DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, December 17, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.1Introduction of Captain Gary Thuman, Dublin's new Police Chief
3.2Resolution recognizing Edward Campbell's service to the community
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of November 4, 1996
STAFF RECOMMENDATION: Approve
4.2Final Financial Report for Fiscal Year 1995-96 and Annual Audit Report
STAFF RECOMMENDATION: Receive Annual Report, including report of the Independent
Auditors (Vavrinek, Trine, Day & Co.); and Receive and file Management Letter, including Staff
Response.
4.3Award of Bid - Dublin Swim Center Chlorine Conversion Project, Contract 96-09
The City received 3 bids for the Dublin Swim Center Chlorine Conversion project. The low
bidder was Pool Scene with a base bid of $19,257 and additive alternate totaling $4,651.
STAFF RECOMMENDATION: Adopt Resolution; approve Budget Change Form; authorize
Mayor to execute agreement.

6.PUBLIC HEARING
6.1Enea Plaza Planned Development Rezone Project PA 96-043
The City Council will hear a request for a Planned Development rezone for an existing retail
and office complex. The proposed PD Zoning District will update and combine the 3 existing
PD Zoning Districts for the site. The proposed District includes those uses presently allowed.
In addition, it will allow some new uses such as automotive parts sales and related vehicle
servicing, as permitted uses and hotel/motel as conditional uses.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance; continue Public Hearing to January 7, 1997.
6.2Opus Planned Development Rezone for a 25 acre site located within the Eastern Dublin
Specific Planning Area PA 96-020
The Applicant, Opus Southwest, is requesting a rezone to a Planned Development Zoning
District for a Business Office/Industrial Development at the southwest corner of Gleason Road
and Hacienda Drive in the Eastern Dublin Specific Planning Area. The project encompasses
approximately 25 acres of land.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance; continue Public Hearing to January 7, 1997.
6.3Graffiti Ordinance
In accordance with Graffiti Task Force recommendations, Staff has developed a City Ordinance specific
to graffiti, mandating removal of graffiti and achieving the goal of quick eradication. The proposed
Ordinance broadens the definition of graffiti, declares graffiti to be a public nuisance, requires property
owners and tenants to remove it, and provides various public remedies if graffiti is not removed. These
remedies include criminal enforcement, abatement by the City (at the owner's or tenant's expense), and
civil litigation.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE
Ordinance; continue Public Hearing to January 7, 1997.
7.UNFINISHED BUSINESS
7.1Request from Dublin High School Band Boosters for use of Dublin Senior Center for
Weekly Bingo Games
The City Council will consider a request from the DHS Band Boosters for use of the Dublin
Senior Center for bingo. The Band Boosters would like to use the Center every Thursday
from 4:15 p.m. - 10:30 p.m., beginning in January, 1997.
STAFF RECOMMENDATION: Approve use with certain provisions, including: 1) the term of
the initial lease would be for 6 months; 2) storage of equipment would not be available; 3) use of
the kitchen would not be permitted; 4) permanent mounting of the bingo board would not be
recommended at this time, pending further study; and 5) fee for use would be $10 per hour.
7.2Distribution of City Song "Dublin Town"
The City Council will discuss options for distribution of the professional recording of the City's
official anthem, declared in February, 1993. The City will receive 1,000 cassettes in the near
future and the Council will discuss how the cassettes can most effectively be marketed to
accomplish the stated mission of the project - to unite the community.
STAFF RECOMMENDATION: Consider options and provide appropriate direction to Staff
7.3Contract for Consultant Services for Internet Communications System Design and
Installation
The City Council directed Staff to circulate RFPs in order to select a consultant to design and
install communications equipment which will allow City Staff to access the Internet. This item
will authorize the City Manager to enter into an agreement with Advanced Micronet Solutions
to provide these services.
STAFF RECOMMENDATION: Authorize the City Manager to execute the agreement and
approve the Budget Change Form.
8.NEW BUSINESS
8.1Dublin San Ramon Services District Annexation of Dougherty Valley Planning Area
On December 18, 1996, the Contra Costa County Local Agency Formation Commission will
consider approval of the annexation of the Dougherty Valley Planning Area by DSRSD for the
purpose of providing water and recycled water services to that area. This annexation may
result in reduced water rates to the City.
STAFF RECOMMENDATION: Review issue and provide Staff with appropriate direction
8.2City Council Appointment to Dublin San Ramon Services District Water Task Force
On December 4, 1996, the City Council discussed their concerns with regard to water service costs in
the City of Dublin. Representatives of DSRSD advised at that meeting of their proposal to form a
water task force that would enable representatives from the City, the Dublin Unified School District,
local businesses and representatives from the community to review the District's cost of water and make
suggestions with respect to actions the District may take to lower the cost of water.
STAFF RECOMMENDATION: Appoint a representative from the City Council to serve on the DSRSD
Task Force.
