HomeMy WebLinkAbout*CC Agenda 11-25-1991 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - November 25, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for'public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG - First Class Scout and Senior Patrol Leader Matt Pinney with Troop 920 COMMUNICATIONS Presentation of Certificate of Achievement from Military unit which was adopted by the City of Dublin Introduction of New Employee, Public Works Inspector Don santina Presentation of December Customer Service Award to Ginger Russell At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3. ORAL 3.1 3.2 3.3 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of November 12, 1991 STAFF RECOMMENDATION: Approve 4.2 Agreement with Earth Systems Consultants (ESC) to conduct Geotechnical and Soils Investigation of the western hillside of San Ramon Road This agreement provides for geotechnical consulting services to determine soil stability on the slope above San Ramon Road. The City proposes to landscape this slope at a future date if the slope can be irrigated without compromising the stability of the slope. STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute Agreement. 4.3 Award of Bid Contract 91-08 Senior Center Vinyl Floor Replacement The low bid submitted by Pacific International Contract was incomplete. The second low bid from Gene's Flooring, $9,779.90, is within funds budgeted for the work. STAFF RECOMMENDATION: Adopt Resolution rejecting bid from Pacific International Contract, Inc., and awarding bid to Gene's Flooring and Interiors and authorize Mayor to execute Agreement. 4.4 Award of Bid Contract 91-09 Sidewalk Safety (Grinding) Phil Thomasson Construction was the low bidder. This contract is supplemental to the City'S annual sidewalk remove and replace program, which replaces offset sidewalk that may present a tripping hazard. The grinding program will grind offsets which are not caused by tree roots or excessive ground movement at substantially lower costs, thereby increasing the number of locations which can be corrected. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Phil Thomasson ($8,995) and authorize Mayor to execute Agreement. 4.5 Report on Sales Tax Audit In an effort to collect sales tax revenues from all businesses operating within the City, the City contracted with the firm of Hinderliter and DeLlamas to perform a Sales Tax Audit once Staff reconciled the sales tax report with the business license file. This amendment would authorize the consulting firm to begin the audit. STAFF RECOMMENDATION: Review amendment and authorize Staff to amend Sales Tax Audit Agreement with Hinderliter and DeLlamasj appropriate necessary amount to pay for audit from new found revenues generated from the audit. 4.6 Amendment to Agreement with Caltrans for Hacienda Interchange This Resolution amends a Freeway Agreement between the city and Caltrans which was executed in 1989. The amendment allows the opening of the Hacienda Interchange prior to construction of a frontage road along the north side of 1-580. STAFF RECOMMENDATION: Adopt Resolution and direct City Clerk to forward 2 certified copies to Caltrans. 4.7 Warrant Register Dated November 25, 1991 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Dublin Library Improvement Study The City Council will receive a presentation from the Alameda County Librarian regarding a recently completed Library Improvement Study for the Dublin Library. The Council will also consider the formation of a Library Planning Task Force. STAFF RECOMMENDATION: Receive presentation from Alameda County Librarian and Marquis Associates and approve the formation of Library Planning Task Force. 5.2 California Custom Carpet Request for Initiation of Zoning Ordinance Text Amendment The Applicant is requesting the City Council to initiate a Zoning Ordinance Test Amendment to permit outdoor storage on his property at 6815 Dublin Boulevard as a conditional use within the C-2 General Commercial District. STAFF RECOMMENDATION: Deny request -OR- give Staff and Application direction by adopting motion initiating study. 6. PUBLIC HEARING 6.1 Density Bonus Ordinance This Ordinance would allow density bonuses and other incentives to developers providing housing for very low and low income households and for senior citizens as required by State Law. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and reintroduce Ordinance. 7. UNFINISHED BUSINESS 7.1 Dublin Cinema Freestanding Sign variance Appeal Dublin Cinema is appealing the Planning Commission's denial of a Variance request for the existing freestanding sign. The Applicant requested to exceed the maximum allowable sign area permitted and to deviate from sign setback requirements of the zoning Ordinance. STAFF RECOMMENDATION: Adopt Resolution approving the Variance request -OR- give Staff and Applicant direction and continue the matter. 8. NEW BUSINESS 8.1 Declaration of Fiscal Interdependency and Statement of Principles by the Cities, Counties and School Districts The Association of Bay Area Governments' Interagency Fiscal Unity Committee has developed and circulated a Declaration which attempts to provide guidelines creating a unified position among cities, counties and school districts related to fiscal reform. STAFF RECOMMENDATION: Consider supporting the Declaration of Fiscal Interdependency and the Statement of Guiding Principles. 9. OTHER BUSINESS 10.
