FINANCIAL STATEMENT:
The 1-580 Smart Corridor project will replace and update Dublin's
traffic signal system to a more state-of-the-art system. The TEA-21
Grant obtained for this project will pay for all of the hardware and
software necessary for project implementation. Dublin's costs
include Stafftime and the maintenance of the system after it has
been installed.
DESCRIPTION: On March 16, 1999, the City Council adopted a resolution to support
th~ City of Pleasanton's applicatiOn for a TEA-21 (Transportation Enhancement Act for the 21 st Century)
federa! grant:to study and develop an integrated traffic management system along the I-580 corridor. That
grant was approved and included the Cities of Dublin, Pleasanton and Livermore, with Pleasanton being
the lead agency. On May 15, 2001 the traffic consulting firm of CCS presented to the Council a summary
· description of the 1-580 Smart Corridor project with an emphasis on the Dublin component of the work.
A combined agency Policy Advisory Committee and Technical Advisory Committee has been working
closely with the design consultants of BWR and CCS. Vice Mayor Lockhart and the City's traffic
engineer, Ray Kuz.bari, have acted as Dublin's representatives. These committees with the assistance of
the consultants developed and approved a phased implementation Plan for current and future 1-580 Smart
Corridor projects, as described below.
1)
Develop a Center-to-Center communications system that will allow the Th-Valley Cities of
Dublin, Livermore and Pleasanton, and Alameda County to better coordinate signal timing,
corridor system management and incident management, as well as allowing coordination
between these jurisdictions and Caltrans.

Implement Traffic Control Centers in each of the four jurisdiCtions for the purpose of
providing better management of traffic and the sharing of real-time information among the
jurisdictions and with incident management operators and the public.
3)
Provide critical traffic information to a Tri-Valley WEB site to provide public information on
traffic incidents, congestion and planned construction activities.
4)
Support the phased implementation ora Ramp Metering Plan on 1-580 from 1-880 to the
Altamont Pass. The plan would include the following elements: A) Caltrans commitment to
fund and construct the remaining missing meters within a five year timeline, as well as a
Central Control System to monitor and manage the operations of the meter signals; B) Inter-
jurisdictional agreement on overall metering strategy that would affect the jurisdictions on an
equitable basis; C) Incremental systematic implementation of ramp metering as follows: First
Phase, eastbound in the Dublin/Pleasanton area from Foothill Road to E1 Charro Road during
the PM commute; Second Phase, the remainder of eastbound 1-580 from 1-880 to Altamont
Pass during the PM commute; and Third Phase, westbound along the entire segment from
Altamont Pass to 1-880 during the AM commute; and D) An annual evaluation report which
reviews progress of the Corridor Management Plan, Incident Management and Ramp
Metering.
On August 27, 2001, the Policy Advisory Committee adopted a resolution recommending that the three
Th-Valley Cities of Dublin, Livermore and Pleasanton, and Alameda County adopt a resolution of support
for the above 1-580 Smart Corridor Management Plan.
Staff recommends that the City Council adopt a resolution of support for the 1-580 Smart Corridor
Management Plan.
RESOLUTION NO. - 2001
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING THE 1-580 SMART CORRIDOR MANAGEMENT PLAN
WHEREAS, representatives of the Tri-Valley Cities of Dublin, Livermore and Pleasanton, and
Alameda County have jointly developed a staged implementation plan for the 1-580 Smart Corridor, and
WHEREAS, all of these jurisdictions stand to benefit from any improvements in safety and
reduced congestion.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF DUBLIN SUPPORT THE
FOLLOWING PHASED ELEMENTS OF THE 1-580 SMART CORRIDOR PLAN:
1)
Develop a Center-to-Center communications system that will allow the above jurisdictions to
better coordinate signal timing, corridor system management and incident management, as well
as allowing coordination between the jurisdictions and Caltrans.
