3.2 Mayor's Appointments to City Commissions/Committees (File 110-30)
As a restfit of term expirations, openings exist on each offour City Boards (Planning
Commission, Parks & Community Services Commission, Heritage & Cultural Arts
Commission, and Senior Center Advisory Committee). Following the November 7, 2000 City
election, Staff was directed to advertise the various openings.
STAFF RECOMMENDATION: Confirm Mayor's appointments to the various Boards and
provide direction with regard to untilled positions.

At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter, Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54,.qE4.2(b)(1 )(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by ~e City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.

4.2 Authorization to Solicit Bids - Alamo Canal Bike Path Project from Amador Valley
Boulevard to Iron Horse Trail Connection, Contract 00-14 (File 600-35)
This project would construct the second phase of the Iron Horse Trail along the Alamo Canal
from Areadot Valley Boulevard to the Iron Horse Trail/Alamo Canal Trail junction.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.:t Agreement with Kin dercare Learning Centers for improvements to a portion of Amador
Valley Boulevard and required on-site improvements (File 600-30)
A condition of approval of the Kindcreate Learning Center is to widen a portion of Amador
Valley Boulevard along the project's street frontage. This agreement will guarantee the
construction of these improvements.
STAFF RECOMMENDATION: Adopt Resolution.

4.4 Amendment to Tract Developer Agreement, Tract 6962 (Dublin Ranch M-l) (File 600-60)
The improvements within this tract, located in the Eastern Dublin Specific Plan area and within
Dublin Ranch, Phase I, are nearing completion; however, the City has not yet accepted the
improvements as complete. Tract 6962 consists of 111 residential lots. The time for
completion designated in the Tract Developer Agreement has expired, requiring the approval
of an extension of the time limit.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Amendment to Tract Developer Agreement, Tract 6963 (Dublin Ranch M-2) (File 600-60)
The improvements within this tract, located in the Eastern Dublin Specific Plan area and within
Dublin Ranch, Phase I, are nearing completion; however, the City has not yet accepted the
improvements as complete. Tract 6963 consists of 45 residential lots. The time for
completion designated in the Tract Developer Agreement has expired, requiring the approval
of an extension of the time limit.
STAFF RECOMMENDATION: Adopt Resolution.
4~6 Amendment to Tract Devdoper Agreement, Tract 6964 (Dublin Ranch M-3) (File 600-60)
The improvements within this tract, located in the Eastern Dublin Specific Plan area and within
Dublin Ranch, Phase I, are nearing completion; however, the City has not yet accepted the
improvements as complete. Tract 6964 consists of 123 residential lots. The time for
completion designated in the Tract Developer Agreement has expired, requiring the approval
of an extension of the time limit.
STAFY RECOMMENDATION: Adopt Resolution.
4.7 Authorization to File a Grant Application for Federal Surface Transportation Program and
Congestion Mitigation and Air Quafity Improvement Program Funding for the City's
Street Resurfacing Project (File 1060-90)
The City Council will consider approval of a federal grant application programming additional
federal funds for the City's Street Resurfacing project.
STAFF RECOMMENDATION: Adopt Resolution.
4.8 Approval of Vacation for Public Utilities Easement (P.U.E.) and Emergency Vehicle Access
Easement (E.V.A.E.) originally dedicated with Tract 6308 (Ransen Hill) for Lot 152 and
Adoption of Revised P.U.E. and E.V.A.E. for Tract 6308 over Lots 152 and "C" (File 670-40)
A lot line between two lots was modified due to house placement on these lots. A combined
easement ran along the old lot line and is required to be relocated to match the new lot line.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.9 Acceptance of Donation from The Altamont Cruisers (File 150270)
The Altamont Cruisers have donated $1,000 to the Dublin Police Services Drag Education
Program. This car club has membership throughout the Tfi-Valley and is based out of
Livermore. The club holds various fundraisers with the majority of the proceeds going to local
organizations. This money is being donated as part of their Cruisers Against Drugs Program.
STAFF RECOMMENDATION: Accept donation; approve Budget Change; and diYect Staff to
prepare formal acknowledgment to donor.
Authorization to Solicit Bids for the Annual Sidewalk Safety Repair Program (Remove&
Replace) and Curb Modifications at Amador Valley Boulevard/Starward Drive, Contract
00-18 (File 600-35)
The Sidewalk Safety Repair Program replaces portions of sidewalks that may pose a tripping
hazard. Also, the curb and sidewalk at the northwest comer of Amador Valley
Boulevard/Starward Drive will be extended to improve pedestrian visibility at this intersection
as part of this contract.
STAFF RECOMMENDATION: Adopt Policy Resolution and authorize Staff to advertise for
bids.

