The Parks and Community Services Commission will receive a report on the Glen the
Guide Parks Passport Challenge.

7.3. Selection of Alternate Dates for January and February 2020 Parks and
Community Services Commission Meetings
The Commission will select alternate dates for the Commission meetings in January
and February 2020 as the scheduled meeting dates fall on the Martin Luther King, Jr.
Day and Presidents' Day holidays.
STAFF RECOMMENDATION:
Select January 27, 2020 and February 24, 2020 as the alternate Commission meeting
dates for the months of January and February 2020.
7.4. Residential Holiday Home Decorating Program
The Parks and Community Services Commission will review the Dublin Residential
Holiday Home Decorating Program for the 2019 Holiday season and vote on
applicants in each category.
STAFF RECOMMENDATION:
Review contest applicants and select winners based on the judging of the
Commissioners.

2020 Census Informational Presentation

EXECUTIVE SUMMARY:
The Parks and Community Services Commission will receive a presentation from a
representative of the Alameda County Count Committee about the Census 2020.
STAFF RECOMMENDATION:
Receive the presentation.
FINANCIAL IMPACT:
None.
DESCRIPTION:
Every 10 years since 1790, the Census Bureau counts everyone living in the country in
order to collect basic information including: age, sex, and race of every adult, child and
baby. Census 2020 will not ask about citizenship status or for certain information like
social security numbers. Starting in March of 2020, people will be asked to complete the
questionnaire online, by phone, or by mail. Questionnaire Assistance Centers will be
located throughout the community to provide the public with access to computers and
support in completing the questionnaire. Responses are confidential and protected by
law.
The Census gives data about the community, informs the distribution of billions of
dollars in federal funding, and determines the number of decision -makers representing
us. Alameda County gets billions of dollars from the federal government for essential
services such as healthcare, school programs, housing, transportation, and social
services, based solely on the Census count. An undercount means fewer resources for
everyone: for every person not counted, our community loses an estimated $10,000
over the next 10 years.

A Regular Meeting of the Dublin Parks & Community Services Commission was held on
Monday, November 18, 2019, in the Council Chamber. The meeting was called to
order at 7:00 PM, by Chairperson Michelle Smith McDonald.

2.1. Brief Informational Only Reports from the Youth Advisory and Senior
Center Advisory Committees
Student Rep. Phaneendra reported on the Youth Advisory Committ ee meeting
held on November 13, 2019.
Senior Center Advisory Committee Member, Susan Miller, gave an update on the
November 7, 2019 meeting.
Cm. Washington asked Ms. Miller if there were any opportunities for Dublin High
School band members to perform at events held at the Senior Center. Ms. Miller
stated that there were opportunities and the seniors would really appreciate
having high school students at their events. The y exchanged contact information
to follow up on this matter.
Cm. McDonald thanked the representatives.

Cm. McDonald opened the floor for public comment.
Rich Guarienti, Dublin resident for 27 years and former Parks and Community
Services Commissioner, expressed concerns over the lack of maintenance of the
public artwork, "Black Pool," located at Alamo Creek Park. He stated that the

plaque associated with the artwork is hard to read and would like the city to
maintain the plaque.
2.3. Video Presentation
Cm. McDonald requested to play the video presentation.
La Shawn Butler, Parks and Community Services Director, stated that Staff
wanted to share department achievements in an entertaining way, and she
hoped the Commission enjoyed the video.
The Commissioners said they enjoyed the video and that their children
participated in some of the programs highlighted in the presentation. Cm.
McDonald stated that it was good to see the attendance increase at the Wave.

7.1. Summer 2019 Contract Classes Report
Bridget Amaya, Assistant Parks and Community Services Director, presented the
specifics of the item as outlined in the Staff Report.
Cm. McDonald opened the floor for questions.
The Commissioners asked about comparable data from surrounding cities, the
process for vetting new class offerings, cance lled classes, gauging popular
classes by wait lists, and the availability of PM camp connectors.
Staff responded to the Commissioners' questions.
ACTION:
The Commission received the report.
8. Other Business
The Commissioners inquired about the sign -in and sign-out procedures for the After
School Recreation programs, specifically, if there were plans to do this electronically via
a software program. Concerns were shared about tracking who is picking up the
student from the program. The Commissioners also asked for an update regarding the
new playground and lighting at Mape Memorial Park. Cm. Speck provided a brief
update on the Senior Center Advisory Committee meeting she attended and mentioned
that Camp Parks should be included in the Holiday Home Decorating Contest.
Staff responded to the Commissioners questions and shared program information about
the Tree Lighting Ceremony on December 5.

DESCRIPTION:
The following is a summary of the classes, activities, and events conducted in the
month of November 2019.
ADMINISTRATIVE
The Parks and Recreation Master Plan Update (Plan) continues to progress. Staff has
received the draft Plan from the consultant and is in the process of reviewing and
providing feedback to the consultant.
PARK MAINTENANCE
On November 5, 2019, the City Council awarded a play equipment contract for the
Mape Memorial Park new playground. Demolition of existing equipment and
replacement is anticipated to begin in December and be completed by January 2020,
contingent on weather.
Installation for Wayfinding Signage at Heritage, Emerald Glen and Fallon Parks began
in November, with the completion of the project anticipated in December.
MCE staff cleaned and polished the plaque for the public art piece “The Black Pool” at
Alamo Creek Park. The sprinkler system was examined per resident request; while the
water flow cannot be adjusted as the sprinkler system was installed prior to the artwork,
Staff will continue to monitor the piece to ensure that it remains clean.

RECREATION DIVISION
After School Recreation and Student Union
The first session of the After-School Recreation and Student Union Programs began in
August and ended on November 8, 2019. The program operates on school days at all
public elementary and middle schools in Dublin from school release time until 5:45 pm.
Participants engage in activities such as indoor and outdoor games, crafts, and qui et
time for homework.

Dublin Preschool
The first session of the Dublin Preschool program began in August and ran through
November 14, 2019. Programs operate in three classrooms (two at Shannon
Community Center and one at Dublin Elementary School). Classes are offered in the
morning for both three - and four-year-olds (with the option of two days per week or
three days per week) at Shannon Community Center and (four days per week) for four -
year-olds at Dublin Elementary School. Registration for Session II has already begun,
with the session set to run November 18, 2019 through February 20, 2020.
The preschool program held their annual picture day in late October. Life Touch
Photography donated 10% of photo sales with the proceeds benefitting the Dublin
Youth Fee Assistance Program. At the end of October, Shannon Preschool hosted their
annual Halloween Parade and Fall Fun Festival. All the classes came together in a
costume parade around the Shannon Community Center fountain for parents and
continued inside to Ambrose Hall for games and prizes. Fifteen parent volunteers
assisted with games and activities.
Each class hosted a Thanksgiving feast where each child was asked to bring in a piece
of fruit to put into the Friendship Fruit Salad. Children learned the meaning of
Thanksgiving through sharing and coming together to celebrate.

Little Lovies
Session II began November 4, 2019 and will end December 19, 2019. The program is
for children ages 18-36 months and is operated from the Classroom at the Shannon
Community Center. Classes are offered as a two-hour class, one day a week, with
sessions lasting six to seven weeks. Little Lovies offers preschool-aged children their
first opportunity at structured activities in a learning environment.

Shannon Community Center Rentals
The Shannon Community Center’s Ambrose Hall, Classroom and Multi -Purpose rooms
are available for rent year-round.
On Thursday, November 7, 2019 the Shannon Community Center hosted the Dublin
Rotary Club’s annual Hometown Heroes Veterans Day Luncheon and had more than
130 attendees, many of which were veterans. The event featured the Dublin High
School Choir and guest speaker, Bill Green, past president of Vietnam Veterans of
Diablo Valley.

SPECIAL EVENTS
Upon request of the Parks and Community Services Commission, Staff are currently
developing a parks passport activity, utilizing the “Goosechase” application. Families
can download this free app to their tablet or phone and f ollow and find Glen the Guide
as he visits City of Dublin parks to play, meet new friends, and enjoy nature. As youth
visit each park, they can find Glen the Guide and can track their park tour. Adventurers
who locate Glen at each city park get a prize to memorialize their trip through Dublin’s
outdoors. The activity will be announced in the next Recreation Activity Guide and will
begin in February 2020.
SENIOR CENTER
The Dublin Senior Center strives to create a rewarding social and recreational
environment that serves the needs and interests of seniors in our community. The
following is a summary of attendance and participation at the Dublin Senior Center

