sufficient time to address their concern, that person should arrange with
the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and' are
considered for approval by the City Council with one single action.
I;Iernbers of the audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item from the consent calendar. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of November 12, 1984
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Improvements under Contract 84-4, Annual Street
Overlay Program
This project provided for placement of l~" asphalt overlay on the badly
deteriorated street sections of Peppertree Road, Vomac Road, Landale
Avenue and Donahue Drive. The City Engineer has reviewed the
improvements and found them to be complete.
STAFF RECOMMENDATION: Accept the inlprovements, and authorize
payment in full to the Contractor, Teichert Construction. Also,
authorize a budget transfer in the amount of $4,020.50 from the
Contingent Reserve.
4.3 Tract 4719 - Amendment to City of Dublin Tract Developer Agreement
The original developer, Larry Lee, is in the process of selling this
development to the Dublin Hills Partnership in four phases. The
improvements guaranteed by the agreement are now nearly complete. This
amendment to the agreement replaces the portion of Larry Lee's security
with the new developers security for a portion of the project.
STAFF RECOMMENDATION: Approve Amendment to City of Dublin - Tract
Developer Agreement (Tract 4719) and authorize Mayor to sign on
behalf of the City.
4.4 Crossing Guard - Davona Drive @ Lucania Street
The City Council directed Staff to gather additional infornlation related
to the Murray School District elimination of a crossing guard position.
This Ioatter was brought to the Council's attention as a result of a
citizen's inquiry. The District has informed the City that the position
was eliminated for budgetary reasons and the finding that it was not a
high priority.
STAFF RECOMMENDATION: To adequately address this request and any
future requests, it is recommended that the 'l'raffic Engineer shall
report to the Council on the cost and scope of a School Safety
Study.
4.5 1983-84 Budget Modifications
The accounting system utilized by the City requires the City to record
expenses based on the date of delivery of the goods or services. Due to
the number of functions performed under contract, tile receipt and
payment of invoices delays the recording of expenses. At this tiIne, all
of the 1983-84 expenses have been accounted for and some budget
modifications are required.
STAFF RECOMMENDATION: Approve budget transfers and additional
appropriations.

5. PUBLIC HEARING
5.1 Appeal of Planning Commission Action to Approve PA 84-041, Valley
Christian Center Conditional Use Permit, 10800 Dublin Boulevard
Appeal of the Valley Christian Center Conditional Use Permit to relocate
the future adloinistration building to a point approximately lUO feet
south of the existing classrooms. Basic issues involve visual effects
on the ridgeline and interpretation of Draft General Plan policies.
STAFF RECOMMENDATION: Open public hearing; hear presentation/
testilnony; pose questions; close public hearing; deliberate; adopt
resolution denying OR approving Conditional Use Permit
5.2 Amador Valley Boulevard Traffic Study and Plan Line (San Ramon Road
to Village parkway)
This Traffic Study proposes certain improvements to Amador Valley
Boulevard including a traffic signal at Amador Plaza Road and 11edian
closures on either side of I-680. The City Council requested further
review of the awkward left turn from the Library.
STAFF RECOMMENDATION: Open public hearing: hear Staff presenta-
tion; take public testiIuony; close public hearing; accept traffic
study; adopt plan line; direct improvements to be included in the 5
Year Capital Improvement Program, and pursue a rear access to the
Library.
b. NEW BUSINESS
6.1 Dublin Boulevard Underground Utility District
PG&E officials have contacted City Staff regarding a second underground
utility project. Pursuant to the City's policy establishing priorities,
the section on Dublin Boulevard from San Hamon Hoac1 to 1-680 would be
the next area to be considered. PG&E has indicated a willingness to
advance PUC Rule 2U funds for the years through 1994. This project
would require a city contribution of between $195,000-$405,000.
STAFF RECOMMENDATION: 1) Agree in concept to contributing City
funds to the Dublin Boulevard Underground Project; 2) Authorize
Staff to notify PG&E of the City's position.
7. UNFINISHED BUSINESS
7.1 Abatement of zoning Violation at 7650 Canterbury Court
The City Council continued the matter to allow Mr. McCartney to pursue
possible remedies. Staff found that a lot line adjustment to resolve
Mr. McCartney's setback problenl would create a similar problem for the
adjoining property owner. The options remain to revise the room or
remove it.
STAFF RECOMMENDATION: Direct City Attorney to commence action to
abate the zoning violations under Ordinance No. 09-84.
7.2 After School Recreation Program
The City Council directed Staff to survey parents and utilize the
results to develop a recommendation on after school recreation services.
The study has been reviewed with the Recreation COll1lnission and they have
recommended two approaches to this service. The first involves
continuing the existing fee program with expanded hours. The second
requests the implementation of a non-structured program in the spring,
which would be fully subsidized.
STAFF RECOMMENDATION: To implement the Park & Recreation
Commission recommendations, with the understanding that the non-
structured program may become an expected level of service and
require annual financial expenditures of $30,750.