Budget Amendment for Updated Fire Facility Fee Study (File 600-30)
In 1997, the City Council adopted a Citywide Fire Facility Fee to help fund new fire facilities
required by new development. The fee was adopted with the understanding that it would be
updated in future years. In the FY 1999-2000 Budget, $10,500 was budgeted to complete and
update the Fire Facility Fee study. The fee report, which was completed by MuniFinancial in
October 2000 and approved by the City Council on December 5, 2000, cost $8,858.75.
STAFF RECOMMENDATION: Approve Budget Change.
Acceptance of Improvements for Tract 7029, Starward Development (File 600-60)
This subdivision, located on Starward Drive, consists of 31 detached single-family homes
located on private streets. The public and private street improvements have now been
completed and are ready for City acceptance.
STAFF RECOMMENDATION: Adopt Resolution and authorize Staff to accept maintenance
bond at a future date.
Resolution requiring AT&T Broadband & Internet Services to continue providing Cable
Services pending negotiation of a new Franchise Agreement (File 600-30)
The existing Cable Television Franchise Agreement expires on December 31, 2000. The City
Council will consider adoption of a Resolution requiting AT&T Broadband & Internet
Services to continue providing Cable Services pending negotiation of a new Franchise
Agreement.

Amendment to Tract Developer Agreements, Tracts 6957, 6958 and 6959 (Dublin Ranch
Neighborhoods L-2, L-it and L-4) (File 600-60)
The improvements within these tracts, located in the Eastern Dublin Specific Plan area and
within Dublin Ranch, Phase I, are nearing completion; however, the City has not yet accepted
the improvements as complete. Tract 6957 consists of 69 residential lots, Tract 6958 is 86
lots, and Tract 6959 is 92 lots. The time for completion designated in the Tract Developer
Agreement has expired, requiring the approval of an extension of the time limit.
STAFF RECOMMENDATION: Adopt Resolution.
Amendment to Tract Developer Agreement, Tract 6960 (Dublin Ranch L-5) (File 600-60)
The improvements within this tract, located in the Eastern Dublin Specific Plan area and within
Dublin Ranch, Phase I, are nearing completion; however, the City has not yet accepted the
improvements as complete. Tract 6960 consists of 117 residential lots. The time for.
completion designated in the Tract Developer Agreement has expired, requiring the approval
of an extension of the time limit.
STAFF RECOMMENDATION: Adopt Resolution.
Preliminary Financial Reports for the Month of November, 2000 (File 330-50)
STAFF RECOMMENDATION: Receive Reports.
Final Financial Report for Fiscal Year 1999-2000 and Annual Audit Report (File 310-30)
The City of Dublin has compiled and published its Comprehensive Annual Financial Report (C AFR),
for the FY ending June 30, 2000. This report includes financial statements prepared by Vawinek,
Trine, Day & Co., .the independent auditors selected by the City Council
STAFF RECOMMENDATION: Receive Reports and confirm the designations of Fund Balances
for .Recycling ~Programs and Authorized Expenditures for FY 1999-2000.
Acceptance of Improvements and Acceptance of Deeds for Martin Canyon Creek (Bausch
Ranch) (File 410-S0)
The City Council will consider accepting deeds and improvements together with a maintenance bond
associated with the Martin Canyon Creek open space parcels which were conditioned as part of the
approval of Hansen Hill Ranch Phase I, Tentative Tract Map 5766.
STAFF RECOMMENDATION: Adopt Resolution accepting the completed improvements in
Martin Canyon Creek and accepting dedication of 4 parcels containing 17.99 acres and authorize
Staff to accept a maintenance bond at a future date.

Agreement with Brian Kangas Foulk (BKF) for Design Services for Dougherty Road
Improvements (File 600-30)
This item would approve a consultant contract to perform preliminary engineering and environmental
work for the Dougherty Road Improvement Project from 1-580 to Houston Place. Sufficient Eastern
Dublin Traffic Impact fees have been collected to pay the cost of this contract, including the budget
increase.
STAFF RECOMMENDATION: Adopt Resolution and approve Budget Change.
Approval of Amendment to Consulting Engineering Services Agreement with Omni-Means
for FY 2000-2001 (File 600-30)
This proposed amendment to an existing Traffic Consulting Engineering Services Agreement with the
firm of Omm-Means will increase the not-to-exceed contract amount from $70,000 to $195,000 for FY
2000-2001. The majority of the work performed deals with private development review, and the cost of
this work is paid for by developers. The addition to this contract is offset by reductions in work
performed by other consultants and no change in budget is necessary.
STAFF RECOMMENDATION: Adopt Resolution.

