FINANCIAL STATEMENT:
Costs for the Study would be borne by the Applicant.
DESCRIPTION:
The 27,4 acre site is located at the southwest comer of Hacienda Drive and Dublin Boulevard (Attachment
4). The General Plan and Eastern Dublin Specific Plan both designate the 27.4 acre site for Campus
Office use. In February 2001, the City Council approved the Commerce One Project that allowed for the
development ora four building, 780,000 square foot. campus office complex on the site.
On September 11, 2001, the City received a letter from Commerce One that indicates that they have
postponed development of the site and are now considering a number of different uses on the site
(Attachment 1).
Analysis:
In order to locate possible general commercial and/or residential development on the site, changes to the
General Plan, Eastern Dublin Specific Plan and Zoning Ordinance would be required° City policy

requires that the City Council approve the initiation of a General Plan Amendment Study prior to City
Staff accepting a development application that would include a General Plan Amendment for a project.
It has been normal procedure to evaluate a request for a General Plan Amendment Study where the
applicant has a clear picture of what the new uses might be for the subject site. Recent General Plan
Amendment Studies requested have followed that approach:
Cisco - Residential to Campus Office Specific project
Transit Center - Agriculture to Office/Retail Residential with a specific square footage/unit plan
Town Center - Residential/Commercial to a specific unit/location/commercial configuration.
Wo BART Specific Plan Area - specific uses for various areas along with new general plan
designations (mixed use)
This request does not have a specific use or density exactly in mind. Staff may have difficulty evaluating
a request for general use changes for this site without specifics at this time. As a result, additional
environmental evaluations may be necessary if the conditions now present in campus office designations
on the site are modified substantially by any additional traffic or other environmental considerations of
new uses on the site.
RECOMMENDATION:
Staff recommends that the City Council receive Staff presentation, public testimony and either:
1o Adopt Resolution Approving the Initiation of the General Plan Amendment Study; or
2. Adopt Resolution Denying Request for Initiation of the General Plan Amendment Study.

dcd September 18,.2001 meeting, the initiation of a General Plan Amendment and
Amendment study to allow for an expansion of the uses currently allowed on the
purchased by Commerce One in Dublin.
w, Commerce One .has received approvai~ earlier this year for a 780,000 square foot
on the 27 acre property located at the northwest coroner of 1-580 and Hacienda Drive
narket conditions, we have postponed our development of the site. It is undetermined

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ·
APPROVING THE INTIATION OF A GENERAL PLAN AMENDMENT STUDY
FOR COMMERCE ONE FOR PROPERTY OWNED BY COMMERCE ONE
WHEREAS, a General Plan Amendment Study has been requested by Commerce One for an
undeveloped 27.4 acre site located at the southeast corner of Dublin Boulevard and Hacienda Drive;
and
WHEREAS, the property is currently designated as Campus Office in the General Plan which
does not permit retail development; and
WHEREAS, a General Plan Amendment to either general commercial and/or residential land use
designation would be required to facilitate potential new development; and
WHEREAS, additional entitlements including a Eastern Dublin Specific Plan Amendment,
rezoning, site development review and other associated permits would need to be processed before
development could occur; and
WltEREAS, Section 65358(a) of the State of California Government Code states that an
amendment to the General Plan shall be in a manner specified by the legislative body; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under
Section 15306, Class 6 of the State CEQA Guidelines; and
WllEREAS, the staff report submitted one recommendation that the City Council approve the
initiation of a General Plan Amendment Study for the proposal; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the initiation of a'General Plan Amendment Study for
the 27.4 acre Commerce One site.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the initiation request for a General Plan Amendment Study for the Commerce One
site.
PASSED, APPROVED, AND ADOPTED BY the City Council of the City of Dublin on this
day of September, 2001, by the following votes:
