ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the Parks and Co ,ndty Services Commission on items of interest to the public, however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the Parks and axmmm ty Services Commission Agenda. The Parks and axmmmity Services Commission may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Furthermore, a member of the Parks and Community Services Commission may direct Staff to place a matter of business on a future agenda. Any person may arrange with the Parks and Commnr'ity Services Director (no later than ila.m. ,on the Wednesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the Parks and Community Services Commission MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b) (1) (2) (3) . 4. MINUTES OF THE REGULAR MEETING - JULY 10, 1995 AND JULY 18, 1995 STAFF RECOMMENDATION: APPROVE 5 . WRITTEN COMMUNICATIONS -NONE 6. PUBLIC HEARING - NONE 7 . UNFINISHED BUSINESS 7. 1 Dolan Park Basketball Court The Commission at their meeting of June 20, 1995 reviewed the correspondence submitted by Diane Meadows, 11502 Soleado Court, requesting removal of the basketball courts ''at Dolan Park. Ten residents of Soleado and Vista Courts have submitted a petition in favor of removing the courts. As directed by the Commission, Staff mailed notices to the residents in the vicinity of the park to notify them of the meeting so that they may consider potiential solutions to mitigate their concerns. STAFF RECOMMENDATION: RECEIVE STAFF REPORT, RECEIVE PUBLIC COMMENT, DELIBERATE AND PROVIDE APPROPRIATE DIRECTION 8 . NEW BUSINESS 8. 1 Heritage Center Advisory Committee Bylaws and Rules of Procedure As with other City Committees and Commissions, it is necessary to have established rules and operating procedures for the Heritage Center. Staff has prepared a draft of the proposed bylaws for the Commissions review and approval. STAFF RECOMMENDATION: APPROVE BYLAWS ANDRULES OF PROCEDURE; DIRECT STAFF TO SUBMIT THE BYLAWS AND RULES OF PROCEDURE TO THE CITY COUNCIL FOR ADOPTION 8.2 Spring 1995 Quarterly Report Staff has prepared a summary of the activities and programs conducted by the Parks and Community Services Department during the Spring Quarter which included April, May and the first two weeks of June. STAFF RECOMMENDATION: RECEIVE REPORT 8.3 Parks and Community Services Commission Meeting Day Commissioner Chapman has requested that the Commission reconsider the meeting days of the Parks and Community Services Commission. STAFF RECOMMENDATION: CONSIDER 8. 4 Youth Sports Liaison Committee The Assistant Superintendent/Business for the Dublin Unified School District has suggested that they become involved in the Youth Sports Liaison Committee. STAFF RECOMMENDATION: PROVIDE INPUT ON THE MEMBERSHIP AND SCOPE OF THE YOUTH SPORTS LIAISON COMMITTEE 9.
