2.1. Public Comment
At this time, the public is permitted to address the Heritage & Cultural Arts Commission on non-agendized items. Please
step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3)
MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted
agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording
Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda.
The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural
Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who
would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the
item.

The Heritage and Cultural Arts Commission will consider approval of the minutes of
the December 13, 2018 Regular Meeting.

Approve the minutes of the December 13, 2018 Regular Meeting of the Heritage and
Cultural Arts Commission.

7.1. Election of Officers

The Heritage and Cultural Arts Commission will elect a Chairperson and Vice-
Chairperson, per the Bylaws and Rules of Procedure for the Heritage and Cultural
Arts Commission.
STAFF RECOMMENDATION:
That the Commission elect a Chairperson and Vice-Chairperson.
8. OTHER BUSINESS
Brief information only reports from the Commission and/or Staff, including committee reports and reports by
the Commission related to meetings attended at City expense (AB1234).
9. ADJOURNMENT

A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, December 13, 2018, in the City of Dublin Council Chamber.
1. Call to Order and Pledge of Allegiance
The meeting was called to order at 7:01 p.m. by Commission Chair Bennett. The pledge
of allegiance was recited by those present at the meeting.

Cm. Peesapati arrived at 7:08.
2. Oral Communications
2.1. Public Comment
Chair Bennett opened the floor for public comment.
Steve Minniear, President of the Dublin Historical Preservation Association
(DHPA) asked the Commission to consider redoing the master plan for the
Dublin Heritage Park and Museums in 2019 as the master plan was completed
over a decade ago. Mr. Minniear thanked the outgoing Commissioners for their
service and retiring Museum Director Elizabeth Isles for her 17 years of service
and her lasting contributions to preserving Dublin’s history.
Cm. Rudy asked which Commission oversee the Parks Master Plan.
Ms. Tegan McLane, Heritage and Cultural Arts Director, answered that the Parks
and Community Services Commission oversees the Parks Master Plan.
Seeing no other comments from the Public, Chair Bennett closed the floor to
public comments.

3.1. Approve the minutes of the November 8, 2018 Regular Meeting of the
Heritage and Cultural Arts Commission.
Approved as presented.
3.2. Receive the report on classes, activities, and events occurring during
November 2018 and provide feedback as desired.

7.1. Utility Box Art Selection
Ms. Laura Johnston, Recreation Supervisor, provided the specifics of the item as
outlined in the Staff Report.
The Commissioners and staff discussed the recommendation process for
selecting the nine designs.
Ms. McLane suggested that the Commission take an initial vote to narrow down
which designs will move forward to the final recommendations.
After the Commissioners all agreed, Ms. Johnston presented the slideshow
showcasing the proposals.

Upon reviewing and commenting on each proposal, the Commissioners
recommended the following nine designs:
• Aarthi Muthukumar – Highway photo-inspired design
• Alice Suhyun Park – Persimmon tree design – Box H
• Theresa Muley - "Travel Through Time" – Box D
• Suzanne Gayle - "Shamrock Skies at Night" – Box I
• Daelyn Cerruti - Comic Book Theme
• Jessica Eastburn - Gas station design
• David Eisenstadt - Map design
• Irma Grant - "The Wheel" – Box F
• Jennifer Huber - "1956"
On a motion by Cm. Blackburn, seconded by Cm. Szollos, and by a vote of 7 -0-
0, the Commission voted to recommend for City Council’s approval nine Utility
Art Box design proposals.
On a motion by Cm. Peesapati, seconded by Cm. Szollos, and by a vote of 7-0-
0, the Commission recommended locations for four boxes and suggested that
staff shall choose the remaining box locations for those that are not con troversial
and weren't already requested by artists for specific Utility Art Box design
proposals.
8. Other Business
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expens e (AB1234).
Cm. Szollos thanked everyone for everything and she had a lot of fun and enjoyed her
time and experience as a Commissioner.
Cm. Blackburn echoed Cm. Szollos’ sentiments that she has enjoyed her time and
experience and thanked the staff.
Ms. McLane stated that she was not sure how many reapplied, but Mayor will not select
new Commissioners until January 8.
Ms. McLane said she was sad to see Elizabeth Isles retire and recognized the
wonderful contributions Ms. Isles has made for the City of Dublin. Ms. McLane invited
the Commissioners to the Heritage Center on December 18 in honor of Ms. Isles’
retirement. The formal retirement party will be held on December 27 at Civic Center.
Chair Bennett also thanked Ms. Isles for her efforts and will be sad to see her leave.

Ms. McLane provided information and updates about programs and events. She also
stated that the January meeting will be cancelled, but a special joint meeting with the
Parks and Community Services Commission might be scheduled on January 28 to
discuss the all abilities playground at Dublin Sports Grounds.
Ms. McLane thanked the Commissioners and presented keys to the city and certificates
of recognition to Cm. Vonheeder-Leopold, Cm. Szollos, Cm. Blackburn, and Cm. Rudy.

The meeting was adjourned at 8:34 PM.

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will elect a Chairperson and Vice -
Chairperson, per the Bylaws and Rules of Procedure for the Heritage and Cultural Arts
Commission.
STAFF RECOMMENDATION:
That the Commission elect a Chairperson and Vice-Chairperson.
FINANCIAL IMPACT:
None.
DESCRIPTION:
The Bylaws and Rules of Procedure for the Heritage and Cultural Arts Commission
state:
ARTICLE V
OFFICERS
Section 1. Election and Term of Office. The Chairperson and Vice
Chairperson are elected by the majority of the Commission for a 1 -year term and hold
office until their successors are elected, or until their terms as members of the
Commission expire. The officers are elected at the first meeting of the Commission in
January of each year. Elections, whether regular or to fill vacancies shall be held only if
a simple majority of the Commission members are present. The Commission shall,
unless no Commissioners meet the criteria, elect Commissioners to the positions that
have not previously served in the position and that have not declined the appointment,
with the intent that no on should serve in the position for two consecutive years.

The secretary to the Commission will be the City Manager or his/her designee.
Section 2. Vacancies. In case of any vacancy in the Office of Chairperson or
Vice Chairperson, the vacancy shall be filled by an election held at the first regular
meeting after the occurrence of such vacancy. The person so elected shall serve the
balance of the term.
Section 3. Duties of Officers. The Chairman performs the following duties.
(a) Presides at all meetings of the Commission.
(b) Appoints committee and chairpersons of committees as necessary.
(c) Signs correspondence on behalf of the Commission.
(d) Represents the Commission before the City Council.
(e) Performs other duties necessary or customary to the office.
In the event of the absence of the Chairperson or his/her inability to act, the Vice -
Chairperson presides in place of the Chairperso n. In the event of the absence of or the
inability to act of both the Chairperson and the Vice -Chairperson, the remaining
members shall elect one of their members to act as temporary Chairperson.
