DUBLIN CITY COUNCIL
REGULAR MEETING - December 11, 1989

1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this ":ime, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Clerk to have their
particular concern placed on the agenda for a future meeting.
The City Council cannot deliberate or take action on a non-agenda item unless there is factual evidence
presented to the Council indicating that the subject brought up falls into one of the exceptions under
Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action. Members of the audience who would like an item removed from
the consent calendar for purpose of public input may request the City Council to remove the item from
the consent calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Regular Meetings of November 13, 1989 and November 27, 1989
STAFF RECOMMENDATION: Approve
4.2 Request for use of San Ramon Road Banner Poles by Dublin Little League
The Dublin Little League is requesting use of the San Ramon Road banner poles to advertise
their annual sign-up in January.
STAFF RECOMMENDATION: Authorize Staff to issue encroachment permit once fee has been received.
4.3 Request for use of San Ramon Road Banner Poles by Tri-Valley Haven for Women
The Tri-Valley Haven for Women is requesting use of the San Ramon Road banner poles to
advertise their benefit baseball game on August 19, 1990.
STAFF RECOMMENDATION: Authorize Staff to issue encroachment permit once fee and insurance
certificate have been received.
4.4 City Treasurer's Investment Report for Period Ending November 30, 1989
STAFF RECOMMENDATION: Accept Report
4.5 Dublin Civic Center Facility Use Policy
The Council will review the revised Facility Use Policy and Fee Schedule for the Dublin
Civic Center.
STAFF RECOMMENDATION: Adopt Resolution
4.6 Contract 89-13 Catch Basin Grate Replacement Program
This project would replace catch basin grates in various locations throughout the City in
order to improve safety for bicyclists. The project is funded entirely by a Transportation
Development Act grant.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.7 Dublin Fine Arts Foundation
The City Council has approved the construction of a fountain which will accommodate artwork
being commissioned by Dublin Fine Arts Foundation (DFA). It is appropriate for the City to
enter into an agreement with DFA and the Artist. The agreement requires that DFA finance
all costs associated with the production of the artwork.
STAFF RECOMMENDATION: Adopt Resolution
4.8 Finance Report for Period Ending November 30, 1989
STAFF RECOMMENDATION: Review, accept and file the reports
4.9 Livermore Amador Valley Childcare Task Force
The Cities of Dublin, Livermore and Pleasanton received a $25,000 grant through the State
Department of Education to fund a five year childcare master plan. A 25% match or $2,083
from each City is a requirement for the funding.
STAFF RECOMMENDATION: Authorize a budget transfer of $2,083 from the Contingent Reserve.

STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Hansen Hill Ranch/Bren Company Planned Development
At the 11/27/89 Council meeting, the Council introduced the ordinance amending the zoning
PD Prezoning of the Hansen Hill Ranch site and adopted resolutions relating to PD General
Provisions, T. Map and Neg. Declaration and Monitoring Program
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the second reading and ADOPT
Ordinance (Exhibit A).
6.2 Ordinance Which Adopts the 1988 Edition of the Uniform Building Code, 1988 Uniform Plumbing
Code, 1988 Uniform Mechanical Code and 1988 Uniform Housing Code
State Law requires that the City adopt new editions of the Uniform Codes within 10 months
after the State has adopted the new codes. In order to meet state deadlines, it is proposed
the Ordinance be considered an urgency matter and become effective January 1, 1990.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance on
urgency basis; adopt Resolution relating to Findings of Necessity
7. UNFINISHED BUSINESS
7.1 Disposition of Rasmussen House
The City Council will review the alternatives prepared by Staff for the Rasmussen House, a
1913 house located on property to be developed along San Ramon Road.
STAFF RECOMMENDATION: Consider alternatives and provide Staff with appropriate direction.
7.2 Dublin Extended Planning Area Infrastructure Study (Heindel Report)
This study identifies possible funding mechanisms for three freeway interchanges, as well as
the Dublin Boulevard extension. The study also assigns financial responsibility for these
improvements between Pleasant on and Dublin.
STAFF RECOMMENDATION: 1) Receive presentations by Staff and John Heindel
2) Receive public comment
3) Acknowledge that Dublin's Eastern Planning Area, when developed, will
benefit from the new interchange work being funded by Pleasanton
through the North Pleasanton Improvement District (NPID)
4) Accept the concept of assigning cost sharing on the basis of benefit
to the traffic generated on both sides of 1-580
5) Determine that Dublin's contribution be subject to actual development
taking place north of 1-580 and within Dublin; and that funding
mechanism(s) be established within the Dublin Extended Planning area
8. NEW BUSINESS
8.1 Smoking Policy for City Facilities
This item relates to implementation of the City's Smoking Pollution Control Ordinance which
was adopted in 1986, at all City-owned public facilities. The recommended policy would
allow "NO SMOKING" within enclosed facilities.
STAFF RECOMMENDATION: Adopt Resolution
8.2 Appointment to Alameda County Housing Authority
A recommendation to the Alameda County Board of Supervisors is necessary to replace Cm.
Hegarty, who is no longer able to serve on this Board.
STAFF RECOMMENDATION: Determine City's appointment and direct Staff to request confirmation by
Alameda County Board of Supervisors.
8.3 Procurement of Earthquake (Difference in Conditions) Property Insurance Coverage
The financing documents for the Civic Center project include minimum property insurance
coverage requirements. The procurement of earthquake insurance is optional in the event
that it cannot be obtained at a reasonable cost. Staff has obtained a coverage proposal
from the City's current property insurance provider.
STAFF RECOMMENDATION: Consider
8.4 Alameda County Grand Jury Interim Report
The Alameda County Grand Jury has issued an iterim report related to compliance with the
Brown Act. Pursuant to the California Penal Code, agencies subject to the Grand Jury's
review must respond to the report within 90 days.
STAFF RECOMMEDATION: Consider.

10. CLOSED SESSION - None
11. ADJOURNMENT - A special meeting of the Dublin City Council has been scheduled for Thursday,
December 21, 1989, 7:00 p.m., in the Civic Center Council Chambers. The December 26, 1989 meeting
has been cancelled.
