February 2019 Parks and Community Services Department Monthly Report The Commission will receive the Department Monthly Report on classes, activities, and events conducted during the month of February 2019. Giller opened the floor to nominations for Chairperson. ACTION: On a motion by Cm. Hakim, seconded by Cm. Washington, with Cm. Smith McDonald absent, and by a vote of 5-0-0, the Commission voted to elect Cm. Smith McDonald as Chairperson of the Parks and Community Services Commission for 2019. Cm. Giller opened the floor to nominations for Vice Chairperson. ACTION: On a motion by Cm. Washington, seconded by Cm. Hakim, with Cm. Committee Assignments Ms. Butler introduced Tegan McLane, Cultural Arts and Heritage Manager, to present the item. Ms. McLane presented the specifics of the item as outlined in the Staff Report. The Commissioners discussed primary and alternate representatives for Public Art Selection Committees for each of the following projects: Jordan Ranch Park, Clover Park, Sean Diamond Park, Dougherty Hill Dog Park, and Tassajara Park. ACTION: On a motion by Cm. Hakim, seconded by Cm. Speck, with Cm. Smith McDonald absent, and by a vote of 5-0-0, the Commission voted to select the following Commissioners as primary and alternate representatives for the following Public Art Committees: Jordan Ranch Park Selected Cm. Speck as the primary member and Cm. Washington as the alternate member for Jordan Ranch Park. Clover Park Selected Cm. Hakim as the primary member and Cm. Speck as the alternate member for Clover Park. Sean Diamond Park Selected Cm. Smith McDonald as the primary member and Cm. Giller as the alternate member for Sean Diamond Park. STAFF RECOMMENDATION: Receive the report and provide feedback as appropriate. FINANCIAL IMPACT: N/A DESCRIPTION: The Parks and Community Services Department strives to develop and implement quality programs that strengthen community image, provide recreational experiences, and encourage healthy lifestyles. This is accomplished by offering innovative recreational and social activities and programs. Following is a summary of the classes, activities, and events held in the month of February 2019. ADMINISTRATIVE Staff continue to participate in the implementation process of the Department's new Registration Software, Active Net. Training is scheduled for the end of March to learn processes for the Registration, Facility Rental, Membership, Leagues, and POS modules. The department is currently recruiting staff in preparation for The Wave summer season including: Aquatics Supervisor, Food Service Worker, Facility Attendant, Senior Office Assistant, Slide Attendant, Swim Instructor, and Lifeguard. Additionally, Staff has recently hired a new Senior Office Assistant and Aquatics Coordinator. 3.2 Packet Pg. 8 Page 2 of 5 In accordance with City Council direction, Staff is taking the necessary steps to notify Cricket for Cubs regarding their termination of exclusivity for the cricket batting cages a t Emerald Glen Park, effective January 1, 2020. Staff will begin drafting a new cricket cage use policy, allowing the City to allocate cage space equitably amongst cricket organizations and users. That policy will be reviewed first by the Commission to re ceive a recommendation to the City Council. The Parks and Recreation Master Plan project is currently underway, and Staff is in the process of scheduling a series of public input meetings for the month of April. On April 9-10, multiple focus group meetings will be held with stakeholders, including Staff, Parks and Community Services Commission, and Heritage and Cultural Arts Commission. On April 11, a public forum will be held to solicit input from the general public. RECREATION DIVISION On Thursday, February 21, 2019 the Preschool Session I priority registration was conducted. Resident registration begins Thursday, March 28 and Non -Residents can enroll on Thursday, April 25, 2019. The following is a summary of attendance and participation at the Dublin Senior Center during the month of February 2019: Attendance - 8,325 Programs and Activities - 2,393 Volunteer Hours - 932 Lunches Served - 641 3.2 Packet Pg. 9 Page 3 of 5 Trips and Tours During the month of February, a survey regarding Trips and Tours and how people receive information about programs happening at the Dublin Senior Cent er was distributed to the front desk at the Dublin Senior Center, Shannon Center, Civic Center, The Wave, and City Hall. The survey ended February 28. Survey information is being compiled. Natatorium Birthday Party Program The Wave birthday party package during non-waterpark months consists of admission to Recreational Swimming, reserved space in the Natatorium Viewing Area including tables, chairs and room divider set up, pizza order and delivery, juice, birthday plates and napkins, and a novelty item per paid guest. From October through December, the Community Room and Natatorium are available for rent. All other pools and areas are closed for winter. Please note, the Natatorium has scheduled programming Monday through Thursday 6:00 AM to 1:00 PM and 4:00 PM to 8:00 PM, Fridays 6:00 AM to 1:00 PM and 4:00 to 7:00 PM, Saturdays 8:00 AM to 4:00 PM, and Sundays 12:30 PM to 7:00 PM for scheduled programming. Private pool rentals must happen outside these hours, or in conjunction with other programming if pool space allows. Lessons are programmed for beginning through advanced levels and are available for youth ages six months and older and adults. The Natatorium provides a comfortable indoor swimming environment and was specif ically designed as a teaching pool with three teaching bays, a zero-depth gradually sloped ramp, and lap swim lane space. The swim school curriculum is written and taught specifically for The Wave Swim School. Lap swimming, Junior Lap Swimming and Water Walking participants have the option to purchase a daily admission fee, or a Fitness Convenience Pass for pre-paid admissions at a discounted rate. Kick boards and pull buoys are available for participants during Fitness Swimming hours. (Convenience Passes were sold as punch cards in 2017, so unable to track pass visits in 2017.) STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: N/A DESCRIPTION: At the February 25, 2019 special meeting, the Parks and Community Services Commission received a report on the selection of GreenPlay, LLC (GreenPlay), a parks and recreation management consulting firm, the consultant selected to work with Staff on the Parks and Recreation Master Plan Update project. The project is currently underway and Staff is in the process of scheduling a series of public input meetings for the month of April. On April 9-10, multiple focus group meetings will be held with stakeholders, including Staff, the Parks and Community Services Commission, and the Heritage and Cultural Arts Commission. On April 11, a public forum will be held to solicit input from the general public. A meeting schedule for the Focus Group, Stakehold er, and Public Forum meetings has been prepared. Parks and Community Services Commissioners will be invited to the Stakeholder and Public Forum meetings and are in the process of being contacted to confirm meeting attendance. To avoid Brown Act issues, Staff is scheduling Commissioners in groups of one or two members for each Stakeholder meeting. 7.1 Packet Pg. 13 Page 2 of 2 In addition to the public input meetings, a needs assessment survey will be conducted. The results from both the public input meetings and needs assessment sur vey will be utilized to determine the priorities for the City’s recreational facilities, activities desired by Dublin residents, what funding sources may be available; identify potential partnerships; and how best to support the recreational needs of the community.
