A Regular Meeting of the Dublin Parks & Community Services Commission was held on
Monday, August 19, 2019, in the Council Chamber. The meeting was called to order at
7:00 PM, by Chairperson Michelle Smith McDonald.

Cm. McDonald led introductions of Commissioners for the new Student Representative,

Student Rep. Phaneendra stated that the Youth Advisory Committee w ill have
the first meeting of the school year on August 28, 2019.
Senior Center Advisory Committee Member, Susan Miller, gave an update on the
August 1, 2019 meeting. She stated that a Parks and Community Services
Commissioner attended the meeting and reported on the current activities of the
Parks and Community Services Commission. Ms. Miller also stated that the
Committee received the information on Fall/Winter activities scheduled at the
Senior Center.

Rich Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report.
Cm. McDonald opened the floor for questions.
The Commissioners asked about the other seat walls not being included in the
proposal, the side of the benches that will be decorated, the project t imeline, the
modified proposal with diminished design, the materials used for the bottom

portion of the artwork, the potential damage due to weather, and the cost of
adding another seat wall to the proposal.
Mr. Jochner responded to questions and Cm. McDo nald thanked Mr. Jochner
and then opened the floor to discussion.
Cm. Speck stated that she was part of the sub -committee process and loved this
proposal.
ACTION:
On a motion by Cm. Hakim, seconded by Cm. Speck, and by a vote of 6-0-0, the
Commission voted to recommend the public artwork proposed by Yoshio Tay lor
for City Council approval.

7.2. Butterfly Knoll Park Art Selection
Mr. Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report.
Cm. McDonald opened the floor for questions.
Cm. McDonald asked when the mural will be painted.
Mr. Jochner responded to the question and Cm. McDonald thanked Mr. Jochner
and then opened the floor for discussion.
The Commissioners discussed how they liked the prev ious proposal submitted
by the artist, how the mural connects to the outer wall facing the street, the
brightness of the colors used, and the opportunity for great photos.
ACTION:
On a motion by Cm. Washington, seconded by Cm. Giller, and by a vote of 6 -0-0,
the Commission voted to recommend the public artwork proposed by Joey Rose
for City Council approval.

Mr. Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report.
Cm. McDonald opened the floor for questions.
The Commissioners asked about maintenance costs, the potential for noise due
to the wind generated rotating pieces, lighting element, the heigh t of the artwork,
and the probability of people climbing the structure.
Mr. Jochner responded to questions and Cm. McDonald thanked Mr. Jochner for
his presentation and then opened the floor for discussion.
Seeing no comments from the Commission, Cm. McDonald asked for a motion.
ACTION:
On a motion by Cm. Washington, seconded by Cm. Speck, and by a vote of 6-0-
0, the Commission voted to recommend the public artwork proposed by Saori Ide
and Jonathan Russell from Ride Art Studio for City Council approval.

8. Other Business
The Commissioners shared brief informational reports regarding a Pleasanton to Dublin
community bike ride, the Farmers’ Market at Emerald Glen Park, the public art selection
sub-committee meetings, visiting city parks, and the Senior Center Advisory Committee
meeting on August 1. The Commissioners also asked questions about statistical data
on classes, The Wave pricing for a monthly lap swim pass, the ground-breaking date for
Imagine Playground, and the Holiday Decorating Contest.
Ms. Butler responded to questions and shared brief informational reports on programs
and events.

EXECUTIVE SUMMARY:
The Commission will receive the Department Monthly Report on classes, activities, and
events conducted during the month of August 2019.
STAFF RECOMMENDATION:
Receive the report.
DESCRIPTION:
The Parks and Community Services Department strives to develop and implement
quality programs that strengthen community image, provide recreational experiences,
and encourage healthy lifestyles. This is accomplished by offering innovative
recreational and social activities and programs. Following is a summary of the classes,
activities, and events held in the month of August 2019.
ADMINISTRATIVE
On Tuesday, July 30, 2019 the new registration system ActiveNet went live. The
system features:
• 24/7 access to activities from any computer, tablet, or smart phone
• Convenience and security
• No waiting in line to register
• Wishlist management
• Easy to view activity, facility, and event information
Additionally, the new system now gives customers the ability to complete their own
withdrawals or refunds online, if requested up to seven (7) days prior to the activity start
date for a small 10 cent fee. Customer feedback thus far h as been positive.
In an effort to improve customer satisfaction and service, a “Facility Rental Survey” is
being emailed to customers at the conclusion of any City of Dublin facility rental. The

