HomeMy WebLinkAbout*CC Agenda 12-04-1996 Adj MtgA G E N D A DUBLIN CITY COUNCILDUBLIN CITY COUNCIL ADJOURNED REGULAR MEETING Wednesday, December 4, 1996, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Proclamation declaring December 7, 1996 as “Remember Pearl Harbor and Keep America Alert Day” 3.2Administration of Oath of Office to newly elected Mayor and Councilmember by City Clerk 3.3Election of Vice Mayor STAFF RECOMMENDATION: Elect Vice Mayor. 3.4City Council Organization/Committee Appointments Individual members of the City Council represent the City of Dublin on various local and regional Boards/Committees/Commissions. Several openings occurred as a result of the November election. STAFF RECOMMENDATION: Review appointment list and confirm Mayor’s appointments. At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however, comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes - None 4.2Acceptance of Gift to City The City received a donation of $89 from the Valley Christian Elementary School fourth grade classes in appreciation of the tours conducted at the Heritage Center. The funds are to be used in the upkeep of Murray Schoolhouse and Old St. Raymond’s Church at the request of the donor. STAFF RECOMMENDATION: Accept gift & direct Staff to prepare a formal acknowledgment to the Donor. 4.3Financial Report for the Month of October 1996 STAFF RECOMMENDATION: Accept and file the report. 4.4Warrant Register ($748,111.76) dated December 4, 1996 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Continued Public Hearing on the Realignment of the Established Right-Of-Way Line for a New Road Parallel to and south of Dublin Blvd. between Golden Gate Drive and Regional Street (the Parallel Road) This realignment proposal was originated by the affected property owners to facilitate loading docks at the rear of the Orchard Hardware Center. The two property owners have now requested that the City not go forward with the realignment. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and take no action based on property owner’s request. 6.2Facility Use Policy and Fee Schedule for Old St. Raymond’s Church The City Council will consider adoption of a Facility Use Policy & Fee Schedule for Old St. Raymond’s Church. Once adopted, the Church will be available for rental by the community. STAFF RECOMMENDATION: Conduct Public Hearing; deliberate; waive reading and adopt Resolution. 7.UNFINISHED BUSINESS 7.1Discussion related to the Provision of Water Service to the City of Dublin Some members of the Council expressed concern regarding the cost of water provided by Dublin San Ramon Services District. Staff was directed to place the item of provision of water services on the agenda for December 4, 1996 Council meeting for further discussion. STAFF RECOMMENDATION: Discuss & provide Staff with appropriate direction. 8.NEW BUSINESS 8.1Advance of Community Development Block Grant Funds for Mape Memorial Park Renovation. The City Council will consider requesting an advance of FY1997-98 Community Development Block Grant Funds to be used for the renovation of Mape Memorial Park. These funds would be used to replace the existing play area with a handicapped accessible play area & to replace the existing picnic area with a handicapped accessible picnic area. STAFF RECOMMENDATION: Direct Staff to request an advance of FY 1997-98 Community Development Block Grant funds in the amount of $9,732. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION - None . 11ADJOURNMENT . 2 K/cc-mtgs/agndanew.doc Agenda Printed 2/17/00 1:06 AM
