3.1 Certification of November 5, 2002 Election Results (File # 630-30)
The City has received the Election results for the Offices of Mayor and two Councilmembers, from the
Alameda County Registrar of Voters.
STAFF RECOMMENDATION: Adopt Resolution declaring results of election.
3.2 Administration of Oath of Office by Kay KeCk, City Clerk to newly elected Mayor
Lockhart and Counciimembers McCormick and Zika (File # 640-60)

STAFF RECOMMENDATION: Select Vice Mayor to serve for 1 year.
3.4 City Council Organization/Committee Appointments/Assignments (File # 110-30)
Individual members of the City Council represent the City of Dublin on various local and regional
Boards/Committees/Commissions.
STAFF RECOMMENDATION: Review and discuss list; confirm Mayor's
appointments/assignments; and direct Staffto notify affected agencies
3.5 Acceptance of Gift to City for thc Murray School Bell Tower Project (File # 150-70)
Presentation of gills from Dublin Historical Preservation Association, Dublin Rotary Club and
General Federation of Women' s Club's Dublin-San Ramon Chapter for the Murray School Bell Tower
Project.
STAFF RECOMMENDATION: Accept gifts and direct Staff to prepare formal
acknowledgment to donors
3.6 Acceptance of Gifts to City from Day on the Glen Festival Sponsors (File # 150-70)
The 2002 D~ty on the Glen Festival was held on Saturday and Sunday, September 21st and 22nd at
Emerald Glen Park. The City received $18,500 in sponsorships for the festival. In addition, the City
received overwhelming support in the form of in-kind donations of goods and services from local
businesses. The City Council will recognize the sponsors at the meeting for the contributions.
sTAFF RECOMMENDATION: Formally recognize donors for their contributions and accept gifts.
3.7 ' Acceptance of Gift to City for the Dublin Heritage Center (File # 150-70)
Mr. Denis Roda has offered a piano to the Dublin Heritage Center as a gift. The upright piano is in
fair condition and maintains tune. It will be used frequently by the Dublin Community Choir for
practices and performances.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment to
donor.
3.8 Public Commems
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for
the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place
on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report
back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to
place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing
on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City.
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of November 19, 2002
STAFF RECOMMENDATION: Approve
4.2 Authorization to Solicit Bids for Contract 02-20, Street Light Pole Replacement, Phase I
(File # 600-35)
This is Phase I of a proposed 5-year program to replace the deteriorating painted steel street
light poles installed in the 1960's. The first phase project would replace approximately 40
light poles with new galvanized poles. The cost o£the Phase I project would be paid from
Citywide Street Light Maintenance Assessment District 83-1 funds.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.3 Authorization to Solicit Bids for Contract 02-19, Civic Center Generator (File # 600-35)
This project would replace the existing emergency generator with a larger unit capable of
running the entire Civic Center building.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Acceptance of Improvements for Right-Turn Lanes on Dublin Boulevard and Hacienda
Drive for Parcel Map 7223, "Hacienda Crossing" at Opus Retail Phase H (Opus West
Construction) (File # 600-60)
The two right mm lanes on Dublin Boulevard and Hacienda Drive are now complete and it is
appropriate for the City to accept these improvements for maintenance.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements, approving the
traffic regulatory devices installed as part of the project, and allowing the original Hacienda
Center improveraent bonds to be reduced by $300,000.
4.5 Acceptance of Improvements, Tract 7022, Tassajara Meadows II, (Mission Peak Homes,
Inc.) (File # 600-60)
This tract is located at the northwest comer of Tassajara Road and Gleason Drive and consists
of 95 single-family residential units. The improvements are now complete and it is
appropriate to accept these improvements for maintenance.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements and approving
regulatory traffic control devices installed.
4.6 Amendment to Improvement Agreement, Parcel Map 7589 (Waterford Place/The Shops at
Waterford by Shea Homes Limited Partnership) to Extend Completion Date (File # 600-30)
This development is located between Central Parkway and Dublin Boulevard and west of
· Tassajara Road. It consists of a shopping center and apartments. The public improvements
are not totally completed and it is recommended that the agreement be extended one year.
STAFF RECOMMENDATION: Adopt Resolution extending the completion date for one year
or until December 4, 2003..
4.7 Amendment to Tract Developer Agreements, Tract 72S2, Dublin Ranch Area A (Toll CA,
L.P.) to EXtend Completion Date (File # 600-60)
These agreements guarantee the construction of Fallon Road, a portion of Signal Hill Drive
and 2 traffic signals on Fallon Road all through Dublin Ranch, Area A. The agreements are
about to expire and in need of extension.
STAFF RECOMMENDATION: Adopt Resolution extending the completion date of the Tract
Developer Agreements for one additional year or until December 4, 2003.
4.8 Request to Waive Competitive Bid Process and Approve Construction Services Agreement
with Manuel Bros., Inc., for Repair of Traffic Signal InterConnect Cable on Dublin
Boulevard (File # 600-30)
While boring a recycled water line across Dublin BOulevard near Dublin court, the contractor
for Dublin San Ramon Services District severed a newly installed fiber-optic signal
interconnect line. To complete the fiber-optic contract, it is necessary to repair the fiber line.