survey asks users to rate their overall experience (the quality of the facility and Staff).
As of August, 12 renters have responded; the following represents data received thus
far:
78% overall satisfaction is “very satisfied”
60% said they’d rent again and would recommend to others
50% rented their facilities online
RECREATION DIVISION
On Saturday, August 24, 2019, the Oakland A’s hosted a free family-oriented event
called “A’s Play Ball” at Fallon Sports Park on the 90’ Baseball Field from 10:00 am to
Noon. The event was designed to bring fun baseball-related activities to a different East
Bay park every Saturday during the Major League Baseball (MLB) season.
Tournament logistics for this year’s “Fall Classic” are underway. The tournament will be
held all day on Saturday, September 28, 2019 and Sunday, September 29, 2019 on
soccer fields located at Dublin Sports Grounds, Emerald Glen Park and Fallon Sports
Park.
Summer camps came to an end the second week of August after a very successful
camp season. The last two weeks featured a new camp called Comedy Improv that was
filled to capacity and received positive feedback. Additionally, the World Cup Soccer
camp, for youth ages 5-13, and Science Beginnings: also showed strong enrollment.
This season, Staff also marketed a Selfie Summer campaign on social media where
“Selfie” frames were provided to participants at our summer camps to enjoy with friends
and to snap some selfies.
On Tuesday, August 13, 2019, the After-School Recreation Program and Student Union
programs began. The After-School Recreation Program is for youth in first through fifth
grade and Student Union is for teens in sixth through eighth grade. The program
operates on school days at all public elementary and middle schools in Dublin from
school release time until 5:45 pm. Participants engage in activities such as indoor and
outdoor games, crafts, and quiet time for homework.

Dublin Preschool programs began on Monday, August 26, 2019. Programs operate in
three classrooms (two at Shannon Community Center and one at Dublin Elementary
School). Classes are offered in the morning for both three- and four-year olds (two-days
per week or three-days per week) at Shannon Community Center and (four -days per
week) for four-year olds at Dublin Elementary School.

The Fallon Sports Park picnic areas (located in between the bocce ball courts and
playground) are now available for reservation. Reservations are accepted both online
and in person at any community center. Each picnic area at Fallon Sports Park can
accommodate up to 56 people and includes Bar-b-ques, sinks and prep stations. Fees
range from $28.00 to $134.00 per day.
Footings for new wayfinding signage are currently being installed at Heritage Park and
Museums, Fallon Sports Park and Emerald Glen Park. Signage installation will be
completed in November.
The Dublin Unified School District refinished and relined the original gymnasium floor at
Stager Community Gymnasium this summer, in time for the Jr. Warriors Program.
Registration for the Jr. Warriors 29th season is underway with open registration available
thru October 20, 2019.

SPECIAL EVENTS
On Thursdays throughout the summer, the Dublin Farmers’ Market was held at Emerald
Glen Park from 4:00pm to 8:00pm. The market schedule included themed Family
Nights, Community Nights and Green Dublin Nights, as well as entertainment, crafts,
and representation by local businesses. The Summer Concert Series held at the
Farmers’ Market, concluded its five-week summer run on August 8, 2019 with the Rjae
HAAS Band. Over the course of those five consecutive weeks approximately 16,000
attendees attended the market and concerts.
On Saturday, August 3 and Sunday, August 4, 2019, the third summer Family Campout,
held at Schaefer Ranch Park, sold-out with 225 participants. Campers played lawn
games, made arts & crafts and watched a reptile show by Python Ron. A campfire sing-
along was led by Martin and his Green Guitar. Dinner and breakfast were served to
campers, as well as a campout favorite, s’mores.
SENIOR CENTER
The Dublin Senior Center strives to create a rewarding social and recreational
environment that serves the needs/interests of seniors in our community. The following

On August 8, 2019 Girl Scout Troop 33751 presented a “Week in the Life of the Dublin
Senior Center” book to the Dublin Senior Center as their Girl Scouts of America Silver
Award project. Through the month of July, troop members worked with staff to schedule
interviews with activity leaders and photograph activities. Troop members compiled
pictures, quotes, and descriptions of many activities, took photos of classes and
programs, and wrote, constructed and printed the final product.
On August 22, 2019, Staff promoted Senior Center activities and programs, specifically
the Fall Trips Kick Off and Information meeting, at the Dublin Farmers’ Market.
On August 23, 2019, Staff along with Travel Center Trips and Tours held the first of two
Fall Trip Kick Off and Information Meetings. Twenty-four (24) seniors were in
attendance, including members of the Dublin Ranch Seniors group from The Groves at
Dublin Ranch. They organized a courtesy shuttle for transportation to attend the
meeting. Breakfast, snacks and a drawing were sponsored by BrightStar Care.

