3.1 Presentation by League of California Cities representative to Cm. George Zika for
completing the Basic Level of the League's Mayors and Counciimembers Academy
(File # 610-50)
3.2 Presentation by the Building Division of the Community Development Department on
Current Development in the City (File # 420-10)
The Building Division of the Community Development Department will give a presentation
on the activities of the Building Division Staff in relation to the current development activity
in the City of Dublin.
STAFF RECOMMENDATION: Receive Presentation.
3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however,
no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements
made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of November 5, 2002
STAFF RECOMMENDATION: Approve
4.2 Award of Bid, Contract 02-17, Fuel Tank Upgrade Phase 2 (File # 600-35)
This project would upgrade the existing gasoline tank system at the Civic Center to comply
with known Alameda County Environmental Health requirements through 2004. The low bid
received, $17,758, is within funds budgeted for construction.
STAFF RECOMMENDATION: Adopt Resolution awarding contract to DCM Construction
and Services.
4.3 Transfer Agreement for Ted Fairfield Park Artwork (File # 600-30)
In January of 2002, the City Council approved the proposed artwork for Ted Fairfield Park as
commissioned by the Dublin Fine Arts Foundation (DFA). The artwork, entitled "Birdwatch"
is by Oakland Artist Johanna Poethig. The installation is now complete and the DFA is
proposing to transfer the title of the artwork to the City.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement.
4.4 Freeway Agreement with Caltrans for Maintenance of Freeway Landscaping along 1-580
(File # 600-50)
The City of Dublin is proposing to install landscaping along the frontage of Koll Center
within the Caltrans right-of-way of 1-580. This freeway agreement with Caltrans will
delegate the maintenance of the proposed landscaping to the City of Dublin. Dublin has
already entered into an agreement with the Koll Center to maintain this landscaping.
STAFF RECOMMENDATION: Adopt Resolution. approving Agreement.
4.5 Preliminary Financial Reports for thc Month of October 2002 (File # 330-50)
STAFF RECOMMENDATION: Receive Reports.
4.6 Revisions to Personnel System (File # 700-20)
The City Council will consider amending the City's Classification and Salary Plans to add the
classification of City Engineer.
STAFF RECOMMENDATION: Adopt Resolution(s) amending: 1) Classification Plan, 2)
Salary Plan, 3) Benefit Plan, and 4) Management Positions Exempt from Competitive Service
4.7 Authorization to Solicit Bids for the 2002-03 Annual Sidewalk Safety Repair Program,
Contract 02-16 (File # 600-35)
This project will remove and replace sidewalks with offsets of%" or more that may pose a
tripping hazard. This project will also include the construction of 2 pedestrian curb ramps and
replacement of the ramped sidewalk at the Dublin Swim Center for ADA conformance.
STAFF RECOMMENDATION:. Adopt Policy Resolution and authorize Staff to advertise for
bids.
4.8 Support for Federal Appropriation for a Reconnaissance Study for Improvements to the
Arroyo de la Laguna (File # 1030-70)
Zone 7 Flood Control is proposing to request Federal funds for improvements to the Arroyo
de la Laguna channel in Pleasanton. Prior to the request, Zone 7 needs to do a reconnaissance
study to determine if the improvements meet the criteria for federal funding. This item
requests an appropriation to do the reconnaissance study.
STAFF RECOMMENDATION: Support this appropriation request and authorize Mayor to sign
draft letter on behalf of the City Council. There are no direct costs to the City.
4.9 Warrant Register ($3,397,632.92) dated November 19, 2002 (File # 300-40)
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Speed Limit Change on Dublin Boulevard (Hacienda Drive to Tassajara Road)
(File # 590-20)
Engineering Studies indicate that the speed limit on Dublin Boulevard between Hacienda
Drive and Tassajara Road should be reduced from 50 mph to 45 mph.
STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and ADOPT
Ordinance.
6.2 Amendment to Public Facilities Fee (File # 390-20)
The City Council will consider proposed increases to the Public Facilities Fee ranging from
25-30% for residential development and 23% for non-residential development.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution revising
the Public Facilities Fee for future development within the City of Dublin.
6.3 Transit Village Center Planning Area submitted by the Alameda County Surplus Property
Authority to consider an Amendment to the General Plan, Amendment to the Eastern
Dublin Specific Plan, Planned Development (PD) Rezone/Stage 1 Development Plan for the
Dublin Transit Village Center Planning Area and Environmental Impact Report PA 00-
013 (File # 420-30)
The City Council will review the proposed development of a 91-acre mixed use Transit
Village, including High Density Residential, Campus Office, Neighborhood Park,
Neighborhood Commercial and uses supportive of transit oriented development.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
Certifying the EIR and Adopting Findings concerning Significant Impacts and Mitigation
Measures, Findings regarding Alternatives, a Statement of Overriding Considerations and a
Mitigation Monitoring Plan; adopt Resolution Approving Amendments to the GP and the EDSP;
waive reading and INTRODUCE Ordinance Approving the PD Rezoning and related Stage 1
Development Plan.