Between November 1-11, 2019, the Dublin Senior Center hosted the annual “Wall of
Heroes” veterans photo display. The installation celebrates the dedication, bravery and
heroism of veterans. The exhibit included submissions of a photo and short biography
about the veteran’s military experience contributing to all branches of service. Over 100
veterans were honored in the display.
On November 2, 2019, 41 seniors and one volunteer trip leader attended the “A Day in
Sacramento” trip presented by Travel Center Trips and Tours. Travelers enjoyed a
gourmet lunch aboard the Delta King which included a choice of roasted cham pagne
chicken, grilled salmon, braised short ribs or wild mushroom risotto, followed by
cheesecake for dessert. Passengers then boarded a Hornblower yacht for a narrated
cruise along the Sacramento River. The trip culminated with free time and shopping in
Old Sacramento.
On November 14, 2019, 30 seniors attended the Deaf Support Group presentation,
“Real ID Driver License or ID card”.

THE WAVE
Recreational Swimming
The Wave Natatorium is currently open for Recreational Swimming on Saturdays and
Sundays from 1:00 to 4:00pm from October through May. The pool is heated to a
comfortable 82-84 degrees making it ideal for family fun regardless of the weather
outside.

Birthday Parties
The viewing area of the Natatorium can be reserved for birthday parties on Saturdays or
Sundays from 1:00pm to 4:00pm. The party package includes swim admission, a
private area with picnic table seating, pizza, snacks, drinks, plates, napkins , and a
commemorative Wave favor for each guest.

Swim Lessons
The Wave Swim School offers year-round instruction in the Natatorium. Swim lessons
are available for beginners through advanced levels and for children ages six months up
to adult level. The Natatorium provides a comfortable indoor swimming environment
and was specifically designed as a teaching pool with three teaching bays, a gradually
sloped zero-depth ramp, and lap swim space for more advanced swimmers. The
Sports Pool is now closed for the winter and competi tive stroke classes and clinics will
resume in the Spring when the pool re-opens.

Fitness Swimming
The Fitness Swimming programs include lap swimming and water walking for
participants ages 14 and older. Fitness Swimming is offered Monday through Thursday
mornings from 6:00am to 9:00am, evenings from 5:00pm to 8:00pm, Saturday mo rnings
from 9:00am to 12:30pm, and Sunday evenings from 4:00pm to 7:00pm.
Participants have three different fee options to best suit their swimming needs.
Participants may pay a daily admission fee, purchase a 30 -day Convenience Pass, or
purchase an Annual Swim Pass. Lanes for different ability levels, kick boards and pull
buoys are provided.

Aqua Aerobics
Aqua Aerobics is a low impact, easy paced fitness class which tones, sculpts , and
improves cardio fitness. No swimming is required, and the natural resistance and
buoyancy of the water is used to provide a wide variety of conditioning benefits with little
or no impact on joints. Aqua Aerobics is offered year-round in the Natatorium and for
the month of November a total of 17 participants were registered for the Monday
evening class offered from 7:00pm - 7:50pm.

The Wave Waterpark Summer 2019 Season Report

The Commission will receive The Wave Waterpark Summer 2019 Season Report.

DESCRIPTION:
The Wave waterpark has concluded its third summer season. Highlights of the summer
season include a 20 percent increase in waterpark attendance, maximum capacity
reached for various programs, the best National Aquatic Safety Company (NASCO)
rating The Wave has ever received, and an award-winning Green Gators season. This
report provides a breakdown of the programs and services offered throughout the
summer 2019 season.
The waterpark opened to the public on Saturday, May 25, 2019 for Memorial Day
weekend with prizes and commemorative giveaways as well as KKIQ Radio on site for
opening day festivities and media coverage. The park began daily operations on June
1, 2019 and continued through August 11, 2019. After August 11, the park remained
open on weekends through September 2 for a total of 82 days in operation this season.
After Labor Day, the waterpark remained open for private rentals only through the end
of September.
Cabanas and Loungers
Three Cabanas were available for reservation at a rate of $80 per day and were
completely booked each weekend of the summer. The 13 Loungers were available for
a daily rate of $40.

Reservable Group Areas
Group Areas, which consist of shaded picnic table seating, were available for groups of
25 - 200 and attracted a total of 44 rentals during the season.
Birthday Parties
The Wave Birthday Party package includes a reserved outdoor party area, admission to
the waterpark, a pizza or hot dog lunch, juice, snacks, plates, napkins, and a
commemorative novelty item for each guest.
The Wave hosted 105 birthday parties with 1,403 guests during the season.
2019 Season Pass Sales
Season waterpark passes were available for purchase for Dublin residents only. Family
passes were introduced this year at a rate of $270 for a family of four. Staff anticipate
more family passes will be purchased in the 2020 season with increased advertisement.

