DUBLIN CITY COUNCIL
REGULAR MEETING - November 22, 1993 DUBLIN CIVIC CENTER

for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3.1 December Customer Service Award to Donna Arnold, Recreation

At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. C"""",nts should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent calendar.
4.1 Minutes: Regular Meeting of November 8, 1993
STAFF RECOMMENDATION: Approve
4.2 Agreement for Custody and Safekeeping Services for Portfolio
Investments which are Federal Treasury Notes and Federal
Agency Debentures
The California Municipal Treasurer's Association Prudent
Cash Management policies recommend that investments issued
by the Federal Government and Federal Agencies be
maintained by a third party custodian.
STAFF RECOMMENDATION: Adopt Resolution authorizing an
agreement with Bank of California
4.3 Renovation of Original Murray Schoolhouse and Old st.
Raymond's Church
The Council will review and consider approval of a Request
for Proposal (RFP) for the renovation of the original
Murray Schoolhouse and the old st. Raymond'S Church.
STAFF RECOMMENDATION: Approve RFP and authorize Staff to
advertise for consultants.
4.4 Certification of Results of November 2, 1993 special Election
on Eastern Dublin Referendum
A referendum petition was filed against the City Council's
adoption of Resolution No. 53-93 which approved a General
Plan Amendment and Specific Plan for eastern Dublin. A
special election was held in consolidation with the
Statewide special election on November 2, 1993. Measure B
was placed on this ballot, and of 11,922 registered voters,
a total of 5,375 ballots were cast in Dublin (45.1% voter
turnout). There were 3,124 YES votes, and 2,138 NO votes.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Financial Report for Period Ending October 31, 1993 and
Authorization to Designate a Cemetery Endowment Fund Reserve
for funds transferred to the City by Dublin Cemetery, Inc.
Cemetery Endowment Funds of $60,000 were transferred to the
City as part of the Dublin Heritage Center acquisition
project. The use of interest earnings on these funds are
proposed to be restricted to the maintenance of the
Cemetery property.
STAFF RECOMMENDATION: Receive Report and adopt Resolution.

5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 BJ Dublin Commercial General Plan Amendment/Planned
Development Rezone/Tentative Map PA 93-052
This request is for a General Plan Amendment for 5 parcels
located near the corner of Dougherty Road and Dublin
Boulevard and a Planned Development Rezoning to establish
General provisions and Development Regulations for the
existing 7.066 acre parcel and a Tentative Map to divide
the existing 7.066 acre parcel into 9 separate lots.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolutions approving Negative Declaration and General
Plan Amendment; introduce Ordinance -OR- give Staff and
Applicant direction and continue the matter.
6.2 Smoking Pollution Control Ordinance
The Tri-valley Council, comprised of representatives from
the cities of Dublin, Danville, San Ramon, Pleasanton and
Livermore is attempting to create a uniform smoking
pollution control ordinance for all cities in the Tri-
Valley area. This action came about primarily from health
issues as a result of the determination that secondhand
smoke is a Class A carcinogen for which there is no safe
exposure level. A model ordinance prepared by the American
Lung Association would prohibit smoking in all restaurants,
bars and all places of employment (including bingo halls,
amusement arcades, bowling alleys, movie theater lobbies
and common areas of condominium and apartment complexes).
It would also ban cigarette vending machines.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and
either 1) take no action; 2) introduce appropriate ordinance
amending City's current ordinance; or 3) defer to obtain more
input from community.

8. NEW BUSINESS
8.1 League of California cities Proposed 1994 Dues
The Board of Directors of the League of CA cities is
recommending a 3% increase in dues for 1993-94 to balance
the League's budget. This would increase the city of
Dublin's annual dues from $3,953 to $4,072.
STAFF RECOMMENDATION: Consider proposed dues increase and
provide the city of Dublin's representative to the East Bay
Division with appropriate direction.