PUBLIC HEARING
6.1 Installation of Stop Signs on Dublin Boulevard at Inspiration Drive (File 590-40)
This item proposes to install stop signs on Dublin Boulevard at Inspiration Drive to enhance traffic
safety at this intersection.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.2 Quarry Lane School, Planned Development Prezone PA 99-064 (File 450-30)
This is the second reading of an Ordinance which would adopt a Planned Development Prezoning and
Development Plan for the Quarry Lane School property located at 6363 Tassajara Road and a Planned
Development Prezoning for the Kobold propen'y located at 6237 Tassajara Road~
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt
Ordinance.
6.:t 2000 Local Law Enforcement Block Grant (File 580-40)
The Local Law Enforcement Block Grant program requires that a public heating be held regarding
recommendations for the expenditure of grant ~mds. Police Services Staff and the Block Grant
Community Advisory Board have met and are recommending that funding in the amount of $14,709 be
used to partially offset the salary of a bicycle officer.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.4 West Dublin BART Specific Plan PA 99-056; Downtown Core Specific Plan PA 99-055;
and Village Parkway Specific Plan PA 99-054 (File 410-55)
The City Council will consider three Specific Plans prepared to provide a framework for
revitalizing and improving the downtown area of Dublin; General Plan Amendment to add a
Mixed-Use designation category; redesignation of some land uses, and to modify the maximum
allowable FARs for the West Dublin BART and Downtown Core Specific Plan areas; and
repealing portions of the existing Downtown Dublin Specific Plan.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt 9 Resolutions; direct
Staff to: 1) initiate an amendment to include the Enea property in the West Dublin BART SP
after the adoption of this Plan; 2) include evaluation of potential sites for Senior Housing with the
downtown area within the scope of the Affordable Housing Implementation Plan now being
prepared; and 3 ) evaluate possible Floor Area Ratio amendments for the Crown Chevrolet;
property in the West Dublin BART SP area when a specific development plan is formally
proposed for the property.

UNFINISHED BUSINESS ,
7.1 Request for Audible Pedestrian Signals (APS) at Dublin Boulevard and San Ramon Road
Intersection (File 590-40)
The City Council recently requested that Staff provide cost figures for providing accessible
(audible) pedestrian signals at the Dublin Boulevard/Golden Gate Drive and Dublin
Boulevard/San Ramon Road intersections. The APS have already been installed at Dublin
Boulevard/Golden Gate Drive as part of a current Capital Improvement Project. Staff has
provided a report on other intersections that would benefit from APS in the downtown area.
STAFF RECOMMENDATION: Direct Staff to include funding for the APS in the FY 2001-02
Budget. If the City Council wishes to install APS in the current FY, a budget transfer from
unallocated gas tax reserves would be necessary. The total estimated cost to include the 7
intersections in the downtown area that do not already have APS would be approximately
$25,100.
NEW BUSINESS
8.1 2001 Goals & Objectives Meeting & Budget Study Session (File 100-80)
Annually; the City Council holds a special meeting to define the City's Goals & Objectives for
the upcoming year. This meeting is generally held in late February or early March in order to
provide adequate time for the City Manager and City Staff to incorporate the Couneil's
direction regarding G&O for the upcoming year into the Budget.
STAFF RECOMMENDATION: Schedule meeting during the week of March 12, 2001.
8.2 2001 St. Patrick's Day Festival Artwork and Road Closures (File 950-40)
The 18ta Annual St. Patrick's Day Festival will be held the weekend of March 17-18, 2001. in
preparation for the event, the City Council will consider conceptual drawings for the festival
artwork, as well as a resolution authorizing the temporary Street closures for the festival,
parade and fun run.
STAFF RECOMMENDATION: Provide direction on preferred poster artwork and adopt
Resolution.
8.3 Report on Relocating the Dublin Post Office to a Larger Facility in Eastern Dublin
(File 610-80)
The Mayor has requested that a letter be sent to Alameda County to discuss the possibility of
designating a portion of their government use property in eastern Dublin as a future post office
site.
STAFF RECOMMENDATION: Authorize Staff to send letter with Mayor's signature to the
Alameda County Board of Supervisors.
