The Heritage and Cultural Arts Commission will hear a presentation from Steve
Minniear, president of the Dublin Historical Preservation Association.

Receive the presentation.
2.2. Public Comment
At this time, the public is permitted to address the Heritage & Cultural Arts Commission on non-agendized items. Please
step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3)
MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing o n the posted
agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording
Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda.
The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural
Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who
would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the
item.

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will hear a presentation from Steve
Minniear, president of the Dublin Historical Preservation Association.

DESCRIPTION:
The Dublin Historical Preservation Association (DHPA) is an independent non -profit
organization dedicated to discovery, preservation, promotion and enhancement of
historical sites, buildings, photographs, information and ephemera in and around the
Dublin area.
As a long-standing partner of the City of Dublin, DHPA has provided financial and
volunteer support for City-operated heritage facilities and programs and helped to
promote the City’s efforts in heritage preservation.
DHPA also partners with the Dublin Library, Dublin Unified School District and other
local agencies to bring attention to local history.
DHPA President Steve Minniear will present an update on the organization’s current
activities.

A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, March 14, 2019, in the Council Chamber. The meeting was called to order
at 7:00 PM, by Vice Chairperson Kathy Blackburn.

2.1. Public Comment
Cm. Blackburn opened the floor for public comment.
Vanessa Thomas, Co-Founder of the Dublin Art Collective, informed the
Commission that the organization recently received non-profit organization
status. The organization is looking forward to supporting and promoting artistic
and creative activity, awareness raising and community building in the City of
Dublin.
The Commission congratulated and thanked Vanessa for her work and
commitment.
3. Consent Calendar
Cm. Blackburn requested item 3.2 be pulled for discussion.

3.2. Heritage and Cultural Arts February 2019 Monthly Report
Cm. Blackburn opened discussion on item 3.2 of the Consent Calendar.
The Commissioners discussed how dissatisfied they are with the new abbreviated
monthly reports. They noted their frustration at the lack of detailed class
information they used to get in the Quarterly Reports and lack of comparative data
from previous months/years. They were also very frustrated to learn that Heritage
and Cultural Arts staff no longer programs the art classes.
Seeing that a speaker form was submitted for public comment, Cm. B lackburn
opened the floor to public comment.
Rich Guarienti, City of Dublin resident, stated that the City Council stays informed
of the Heritage and Cultural Arts Commission through the meeting minutes, so it is
important that this Commission receive detailed information to make informed
decisions.
Cm. Bennett reminded the Commission that staff was asked to do Quarterly
Reports in order for the Commissioners to receive detailed information on
programs, classes and events.
The Commission determined it would receive the February 2019 Heritage and
Cultural Arts Monthly Report and have a representative (Steve Minniear) request a
meeting with the Parks and Community Services Department Director to get more
information on the director's vision for the Heritage and Cultural Arts Commission
and the reorganization of the Parks and Community Services Department,
particularly as it affects heritage and art-related programming.

7. New Business
7.1. Parks and Recreation Master Plan Update
Ms. Tegan McLane, Cultural Arts and Heritage Manager, presented the specif ics
of the item as outlined in the staff report.
The Commissioners shared their concerns that they will not be given ample
opportunity to provide input and comment on the Parks and Recreation Master
Plan. They questioned how subsequent Heritage Park and Museum Master Plan,
Public Art Master Plan, or Cultural Arts Master Plan would fit with the Parks and
Recreation Master Plan. They felt that developing those plans separately could
result in either disjointed plans or restrictions imposed on the subsequent master
plans.
Cm. Blackburn opened the floor for public comment.
Rich Guarienti, Dublin resident and former Parks and Community Services
Commissioner, stated that he was a commissioner when a previous Parks and
Recreation Master Plan was developed, and the Heritage and Cultural Arts
Commission was not involved.
Cm. Minniear and Cm. Blackburn stated that they will request a meeting with the
Parks and Community Services Department Director to discuss this matter.
The Commissioners discussed moving the Heritage and Cultural Art Commission
meeting in April in order to allow those who wished to attend the open public
meeting for the Parks and Recreation Master Plan on April 11, 2019.
ACTION:
On a motion by Cm. Bennett, seconded by Cm. Lau, and by a vote of 5-0-0, with
Cm. Rudy absent, the Commission voted to move the Heritage and Cultural Arts
Commission meeting on April 11, 2019 to another date in order to attend the
Parks and Recreation Master Plan open public meeting and requested Staff
consult the calendar and provide several possible alternative dates.

The Commissioners provided brief informational reports on the TedX event at Shannon
Community Center; a musical public art piece in San Francisco that measures and
responds to air pollution; the Monet art exhibit; and an update on the statues for the
Veteran's Art for Don Biddle Community Park.
Ms. McLane provided updates on the utility boxes, the Holi Festival event at Emerald
Glen Park, Farmers Market opening on April 4, and recruiting for a new commissioner to
replace Cm. Peesapati.
9. Adjournment
There being no further business, the meeting was adjourned by Cm. Blac kburn at 8:18
PM.
