ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the Parks and Coman7nfty Services Commission on items of interest to the public, however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the Parks and Community Services Commission Agenda. The Parks and Community Services Commission may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Furthermore, a member of the Parks and Community Services Commission may direct Staff to place a matter of business on a future agenda. Any person may arrange with the Parks and Community Services Director (no later than 11a.m. , on the Wednesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the Parks and Community Services Commission MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b) (1) (2) (3) . 4 . MINUTES - NONE 5 . WRITTEN COMMUNICATIONS - NONE 6. PUBLIC HEARING 6.1 Fiscal Year 1995-96 Preliminary Budget and Financial Plan The Commission will review the proposed budgets for the Parks & Community Services Department, Library Services, Cultural Arts, Heritage Center and Dublin Cemetery. In addition, the Commission will consider adjustments to fees in the following programs: 1) Afterschool Recreation; 2) Preschool; 3) Grass Volleyball and Business Softball Leagues; 4) Youth Basketball Leagues; and 5) Senior Center Programs . STAFF RECOMMENDATION: 1) OPEN PUBLIC HEARING; 2) RECEIVE STAFF PRESENTATION; 3) RECEIVE PUBLIC COMMENT; 4) CLOSE PUBLIC HEARING; 5) DELIBERATE; AND 6) ADOPT RESOLUTIONS. 7 . UNFINISHED BUSINESS - NONE 8 . NEW BUSINESS 8.1 Five-Year Capital Improvement Program 1994-99, Proposed Update 1995- 96 The Commission will review the proposed update to the park, school and facility capital projects contained in the 1994-99 Capital Improvement Program. STAFF RECOMMENDATION: 1) RECEIVE STAFF PRESENTATION; 2) RECEIVE PUBLIC COMMENT; AND 3) DETERMTNE RECOMMENDATIONS FOR PROJECT SCHEDULING. 9.
