work with
Staff to develop and negotiate a Dublin/Pleasanton Agreement for the handling and transfer of
funds collected under the East Dublin I-580 Interchange Fee.
8.4Request for Proposal for Consultant Services for Internet Communications Systems and
Equipment, and Website Design Services
The City Council has expressed an interest in developing a City Website on the Internet. This
item will authorize Staff to circulate an RFP for professional design services for the Website,
and an RFP for a consultant to prepare specifications for communications equipment that will
allow Staff to access the Internet.
STAFF RECOMMENDATION: Authorize Staff to circulate RFPs.
8.5Civic Center Holiday Decorations
This item proposes to accept a proposal from Sierra Display to install holiday lights at the
Civic Center.
STAFF RECOMMENDATION: Enter into contract with Sierra Display for the lighting of the
Civic Center per their proposal dated November 12, 1996.

11ADJOURNMENT

At the regular meeting of the Dublin City Council on Tuesday, December 3, 1996, 7:00 p.m., the results
of the November 5, 1996 election will be certified and the meeting will then adjourn to a reception in
the Regional Meeting Room to honor outgoing Councilmember Moffatt.
A reception will be held on Wednesday, December 4th, beginning at 6:00 p.m., in the Regional Meeting
Room to welcome and congratulate the new City Council. An adjourned regular meeting will follow at
7:00 p.m., in the Council Chambers, at which time the new Council will be sworn into office.
The next regular meeting of the Dublin City Council will be on Tuesday, December 17, 1996 at
7:00 p.m.