On August 7, 14, 21, and 28, 2019, volunteers in the Dublin Heritage Park Garden
Group worked in the flower and vegetable gardens by pulling weeds, trimming plants
and planting new vegetables for the summer.

Exploring Dublin’s First Inhabitants continued in the Little Classroom of Murray School
House and the Spring Sports at Camp Parks continued at the Dublin Camp Parks
Military History Center.
On August 3, 2019, four participants had the opportunity to learn about the Heritage
Park garden and were invited to plant vegetables in their own pots to take home.
During the month of August, Heritage Park hosted three contracted youth summer
camps. They were Tri-Valley Young Performers Comedy Improv, Tri-Valley Young
Performers Kinder Drama II, and Acrylic Painting Camp.
THE WAVE
WATERPARK
The Wave Waterpark opened for its third Waterpark Season on June 1, 2019 and
concluded daily operations August 11, 2019. The Waterpark remained open on
weekends through Memorial Day.

BIRTHDAY PARTY PROGRAM
The Wave Birthday Party Program is a party package including a reserved outdoor
party area, admission to the Waterpark, choice of pizza or hot dogs, juice, snacks,
plates, napkins and a commemorative novelty item for each guest. Parties are offered
at 11:00am to 2:00pm or 2:30pm to 5:30pm every day from June 1, 2019 through
August 11, 2019 and are available on weekends only after August 11 until September
2. Beginning in October, parties will transition to the indoor Natatorium from October
until May.

PRIVATE RENTALS
The Wave Community Room as well as any of the amenities of the Water Park
including the Sports Pool, the Splash Zone, the Slide Tower and the Natatorium can be
rented individually or in any combination. (This includes a complete park buyout). The
Waterpark features can be rented during non-public hours and are available May
through September and are closed in winter from October through April. The
Community Room and Natatorium are available for rent year-round.

SWIM LESSONS
The Wave Swim School is open year-round in the Natatorium. Lessons are available
for beginning through advanced levels and for children ages six months up to adult
level. The Natatorium provides a comfortable indoor swimming environment and was
specifically designed as a teaching pool with three teaching bays, a zero-depth
gradually sloped ramp, and lap swim lane space.

DUBLIN GREEN GATOR AND JUNIOR GREEN GATOR SWIM TEAMS
With the Dublin Green Gators concluding their season in first place at the Championship
Meet on July 20, 2019 at Las Positas College, the team will be recognized at a City
Council meeting on Tuesday, September 17, 2019.
FITNESS SWIMMING
Fitness Swimming at the Wave includes lap swimming and water walking for
participants age 14 and older. Fitness Swimming is offered Monday through Thursday
mornings from 6:00am to 9:00am and evenings from 5:00pm to 8:00pm, Saturday

AQUA AEROBICS
Aqua Aerobics is a low impact, easy paced fitness class which tones, sculpts and

improves cardio fitness. The natural resistance and buoyancy of the water is used to
provide a wide variety of conditioning benefits with little or no impact on joints and no
swimming is required. Aqua Aerobics is offered year-round in the Natatorium on
Mondays and Wednesdays, 7:00pm - 7:50pm. 90 participants attended in the month of
August.

DESCRIPTION:
At the June 17, 2019 meeting, the Parks and Community Services Commission
received a progress report on the Parks and Recreation Master Plan project and was
informed of the needs assessment survey that was distributed to the public. The survey
ended June 21, 2019.
During the months of July and August, GreenPlay, the consultant assisting Staff on the
Parks and Recreation Master Plan update (Plan), tabulated the results of the survey
and began writing the draft Plan, into which the survey results will be incorporated.
GreenPlay will be in attendance at the September 16, 2019 Parks and Community
Services Commission meeting to provide an update on the draft Plan. Information will
also be provided on the next steps in the process.