6.4 Housing Element Update PA 01-040 (File # 430-20)
The City Council will review and consider approval in concept of the draft Housing Element
update to the City of Dublin General Plan.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the Draft Housing Element in concept and authorizing Staff to submit the Draft to the
State Department of Housing & Community Development for review.
6.5 Amendments to the Bylaws of the Parks & Community Services Commission, Heritage &
Cultural Arts Commission and the Dublin Municipal Code Chapter 2.12 Planning
Commission (File # (920-70/910-70/660-20)
The City Council will consider the adoption of Resolutions amending the Bylaws of the Parks
& Community Services Commission, Heritage & Cultural Arts Commission, and an
Ordinance which would amend the Dublin Municipal Code Chapter 2.12 - Planning
Commission. The proposed amendments relate to the term lengths of the three Commissions
as well as establishing an acceptable level of attendance, and establishing an attendance
reporting process.
STAFF RECOMMENDATION: Adopt Resolution(s) amending the Bylaws and Rules of
Procedure of 1) the Parks & Community Services Commission; and 2) the Heritage & Cultural
Arts Commission; direct Secretary of the Planning Commission to put forth the Amendment to
the Bylaws and Rules of Procedure of the Planning Commission as it relates to the reporting of
attendance of the Commissioners to the Mayor; conduct public hearing on amendments to the
Dublin Municipal Code Chapter 2.12 - Planning Commission; deliberate; waive reading and
INTRODUCE Ordinance amending Chapter 2.12 of the DMC - Planning Commission.
7. UNFINISHED BUSINESS
7.1 2003 Special Clean-Up Schedule (File # 810-30)
Tentative dates have been established for the 2003 Special Clean-ups (week of March 31 -
April 18, July 28 - August 15, and October 27 - November 14.
STAFF RECOMMENDATION: Receive Report.
7.2 Award of Bid for City of Dublin Website Design and Development (File # 600-30)
The City Council will consider accepting the bid of Citilinks for website design and
development services.
STAFF RECOMMENDATION: Adopt Resolution accepting bid of Citilinks ($26,350)and
authorize City Manager to execute contract.
8. NEW BUSINESS
8.1 Designation by City Council of an Ad Hoc Audit Review Committee (File # 110-30)
The independent auditors from the firm of Vavrinek, Trine, Day and Company anticipate that
in the next few weeks, they will complete all of the work required to publish the City's
Comprehensive Annual Financial Report for the Fiscal Year ending June 30, 2002.
STAFF RECOMMENDATION: Designate two members of the City Council to serve on Ad
Hoc Committee to meet with the City Auditors to review and discuss the report.
8.2 Proposed Memorial Honoring Fallen Firefighter Sekou Turner and Formation of a Public
Safety Memorial Committee (File # 610-20)
The City Council will consider the placement of a memorial honoring fallen Firefighter Sekou
Turner to be placed at the City of Dublin's Fire Station 4/16, 7494 Donohue Drive. The
Council will also provide direction to Staff on the possible establishment of a Public Safety
Memorial Committee to look at a shared memorial policy that would recognize fallen Police
and Fire Officers.
STAFF RECOMMENDATION: Approve Sekou Turner memorial display and authorize the
formation of a Public Safety Memorial Committee, consisting of representation from the City
Manager's Office, Dublin Police Services and Alameda County Fire Department. In February,
2003, the Committee will present a proposed Line of Duty Death Protocol and Public Safety
Memorial Standard.
8.3 Naming of Neighborhood Park in Dublin Ranch Area G (File # 920-20)
Staff is seeking input from the City Council on the process to be used to select a name for the
neighborhood park in Dublin Ranch Area G.
STAFF RECOMMENDATION: Provide direction to Staff.
8.4 Residential Off-Street Parking - Discussion of City Requirements (File # 450-20)
The City Council will consider a request from Cm. Sbranti to modify the City's requirements
for off-street parking for single-family residential homes by eliminating the enclosed parking
requirement.
STAFF RECOMMENDATION: Provide direction to Staff on whether additional studies should
be done on this issue and if it should be added to Staff's work program.
8.5 Fiscal Year 2002-03 Goals & Objectives (G&O) Status Report & Capital Improvement
Program (CIP) Schedule (File # 100-80)
Staff has prepared a report apprising the Council of the status of the FY 2002-03 G&O as of
October 31, 2002, as well as a schedule for the City's CIP indicating estimated project start
and completion dates.
STAFF RECOMMENDATION: Receive Report.