Concessions
Guests were offered a menu of popular poolside favorites including hamburgers, hot
dogs, chicken nuggets, Dole Whip, Dippin’ Dots, and soft drinks. Staff added several
new items to this year’s menu including: falafels, chicken caesar salads, churro bites,
gelato bars, Golden Wave Floats, and Churro Madness Ice Cream Sundaes. Rita’s
Italian Ice also operated an ice cream concession cart which was located near the water
slides. During the 2019 season, 33,209 individual items were sold.
Swim Lessons
The Wave Swim School is open year-round in the Natatorium which was specifically
designed as a teaching pool with three teaching bays, a zero -depth gradually sloped
ramp, and lap swim lane space. Instruction is offered for beginning thr ough advanced
levels, from youth aged six months to an adult level. The swim lessons program is a
popular one, and The Wave provides a comfortable indoor swimming environment in
order to offer year-round instruction.
During the summer session, 1,673 students participated.
Green Gator and Junior Green Gator Swim Teams
The Dublin Green Gator Swim Team celebrated its 30th anniversary by finishing in first
place at the Tri-Valley Swim League Championship on July 20, 2019 at Las Positas
College. This marked the team’s 5th consecutive League Championship, and with a
convincing margin of more than 500 points it was also a league record.

The Junior Green Gators began practice on June 4, 2019 and held their first intra -squad
competition on June 28, 2019. Their second and final meet was held on July 26, 2019
with most of the participants recording personal best times.
Private Waterpark and Facility Rentals
During the summer season, the waterpark is available for customers to rent during non -
public use hours. Rentable spaces include: Community Room, Natatorium, Slide Tower
Splash Zone, Sports Pool, and complete park or partial park buyouts. The Wave had a
total of 49 rentals. Of those, 39 were Community Room rentals and 10 were full or
partial waterpark rentals by corporations, local agencies, and private groups.
Water Polo
Water Polo came to The Wave for the first time in mid-August when the National
Collegiate Athletic Association (NCAA) national quarter-finalist Pomona Pitzer College
utilized the facility for several practice sessions during a recent tour. The Wave is also
the venue for both Amador and Foothill High School Men’s and Women’s Water Polo
teams renting the Sports Pool on a regular basis for practices and competitions,
including the Amador-Foothill Men’s Tournament on September 27 and 28.
Summer Marketing and Promotions
The Wave conducted a summer marketing campaign which began with opening
weekend festivities over the Memorial Day holiday highlighted by onsite giveaways and
prizes from KKIQ Radio, imprinted Wave water bottle giveaways, and a lengthy feature
segment on KTVU Channel 2. Throughout the summer a series of free or discounted
coupons were directly marketed to local schools, summer camps, the Dublin Library,
and local publications. Promotions included “School’s Out for Summer”, “Dads Go
Free” (on Father’s Day), “Like us on Yelp” and “Make The Wave part of your Bay-cation”
which attracted more than 1,000 guests to the waterpark. Later in the summer, as
temperatures rose, KPIX Channel 5 featured The Wave as a great place to cool off and
encouraged their audience to come visit. Throughout the season, a Facebook counter
in the front lobby area recorded 2,254 new likes to our Facebook page and as the
summer ended, a final “Wave Goodbye to Summer” promotion brought 266 swimmers
to the waterpark and helped to wrap up the 2019 Waterpark season, concluding a
successful summer marketing campaign.
Summary
The Wave finished its third summer season marked by an increase in waterpark
attendance of more than 9,400. The waterpark also experienced its highest single
attendance day in three seasons, at 1,505 visitors. As we enter the offseason, Staff are
working to increase marketing and usage for the year-round facility.

Guide Parks Passport Challenge.

FINANCIAL IMPACT:
The cost for unlimited users to utilize the Goosechase application is $1,000 which will
be absorbed in the department’s operating budget.
DESCRIPTION:
Upon request of the Parks and Community Services Commission, Staff are currently
developing a parks passport activity, utilizing the “Goosechase” application. Families
can download this free app to their tablet or phone , then follow and find Glen the Guide
as he visits City parks to play, meet new friends, and enjoy nature.
As youth visit each park, they can be on the lookout for Glen the Guide and can track
their park tour. Adventurers who locate Glen at each City park will get a prize to
memorialize their trip across Dublin’s outdoors.
The activity will be announced in the next Recreation Activity Guide and will begin in
January 2020.

