At this time, the public is permitted to address the Senior Center Advisory Committee on non-agendized items.
Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED
THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not
appearing on the posted agenda. The Senior Center Advisory Committee may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of
the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a
future Senior Center Advisory Committee agenda. The exceptions under which the Senior Center Advisory
Committee MAY discuss and/or take action on items not appearing on the agenda are containe d in Government
Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Senior
Center Advisory Committee with one single action. Members of the audience, Staff or the Senior Center
Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input
may request the Chair to remove the item.

7.1. Bread Distribution Program
The Senior Center Advisory Committee will receive a presentation from volunteer
John Sherwin regarding the Senor Center's Bread Distribution Program.
STAFF RECOMMENDATION:
Receive the report.

Council related to meetings attended at City expense (AB1234).

A Regular Meeting of the Senior Center Advisory Committee was held on Thursday,
February 6, 2020, at the Dublin Senior Center. The meeting was called to order at 9:34
AM, by Chairperson Michele Wayland.

2.1 A member of the public, Christine Hernandez, Director of Sales and Marketing for
Elegance at Dublin, gave an update on the opening and types of services to be
offered.

CM Sevier pulled the report from consent for discussion. After discussion, the
Committee approved the report as received.

7.1 Election of Chair Person and Vice Chair Person
The Senior Center Advisory Committee elected CM Michele Wayland to serve as
Chairperson and CM Christine Sevier to serve as Vice Chairperson for 2020 according
to the Bylaws and Rules of Procedures for the Committee.

8. Other Business
5.1 The Senior Center Advisory Committee members and Staff provided brief
reports on meetings attended and upcoming events.
CM Susan Miller will attend the February Parks and Community Services Commission
meeting and provide the Senior Advisory Committee report.
Recreation Coordinator Liz Elliott informed the committee about recent Senior Center
trips and programs and attended the Dublin Senior Foundation meeting.
9. Adjournment
Being no further business, the meeting adjourned by CM Wayland at 10:29 AM.

DESCRIPTION:
Senior Center Programs
The Dublin Senior Center strives to create a rewarding social and recreational
environment that serves the needs and interests of seniors in our community. The
following is a summary of attendance and participation at the Senior Center during the
months of January 2020:

Tri-Valley Rainbows support group 12
Classes and Activities
Two new instructors have been recruited at the Senior Center to teach classes in the
upcoming Spring season. Nancy Bennett, RDN is a popular senior nutrition teacher
who brings years’ of experience. She is a registered dietician and has taught for Senior
Support Tri-Valley and other city senior programs. Nancy will be tea ching Nutrition
Toolkit: How Diet Can Keep You Young, and a series of cooking classes that will teach
seniors to master the art of assembling quick, delicious and easy meals that keep
seniors in top shape. Lovisa Gaasvik is another popular, enthusiastic senior instructor.
She has a Master's degree in occupational therapy from Umea University, Sweden, and
will be teaching Chair Aerobics for Seniors.
Sponsorships and/or Donations
On January 24, 2020, Michael Leung of the not-for-profit Effort Initiative donated a new
ping pong table to the Senior Center. Because of the organization’s generosity, three
tables are now available during ping pong drop -in program hours, allowing more people
to play at once, with less wait time between games.

Bread Distribution Program

The Senior Center Advisory Committee will receive a presentation from volunteer John
Sherwin regarding the Senor Center's Bread Distribution Program.

DESCRIPTION:
Bread Distribution is a drop-in program held at the Dublin Senior Center on Mondays,
Wednesdays and Fridays at 9:30 a.m. The program helps to supplement groceries for
seniors in the community and cuts down on food waste.
The Bread Distribution program began over 15 years ago to augment the congregate
Daily Lunch program and divert day-old or expiring bakery goods from local grocery
stores that otherwise would discard them as waste. The program is run exclusively by
volunteers who use their own vehicles and donate their time to pick up non -perishable,
day-old and expiring food items from local grocery stores starting at 7:00 a.m. The food
is delivered to the Dublin Senior Center by 8:00 a.m., then organized and prepared for
distribution at 9:30 a.m. The program is free, and open to Tri-Valley seniors, with priority
given to Dublin residents.
In the beginning, the program served about 100 people per week. The distribution
system was first-come first-serve, and anyone could attend any of the distribution days
on Mondays, Wednesdays, and Fridays. Bread and pastries collected would be laid out
on tables, allowing seniors to “shop” with no restrictions.

As the popularity of the program has grown, and to increase participation, the program
has begun using a more formalized registration procedure and refined distribution
process. Seniors must now select one of the three days as their desired distribution day
and are asked to complete a registration form. In exchange, they are given an entry
pass for their day of choice and may only attend on their designated day. Additionally,
to ensure the program is fair and goods are equitably distributed, Staff begins
distributing food at a random place in line each day. Each person is allowed to take one
item each time they pass the donation tables. The process is repeated until all items are
distributed. Lastly, food donations have expanded from just bread and pastries to
canned foods and other non-perishable items.
Recently, through implementation of the operational efficiency measures stated above,
Staff has opened more spots for each day, resulting in the elimination of a long waitlist.
With these changes, and the waitlist being cleared, the program has gone from serving
approximately 250 seniors a month to over 450 seniors a month.