The estimated repair cost is $30,200.
STAFF RECOMMENDATION: Establish a new Capital Improvement Project; adopt
Resolution authorizing the waiving of the competitive bid process and approving the
Construction Services Agreement with Manuel Bros., Inc., to repair damaged underground
Fiber-Optic Traffic signal Interconnect Cable and approve Budget Change.
4.9 City Manager's Employment Agreement (File # 600-30)
The Agency Negotiating Team (Mayor Lockhart and Cm. Sbranti) have met with the City
Manager regarding terms and conditions of employment and recommend adjustments which
represent a 4.56% increase in the City Manager's total compensation package.
STAFF RECOMMENDATION: Approve Amendment to City Manager's Employment
Agreement
4.10 Warrant Register ($3,458,603.72) dated December 3, 2002 (File # 300-40)

5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Amendments to the Dublin Municipal Code Chapter .2.12 - Planning Commission
(File # 660-20) :
This is the see#nd reading of an Ordinance that will amend the Dublin Municipal Code
Chapter 2.12 -Planning Commission. The amendments relate to the term length of the
Planning Commission, as well as establishing an acceptable level of attendance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.2 Dublin Transit Village Center Planning Area Planned Development (PD) Rezone/Stage I
Development Plan for the Dublin Transit Village Center Planning Area PA 00-013
(File # 420-30)
This is the second reading of an Ordinance amending the Zoning Map to rezone property and
approving a related State I Development Plan for the proposed development of a 91-acre
mixed use Transit Village, including High Density Residential, Campus Office,
Neighborhood Park, Neighborhood Commercial and uses supportive of transit oriented
development.
STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and ADOPT
Ordinance.
7. UNFINISHED BUSINESS
7.1 Downtown Streetscape Implementation Plan for the Downtown Specific Plans - Gateway
Monument Simulations (File # 600-30)
As requested at the City Council meeting on .November 5, 2002, the Consultant for the
Downtown Streetscape Implementation Plan is providing simulations of the approved
gateway monument design for other locations designated by the Downtown Specific Plans for
consideration by the Council.
STAFF RECOMMENDATION: Direct Consultant to finalize the approved Task Force
recommended monument design- OR- modify the design of the monument; instruct Consultant
to prepare construction bid documents for first monument; and direct Staffto request bids
following preparation of bid-level documents.
7.2 Award of Bid for Purchase of City Pool Vehicle (File # 350-20)
Bids for a hybrid passenger car to be used by Stuff as a pool car were requested from
Alameda County Honda and Toyota dealerships. Five bids were received, the lowest bidder
being Toyota Walnut Creek.
STAFF RECOMMENDATION: Award Purchase Order ($21,310.77) to Toyota Walnut Creek.
7.3 Report on Apartment Temporary Signage (File # 400-30)
This is an informational report concerning existing regulations and discussions with apartment
owners and managers on the subject of temporary signage for apartment communities.
STAFF RECOMMENDATION: Provide direction to Staff regarding developing an ordinance
dealing with temporary signage for apartment communities.
8. NEW BUSINESS
8.1 License Agreement between the City of Dublin and Alameda County to maintain the
portion of the Iron Horse Trail on property, owned by Alameda County (File # 600-40)
This License Agreement will give the City of Dublin a license over the 50' wide property of
the County for maintenance of the Iron Horse Trail and will allow assignment of the rights of
the license to the East Bay Regional Park District (EBRPD).
STAFF RECOMMENDATION: Adopt Resolution approving License Agreement and direct
Staff to work with the EBRPD to finalize a sublicense agreement that will delegate the
maintenance of the Iron Horse Trail specified in the Alameda County agreement.
8.2 Conceptual Plans for New Dublin Senior Center (File # 240-30/600-30)
In August, the City Council selected Dahlin Group, Inc., of San Ramon to design the new
Senior Center. Dahlin Group has met with the Senior Center Advisory Committee to confu-m
the program and activity requirements. The Architect has also met with Eden Housing, the
developer selected to build senior housing on the site, to set the parameters for the site plan
and the housing component. Based on these meetings, Dahlin Group has prepared three
conceptual design alternatives for the Senior Center building footprint and site plan. The
Architect will review the alternatives in detail at the Council meeting.
STAFF RECOMMENDATION: Select preferred conceptual plan.
8.3 Acceptance of Work, Contract 02-04, Alamo Canal Bike Path from the Iron Horse Trail
Junction to 1-580 (File # 600-35)
This project constructed an asphalt concrete bike path along the east side of Alamo Canal
between the Iron Horse Trail Junction in the north to the Dublin Civic Center in the south.
STAFF RECOMMENDATION: Approve a Budget Change ($22,031); accept improvements;
and authorize release of $26,501.89 retention after 35 days if there are no subcontractor claims.
8.4 Application for Multi-Family Affordable Housing Green Building Design Assistance
(File # 430-60/810-60)
The City Council will consider authorizing the Mayor to sign a Letter of Intent to Participate
in the Alameda County Waste Management Authority's Multi-Family Affordable Housing
Green Building Design Assistance Program.
STAFF RECOMMENDATION: Authorize Mayor to sign Letter of Intent to accompany
Application.
