FINANCIAL STATEMENT: None
DESCRIPTION: The City recently received a written request from the Women's Club of Dublin
regarding the possible use of the City Seal for a 20th anniversary commemorative tapestry throw° The
throw will be designed and produced by Riddle & Cockrell Company of Burlington, North Carolina.
The Women's Club plans to place an initial order of 250 throws, the first of which will be presented to the
City at a City Council Meeting. The Women's Club will sell the additional throws for $50.00 each.
The City of Dublin does not have a formal policy regarding the use of its City Seal. In researching the
issue, Staff learned that many cities have adopted Ordinances'that restrict the use of the City Seal to
official City business, and that any other use, including commercial use, must be authorized by the City
Council.
Despite the lack of an official policy, it is appropriate for the Council to consider whether to officially
authorize the use of the City Seal by the Dublin Women's Club for the 20~ Anniversary Tapestry Throw.
Additionally, in order to provide clear guidelines regarding the use of the City Seal, and to avoid possible
unauthorized use of the City Seal in the future, it may be appropriate for the Council to consider adopting
an official City Seal Ordinance at a future Council Meeting.

RECOMMENDATION:
Staff recommends that the Council consider whether to grant use of the City Seal to the Women's Club of
Dublin for the City's 20t~ Anniversary Tapestry Throw. Additionally, Staff recommends that the Council
provide direction to Staff on whether to draft an amendment to the City's Municipal Code, establishing a
City Seal use policy.

Dear Richard Ambrose,
The Women's Club of Dublin is proud to prepare a tapestry throw depicting
scenes in the City of Dublin. As the centerpiece ofthe throw we would like to use the
seal of this city. The work will be done by the Riddle & Cockrell Company in
Burlington N C.
The first ofthe throws will be presented to the city at a city cotmcil meeting and
then we will make all others available to the members of this Community at a cost of
approximately $50.00. Our goal is to have the throws available before the holidays and
this cities 20m anniversary celebration. The initial order is for 250 articles and
additional orders must be in lots of 25. Our project is to be completed by the spring of
2002.
Riddle & Cockrell will not use any design from our throw on any other product
made by this company without permission from the City of Dublin, thus securing the
future use of our city seal.
