NOVEMBER 2, 2021
The following are minutes of the actions taken by the City of Dublin City Council. A full

A regular meeting of the Dublin City Council Regular Meeting was held on Tuesday,
November 2, 2021, in the City Council Chamber. The meeting was called to order at
7:16PM., by Mayor Hernandez.

3.1) Employee Introduction
The City Council welcomed the new City of Dublin Staff member, Mayank Patel,
Associate Planner with the Community Development Department.
3.2) Public Comment
Mike Grant provided public comment.
4) Consent Calendar
4.1) Approved the October 19, 2021 Special City Council Meeting and Regular City
Council Meeting Minutes

4.3) Adopted Resolution No. 125-21 titled, "Approving the First Amendment to the
Agreement with Sculptural Solutions for the Public Art project at Don Biddle
Community Park."
4.4) Received the Quarterly Update on the Two-Year Strategic Plan.
On Motion by Vice Mayor Kumagai, seconded by Councilmember Josey, and by
unanimous vote, the City Council adopted the Consent Calendar items 4.1, 4.3, and 4.4.
RESULT: ADOPTED [UNANIMOUS]

AYES: Hernandez, Kumagai, Josey, McCorriston, Hu
4.2) Approved the following proclamations for the month of November in the City of
Dublin: Native American Heritage Month, Family Caregivers Month, Diabetes
Awareness Month, Entrepreneurship Month, Critical Infrastructure Security
and Resilience Month, College Application Month, Alzheimer’s Disease
Awareness Month, Adoption Month, Veterans and Families Month, United
Against Hate Week, and Small Business Saturday.
Item 4.2 was pulled from the Consent Calendar by Councilmember McCorriston.
Councilmember McCorriston acknowledged our veterans and their families for
their service and read a portion of the National Veterans and Military Families
Month proclamation.
On Motion by Councilmember McCorriston, seconded by Councilmember Josey,
and by unanimous vote, the City Council proclaimed November as National
Veterans and Military Families Month in the City of Dublin.
RESULT: ADOPTED [UNANIMOUS]

5) Written Communication
5.1) Request for Funding from Three Valleys Foundation
The City Council received a request from Three Valleys Foundation requesting
$50,000 in funding over three years to bring a geographically based community
foundation to the Tri-Valley.
John Sensiba and Susan Houghton with Three Valleys Foundation spoke to the
City Council about their request.
By Consensus, the City Council directed the City Manager to add this item to the
November 16, 2021 agenda for a final presentation from Three Valleys
Foundation and to proceed with an agreement with Three Valleys Foundation.

7) Unfinished Business – None.
7.1) SCS Property Community Outreach
Councilmember Hu recused herself from this item as her residence is within 500
feet of the SCS property and therefore considered to be involved in the decision.
Councilmember Hu left the dais.
The City Council received a presentation on the initial conceptual land use
concepts that have been developed based on the outreach process.
The City Council provided their feedback and there was consensus in support of
concept number two and an interest in the hub feature in concept number
three, to not have a max number of units that should be considered if the right
amenities are provided, and to have a mixture of housing types.
Councilmember Hu returned to the dais.

9) Other Business – None.
Staff and Councilmembers provided brief information-only reports, including
committee reports and reports by City Council related to meetings attended at City
expense (AB1234).