The Commission will select alternate dates for the Commission meetings in January
and February 2020 as the scheduled meeting dates f all on the Martin Luther King, Jr.
Day and Presidents' Day holidays.
STAFF RECOMMENDATION:
Select January 27, 2020 and February 24, 2020 as the alternate Commission meeting
dates for the months of January and February 2020.
FINANCIAL IMPACT:
None.
DESCRIPTION:
The regularly scheduled meeting date of the Parks and Community Services
Commission is the third Monday of each month at 7:00 PM. During the months of
January and February 2020, the third Monday falls on Federal Holidays: Martin Luther
King, Jr. Day in January and Presidents’ Day in February. As a result, alternate
Commission meeting dates need to be selected for these two months.
Staff recommends the following alternate meeting dates for the months of January and
February 2020:
• Monday, January 27, 2020, 7:00 PM
• Monday, February 24, 2020, 7:00 PM
Commission meeting dates that do not fall on the regularly scheduled dates and times
are considered Special Meetings and will be noticed as such.

Residential Holiday Home Decorating Program

EXECUTIVE SUMMARY:
The Parks and Community Services Commission will review the Dublin Residential
Holiday Home Decorating Program for the 2019 Holiday season and vote on applicants
in each category.
STAFF RECOMMENDATION:
Review contest applicants and select winners based on the judging of the
Commissioners.
FINANCIAL IMPACT:
None.
DESCRIPTION:
In 2018, the City Council directed Staff to expand the current business holiday
decorating competition to include a residential component.
The Dublin Residential Holiday Home Decorating Program was implemented for
residents who decorated their homes for the holidays. The Parks and Community
Services Department organized the program and utilized the Parks and Community
Services Commissioners as the judges.
Individual homes were judged in four categories. Winners received a yard sign and
Certificate of Recognition from the City Council, and Staff promoted the homes via
various communications channels including social media platforms and the City
website. There were 21 entry forms received in 2018.
Due to the positive feedback regarding the program, Staff is implementing the program
again for the 2019 Holiday season. At the October 21, 2019 Parks and Community

Services Commission (Commission) meeting, the Commission recommended the
addition of two new categories, Best Condo/Apartment and Best Neighborhood.
Program Judging & Criteria
The Parks and Community Services Commissioners again served as the judges for he
2019 contest. The deadline for submissions was December 6, 2019, and the judging
period took place during December 9 - 12, 2019.
Sixteen applications were received totaling 27 different entries. Commissioners were
provided an evaluation form to fill out for each nomination.
Nominations were judged on a number scale of 1 to 5, with 5 being outstanding, in the
following categories:
10 entries Best Use of Lights - Unique design and/or creative use of lights.
9 entries Best Lawn Display - Placement of lawn decorations and/or animation.
2 entries Best Holiday Theme - Story line and/or cohesive scene.
4 entries Best Condo/Apartment - Best use of limited space.
2 entries Best Neighborhood - A group of three or more homes (either directly
next door or across the street in the same block), promoting cooperation
and collaboration in their efforts.
A “Best Overall” winner will also be selected by the Commission following the
selection of category winners.
Commissioners will present their nomination forms at the Commission meeting on
December 16, 2019. Commissioners will take a final vote and select the winners.
Winners not present at the December 16, 2019 meeting will be notified on December
17, 2019.
All award winners will receive a yard sign to display and will be invited to the January
14, 2020 City Council meeting to be recognized and receive a certificate.

City of Dublin2019 Holiday Home Decorating Contest
Do you have the most festive home or apartment/condo in your neighborhood with the
best holiday decorations?
The City of Dublin invites Dublin residents to participate in the City’s Holiday Home Decorating Contest.
One home will be chosen for Best Use of Lights, Best Lawn Display, Best Holiday Theme,
Best Apartment/Condo, and Best Neighborhood (three or more homes, either directly next door or
across the street in the same block, promoting cooperation and collaboration in their efforts).
In addition to these categories, the judging committee will select
a Best Overall award, based on curb appeal.
All winners will receive a special Best Holiday Decoration yard sign.
