CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The Ci ty Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if thee is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of October 30, 1989 STAFF RECOMMENDATION: Approve 4.2 Summer 1989 Recreation Report The Recreation Director has prepared a report which summarizes the programs and activities of the City's Recreation Department during the past summer. STAFF RECOMMENDATION: Receive Report 4.3 Designation of City of Dublin's Agent in Accordance with the Disaster Relief Act, Public Law 228 This Resolution authorizes the City Manager to provide disaster related information and documentation to the appropriate state and federal agencies on behalf of the City of Dublin. STAFF RECOMMENDATION: Adopt Resolution 4.4 Appointment to the Alameda County Mosquito Abatement District Board of Trustees The term of the City's appointment to the Alameda County Mosquito Abatement District Board expires on January 2, 1990. This action would reappoint Dr. Harvey Scudder to a new term which will run until January 2, 1992. STAFF RECOMMENDATION: Adopt Resolution 4.5 Seventh Annual st. Patrick's Day Celebration and Parade The City Council will review the preliminary plans for the March 17, 1990 st. Patrick's Day festivities. STAFF RECOMMENDATION: Approve location for community celebration, approve parade route and authorize issuance of parade permit. 4.6 Agreement with Dublin Fine Arts Foundation The City Council has approved the construction of a fountain which will accommodate artwork being commissioned by Dublin Fine Arts Foundation (DFA). It is appropriate for the City to enter into an agreement with DFA and the Artist. The agreement requires that DFA finance all costs associated with the production of the artwork. STAFF RECOMMENDATION: Adopt Resolution 4.7 WARRANT REGISTER DATED NOVEMBER 27, 1989 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Regarding Request for Support of State Gasoline Tax Increase The President of the Alameda County Mayors' Conference is requesting that the Council consider supporting the immediate passage of the Gasoline Tax Increase to fund the rebuilding and repair of essential transportation facilities in the Bay Area, as well as to address those infrastructure deficiencies which existed prior to the October 17th earthquake. STAFF RECOMMENDATION: Consider adoption of Resolution. 6. PUBLIC HEARING 6.1 Hansen Hill Ranch/Bren Company Planned Development Prezoning, Tentative Map and Annexation, PA 89-062 This item relates to the 147 acre site of the Hansen Hill Ranch. The proposal is for 180 single family units on 51 acres, and 96 acres of open space. Two major policy issues exist: 1) Creation of 5 new graded flat level areas on the Valley Christian Center site; and 2) Open space/creed corridor access road improvements and dedication. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolutions Exhibit A approving Mitigated Negative Declaration, Exhibit B approving Mitigation Monitoring Program, Exhibit C approving Planned Development Prezoning, Exhibit D approving Tentative Map, and Exhibit E making application for annexation to LAFCO; and INTRODUCE Ordinance approving the Planned Development Prezoning and continue to the December 11, 1989 Council meeting for second reading and adoption. 6.2 Emergency Ordinance Repealing City of Dublin Ordinance No. 25-87 and Establishing Bus stops on Dublin Boulevard West of Golden Gate Drive The Livermore/Amador Valley Transit Authority has requested that the bus stop on the north side of Dublin Boulevard west of Golden Gate Drive be lengthened to accommodate five buses. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and on an urgency basis, ADOPT Ordinance. 7. UNFINISHED BUSINESS 7.1 1990 Community Calendar Printing Bids Bids have been solicited for the printing of the 1990 community calendar. The bid submittal deadline is Monday, November 27, 1989. A supplemental report will be prepared following the bid opening. STAFF RECOMMENDATION: Consider bids and take appropriate action. 8. NEW BUSINESS 8.1 Contract 89-12 Swim Center Renovation This contract provides for relining the pool, repairing skimmers and gutter, and resurfacing the pool deck. STAFF RECOMMENDATION: 1) Authorize Staff to advertise for bids; 2) Establish a special City Council meeting prior to December 21, 1989 to award bid. 8.2 Civic Center Facility Use Policy The City Council will review the Draft Dublin Civic Center Use Policy which sets forth the criteria for use of the Center, as well as establishes policies, procedures and fees for use by the public. STAFF RECOMMENDATION: 1) Approve Facility Use Policy & Fee Schedule and adopt Resolution; or 2) Provide Staff with further direction. 9. OTHER BUSINESS 9.1 December City Council Meeting Schedule A second December meeting is necessary in order to award the bid for the Swim Center Renovation Project, as well as to discuss issues related to a proposed increase in the City's garbage rates, recycling, and household hazardous waste issues. The normal meeting date falls on December 25th, so the meeting would automatically be rescheduled for the following evening, December 26th. STAFF RECOMMENDATION: Confirm whether second regular meeting is to be held, rescheduled, or cancelled. Establish a special meeting. 10. CLOSED SESSION - NONE 11. ADJOURNMENT
