DUBLIN CITY COUNCIL
REGULAR MEETING - December 10, 1984

1. CALL TO ORDER

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City
Council on any item which is not on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by tile City Council with one single action.
Hembers of the audience who would like an item removed from the consent
calendar for purpose of public input may request the City Council to remove
the item froBI the consent calendar. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in
removing an item from the Consent Calendar.

4.3 Award of Bid for Acoustical Screens
Pursuant to the City of Dublin purchasing Ordinance, purchases for more
than $5,000 must be completed through a forInal bid process. Staff has
contacted several vendors and requested bids. The partitions are
necessary to create work stations for additional services approved in
the 1984-85 Budget.
STAFF RECOML1ENDATION: Award bid to the lowest responsible bidder,
pursuant to the purchasing ordinance.
4.4 School Safety/Crossing Guard Study
This item involves the perforluance of a school safety/crossing guard
study for the City of Dublin.
STAFF RECOMMENDATION: 1) Authorize scope of work
2) Authorize Traffic Engineer to proceed
3) Authorize budget transfer from Contingent
Reserve - $4,000
4.5 Approval of Parcel Map No. 4008 - East of Dougherty Road
This project is a 3 lot minor industrial subdivision east of Dougherty
Road. Parcel Map No. 4008, and associated improvement plans have been
reviewed and found to be in conformance with the Tentative Map and the
conditions of approval. The subdivision agreement, bonds and fees have
been submitted.
STAFF RECOMMENDATION: Adopt resolution accepting Parcel Map No.
4008 and easement deed.
4.6 Contract 84-9 Village Parkway Sidewalk & Landscaping - West Side of
Street
Landscaping and sidewalk improvements will be located along the new
sound wall, now under construction along Village parkway, between Amador
Valley Boulevard & Kimball Avenue. The improvements consist of concrete
sidewalk with street trees spaced at 34', and quarry waste aggregate
placed behind the sidewalk with vines and shrubs being planted against
the new wall.
STAFF RECOMMENDATION: Authorize Staff to advertise Contract 84-9
for bid.
4.7 Zone 7 Arroyo Management Plan - Initial Progress Report
Zone 7 of the Alameda County Flood Control and water Conservation
District has prepared the Arroyo Management Plan-Initial Progress
Report. The report provides background information on trails along
flood control channels and arroyos.
STAFF RECOMMENDATION: Direct Staff to continue working with Zone 7
in preparing the Arroyo Management Plan.
4.8 Contract 84-11: Traffic Signals (3), Downtown Street Light
Additions and Street Tree Program
This contract will provide for the installation of traffic signals at
three intersections (Amador Valley Boulevard/Stagecoach Road, Dublin
Boulevard/Clark Avenue & Dublin Boulevard/Dublin Court). The
intersections will also have median and lighting improvements. The
contract will also provide for the addition of a total of 20 street
lights on Regional Street and Amador Plaza Road. The Street Tree
Project represents a portion of the total program and will invo1;e
planting trees adjacent to the new signal installations.
STAFF RECOMMENDATION: Authorize Staff to advertise Contract 84-11
for bid.
4.9 Financial Report for Period Ending September 30, 1984

5. WRITTEN COMMUNICATIONS
5.1 From Dublin Chamber of Commerce He: City participation in Chamber
Nap
The Dublin Chamber of Commerce has invited the City to purchase space on
its 1985-86 Chamber Map
STAFF RECOMMENDATION: Consider
5.2 From City of San Ramon Re: Regional Fire Protection Study
The City has received a letter front San Ramon indicating that it intends
to proceed with a fire study for San Ramon only and not a regional
study.
STAFF RECOlvlHENDATION: Direct Staff to notify San Ramon of Dublin's
continued interest to participate in the
study.
6. PUBLIC HEARING
6.1 Dublin Boulevard Underground Utility District No.1
The adoption of this resolution designates that portion of Dublin
Boulevard from San Ramon Road to 1-680 as underground Utility District
No.1, and authorizes PG&E to proceed with undergrounding of overhead
utilities in this area utilizing PUC Rule 20A funds ($395,000) and City
funds ($195,000 - $405,000). Total estimated project cost $590,000 -
$800,000. Four private parcels in addition to the roadway would be in
the District.
STAFF RECOMMENDATION: Open pUblic hearing; take public testimony;
close public hearing: adopt resolution:
authorize additional appropriation of
$405,000 from Street Improvement Reserve.
7. NEW BUSINESS
7.1 PAH4-075 Barratt (Higgins) Site Development Review for 84 unit
multiple family residential project.
Consideration of Barratt San Jose/Joseph Higgins Site Development Review
to build an 84 unit multiple family residential project in compliance
with approved planned development rezoning. Major issues: 1) soundwall
along San HaIlIon Hoad: 2) fence along Silvergate Drive: 3) architectural
treatment and site plcUl details.

7.2 Approval of Final Map, Tract 5131
Improvement plans and the Final Map for Tract 5131 have been reviewed
ant.) [OUrIC] to be in conformance with the Tentative L"lap and the conditions
of approval. A subdivision agreement, bond and fees have been submitted
or guaranteed.
STAFF RECOHMENDATION: Adopt Resolution accepting Final Map, Tract
5131 and adopt Resolution approving an
escrow account in lieu of land for parkland
dedication.
