MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the poste d
agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording
Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda.
The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural
Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who
would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the
item.

The Commission will receive an informational report on the Parks and Recreation
Master Plan Update.

A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, February 14, 2019, in the Council Chamber. The meeting was called to
order at 7:00 PM, by Commissioner Chair Sammy Jo Rudy.

2. Oral Communications
Chair Rudy opened the floor for Oral Communications.
Tegan McLane, Cultural Arts and Heritage Manager, introduced the new Heritage and
Cultural Arts Commissioner, Gina Gabriell.
Cm. Gabriell stated that she is excited to be part of the Commission and is looking
forward to contributing to the community.
The Commissioners welcomed Cm. Gabriell.
Ms. McLane introduced new staff members, Rich Jochner, Tyler Phillips, and Liz Elliott,
of the Heritage and Cultural Arts Division of the Parks and Community Services
Department.
Mr. Jochner, Mr. Phillips, and Ms. Elliot gave brief introductions.
The Commissioners welcomed the new staff members.

Chair Rudy opened discussion on item 3.1 of the Consent Calendar.
Cm. Minniear stated that his name was misspelled in item 3.1 and would like
corrections made before the Commission Chair signs the Heritage & Cultu ral Arts
Commission Special Meeting Minutes of January 28, 2019.
Approved the Heritage & Cultural Arts Commission Special Meeting Minutes of
January 28, 2019 pending corrections.

Tegan McLane, Cultural Arts and Heritage Manager, presented the specifics of
the item as outlined in the Staff Report.
The Commissioners discussed primary and alternate representatives for Public
Art Selection Committees for the following projects:
ACTION:
Jordan Ranch Park
On a motion by Cm. Rudy, seconded by Cm. Blackburn, and b y a vote of 6-0-0
with Cm. Peesapati absent, the Commission selected Cm. Bennett as the
primary member and Cm. Lau as the alternate member for Jordan Ranch Park.
Clover Park
On a motion by Cm Rudy, seconded by Cm. Bennett, and by a vote of 6 -0-0 with
Cm. Peesapati absent, the Commission selected Cm. Bennett as the primary
member and Cm. Blackburn as the alternate member for Clover Park.
Sean Diamond Park
On a motion by Cm. Rudy, seconded by Cm. Minniear, and by a vote of 6 -0-0
with Cm. Peesapati absent, the Commission selected Cm. Blackburn as the
primary member and Cm. Gabriell as the alterna te member for Sean Diamond
Park.
Dougherty Hills Dog Park
On a motion by Cm. Blackburn, seconded by Cm. Minniear, and by a vote of 6-0-
0 with Cm. Peesapati absent, the Commission selected Cm. Gabriell as the
primary member and Cm. Rudy as the alternate member for Dougherty Hills Dog
Park.

DESCRIPTION:
The following report is specific to Heritage and Cultural Arts programs. The information
provided reflects rentals, activities, and events during the month of February 2019.
Facility Rentals
The Heritage Park Sunday School Barn had one facility rental in the month of February.
Class Enrollment
A total of 275 students enrolled in music, dance, theater and art classes.
Exhibits
The ongoing temporary exhibit “The Dublin Chamber of Commerce’s First Fifty Years:
1968-2018,” is on display in the Schoolhouse Museum’s Little Classroom through March
2019.
“Parks Air Force Base: 1951-1959” is on display at Dublin Camp Parks Military History
Center through May 10, 2019.

On Saturday, February 2, the City hosted a groundbreaking for Clover and Sunrise
parks. Approximately 50 invited guests and neighbors came out for a short ceremony
and refreshments.

Parks and Recreation Master Plan Update

EXECUTIVE SUMMARY:
The Commission will receive an informational report on the Parks and Recreation
Master Plan Update.

FINANCIAL IMPACT:

DESCRIPTION:
The Parks and Recreation Master Plan (Master Plan) establishes goals, standards,
guiding policies, and action plans to guide the City in the acquisition, development,
management, and maintenance of Dublin parks and recreation facilities through build -
out in accordance with the General Plan. The outlook for the Master Plan has typically
covered a 10-year span.
The Master Plan was originally adopted in 1994 with subsequent updates in 2004,
2006, and 2015. The update in 2015 provided updated parks and facilities, land
acquisition, and park type inventories; however, it was limited or absent in community
outreach, engagement, survey(s), and analysis. As a result, the need exist s for a more
comprehensive plan that includes a fully engaged community feedback component.
The 2019 Parks and Recreation Master Plan update will look at the City’s existing
parks, recreational facilities, programs, and services, and determine the current and
future level of services necessary for the community, based on public input. The plan
will prioritize the needs and desires for upgrading and improving parks, recreational
facilities, amenities, programs, and services.

The City has contracted GreenPlay, LLC (GreenPlay), a parks and recreation
management consulting firm, to work with Staff on the project. The project is currently
underway and is expected to be completed by the end of 2019.
Staff is in the process of scheduling a series of public input meetings for the month of
April. On April 9-10, multiple focus group meetings will be held with stakeholders,
including Staff, Parks and Community Services Commission, and Heritage and Cultural
Arts Commission. On April 11, a public forum will be held to solicit input from the
general public. Once the meeting times and locations are finalized , the Heritage and
Cultural Arts Commission will be notified of the stakeholder and public meetings.
In addition to the public input meetings, a needs assessment survey will be conducted.
The results from both the public input meetings and needs assessment surv ey will be
utilized to determine the priorities for the City’s recreational facilities and activities
desired by Dublin residents; what funding sources may be available; identify potential
partnerships; and how best to support the recreational needs of the community.
