REGULAR MEETING
A regular meeting of the Dublin City Council was held on Tuesday, December 7, 2021,
in the City Council Chamber. The meeting was called to order at 7:00PM., by Mayor
Hernandez.

3) ORAL COMMUNICATIONS
3.1) Presentation of Banners to Military Banner Program Participants
The City Council presented the 2021 Military Banner Program participants with
their individual banners. The Military Banner Program honors active-duty
military personnel and veterans that reside in Dublin, have immediate family
residing in Dublin, or have had a long-term, positive impact on the Dublin
community.
3.2) Recognition of 2021 Inside Dublin Participants
The City Council recognized the 2021 Inside Dublin participants.
3.3) Employee Introduction
The City Council welcomed the new Dublin Staff member, Judy Miller,
Management Analyst II with Parks and Community Services.
3.4) Public Comment

4) CONSENT CALENDAR
4.1) Approved the November 16, 2021 Regular City Council Meeting Minutes
4.2) Adopted Resolution No. 131-21 titled, “Approving a Third Amendment to the
Consultant Services Agreement Between the City of Dublin and Urban Field
Studio.”
4.3) Adopted Resolution No. 132-21 titled, “Making Findings Regarding Unexpended
Traffic Impact Fees for Fiscal Year 2020-21.”
4.4) Adopted Resolution No. 133-21 titled, “Amending the Master Fee Schedule to
Waive Certain City Permit Fees for Accessory Dwelling Units (ADUs) Less Than
750 Square Feet and ADUs 750 Square Feet or Larger that are Deed-Restricted as
Lower-Income Units.”

4.5) Adopted Resolution No. 134-21 titled, “Approving a Contract Instructor Services
Agreement with North American Activities, LLC dba Kidz Love Soccer for
Recreation Services.”
4.6) Waived the Second Reading and Adopted Ordinance No. 09-21 titled, “Opting in
to the Alameda County Waste Management Authority Organics Reduction and
Recycling Ordinance and Amending Chapter 5.32 of the Dublin Municipal
Code.”
4.7) Adopted Resolution No. 135-21 titled, “Approving the Filing of an Application for
State of California Specified Grant Funds for the Iron Horse Nature Park and
Open Space Capital Improvement Project.”
4.8) Adopted Resolution No. 136-21 titled, “Approving a First Amendment to the
Concession Facilities Agreement with Pacific Coast Entertainment Group LLC
DBA Rebel Kitchen & Libations.”
4.10) Adopted Resolution No. 138-21 titled, “Approving the First Amendment to the
Grant Agreement with TriValley BMR, LLC to Provide Additional Funding for
use of CDBG Capital Project Funds.”
4.11) Adopted Resolution No. 139-21 titled, “Approving an Agreement with Matrix
Consulting Group for Staffing Analysis and Optimization Planning Services for
the Public Works Department.”
4.12) Waived the Second Reading and Adopted Ordinance No. 10-21 titled, “Amending
Chapter 2.12 (Planning Commission) of the Dublin Municipal Code to Allow Up
to Two Commissioners.”
4.13) Confirmed the Mayor’s recommendation to appoint Steve Kau as an alternate to
the Senior Center Advisory Committee for the remainder of a term ending
December 2022.
On motion by Vice Mayor Kumagai, seconded by Councilmember Josey, and by
unanimous vote the City Council adopted the Consent Calendar items, minus
item 4.9.

4.9) Adopted Resolution No. 137-21 titled, “Approving a Community Benefit Program
Agreement Between the City of Dublin and Corona/Ely Ranch, Inc.”
Item 4.9 was pulled from the consent calendar for public comment.

On motion by Councilmember Jean Josey, seconded by Vice Mayor Kumagai, and
by unanimous vote the City Council adopted Consent Calendar item 4.9.

5) WRITTEN COMMUNICATION – None.
6) PUBLIC HEARING
6.1) East Ranch (PLPA-2020-00028)
The City Council received a presentation on a proposal to develop a 165.5-acre
site with a 573-unit residential project consisting of six neighborhoods, two
neighborhood parks totaling 11.5 acres, and a two-acre Public/Semi-Public site
reserved for affordable housing located on Croak Road east of Fallon Road.
Mayor Hernandez called for a recess at 9:36 p.m.
The meeting reconvened at 9:44 p.m.
Mayor Hernandez opened the public hearing. Due to the number of speaker
slips received, the City Council limited public comment to two minutes per
speaker.

On Motion of Vice Mayor Kumagai, seconded by Councilmember Josey, and by

unanimous vote, the City Council waived the reading and INTRODUCED an
amended Ordinance Amending the Zoning Map and Approving a Planned
Development Zoning District with a Stage 2 Development Plan and CEQA
Findings for the East Ranch Project; and adopted Resolution No. 140-21 titled,
“Approving Vesting Tentative Tract Map No. 8563 and a Heritage Tree Removal
Permit Related to the East Ranch Project,” as amended in the SB 343 materials.
RESULT: APPROVED [UNANIMOUS]

8) NEW BUSINESS
8.1) Selection of Vice Mayor
Mayor Hernandez proposed the selection of Councilmember Jean Josey to serve
as Vice Mayor for a one-year period.
By motion of Mayor Hernandez, seconded by Vice Mayor Kumagai, and by
unanimous vote, the City Council selected Councilmember Josey as Vice Mayor
for a period of one-year, December 2021-December 2022.
RESULT: APPROVED [UNANIMOUS]

9) OTHER BUSINESS
The City Council and Staff provided brief information-only reports, including
committee reports and reports by City Council related to meetings attended at
City expense (AB1234).
Councilmember McCorriston spoke in remembrance of Pearl Harbor Day and
requested a moment of silence to pay tribute and honor of all the lives lost
during the tragic events that took place at Pearl Harbor on December 7, 1941.
Mayor Hernandez called for a moment of silence.
