public art program featuring multiple treatments by different artists on a singular
theme.

A Special Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, April 4, 2019, in the City of Dublin Council Chamber. The meeting was
called to order at 7:00 PM, by Chairperson Sammy Jo Rudy.

2.1. Presentation by the Dublin Historical Preservation Association
Cm. Rudy called Steve Minniear to the podium.
Steve Minniear, president of the Dublin Historical Preservation Association,
presented an overview of the organization's mission, history, past and current
projects, and the partnership with the City of Dublin.
Cm. Rudy opened the floor for questions from Commissioners.
Commissioners asked about the organization's current membership and past
achievements.
Mr. Minniear responded to the Commissioner's questions.
Seeing no other questions, Cm. Rudy closed the floor and thanked Mr. Minniear
for his presentation and for his organization's contributions and efforts.

3.1. Approve the minutes of the March 14, 2019 Meeting of the Heritage and
Cultural Arts Commission.
Cm. Rudy opened discussion on item 3.1 of the Consent Calendar
Cm. Minniear requested that item 3.2 in the Heritage and Cultural Arts Commission
Meeting Minutes of March 14, 2019 be amended. Cm. Minniear stated it was the
Commission as a group that requested a meeting with the Parks and Community
Services Department Director, so the summarization should be revised to
representatives requesting the meeting as opposed to a sole representative (Steve
Minniear).
The Commission decided that it would approve the Heritage and Cultural Arts
Commission Meeting Minutes of March 14, 2019 with the amendment requested
by Cm. Minniear.

The Commissioners provided brief informational reports on a Dublin Arts Collective
meeting, the upcoming Parks and Recreation Master Plan focus groups, the meeting
with the Parks and Community Services Director, and the art selection process for the
Alameda County Fair. Cm. Iharosi introduced herself and said she was glad to be back
on the Commission.

the utility boxes, the art work at the Kaiser Permanente building, Dublin Pride, Farmer s’
Market, and the outdoor concert series.

DESCRIPTION:
The Heritage and Cultural Arts Division fosters meaningful connections through
engaging programs, memorable experiences, and inspiring spaces that celebrate our
diverse community and rich heritage. Following is a summary of Heritage and Cultural
Arts activities and events held in the month of March 2019.
HERITAGE ACTIVITIES
Heritage Park and Museums Exhibits
The ongoing temporary exhibit “The Dublin Chamber of Commerce’s First Fifty Years:
1968-2018,” ended its display in the Schoolhouse Museum’s Little Classroom in March
2019.
Dublin Camp Parks Military Exhibits
The ongoing temporary exhibit “Parks Air Force Base: 1951-1959” continues through
May 10, 2019.
Events
Heritage Park and Museums’ Hands on History activity for March was making beeswax
candles. Four participants attended.
Rentals
Heritage Park had three rental facilities at the Sunday School Barn and Old St.
Raymond Church.

PUBLIC ART
Private Development
Kaiser Permanente began installation of Rob Ley’s “Double Exposure” sculptural mural
that will be affixed to the façade of the new Kaiser Dublin Medical Center.
Public Art Capital Improvement Projects
Both the Veterans Art and Public Safety Complex Projects are in the engineering phase,
with fabrication set to begin later this spring.
Utility Boxes
Utility boxes are in the contract phase, with painting set to begin next month.
SPECIAL EVENTS
City Events
Beautiful weather helped to draw an estimated 78,000 att endees to the 36th Annual St.
Patrick’s Day Celebration on March 16 – 17, making it the third largest in City history.
Live Irish music and dance entertained crowds throughout the weekend on the Main
Stage, Pub Stage, Irish Dance Stage and the Irish Tea Cottage. A total of 253 vendors
sold food, arts and crafts along with promotions by Dublin businesses, festival sponsors
and nonprofit groups. The Rotary Club operated beverage booths and experienced their
most successful year to date.
The Dublin Lions Club St. Patrick’s Day Parade reported 71 parade entries, 2200
parade marchers, 14,000 viewers, and was led by Grand Marshall Steve Minniear.
Other related events included the Shamrock 5K, with 2,150 runners and the
Firefighters Local 55 Pancake Breakfast, which served 900 pancake breakfasts
raising money for the Alameda County Fire Fighters Association Charity Fund.
Total cash sponsorships for the festival reached the highest mark ever at $80,650, with
$70,000 in festival sponsorships and $10,650 for the Shamrock 5K Race. This is $400
above last year's record of $73,500 for the festival and $6,750 toward the Shamrock 5K
Race. Additionally, in-kind donations also reached a high mark at $22,575, with
$11,745 for the festival and $10,830 for the Race.

springtime holiday with a traditional color throwing activity and Bollywood music. The
event sold out with attendance capped at 1,000.
Special Event Permit
In 2017-18, at the direction of the City Council, Staff began working with community
groups and agencies to facilitate events held at City-owned parks and facilities. Special
events produced by third parties, when properly coordinated through Staff, maxim ize
the use of City parks and facilities, while minimizing direct expense to the City, including
Staff time.
Special events organized by outside groups or agencies in the past include two different
Holi Festivals, an Eid Celebration, a Chinese Moon Festival and a Teen Expo Battle of
the Bands. In working with event organizers, Staff has identified what pertinent
information should be required by outside groups to ensure successful events.
To simplify the process, Staff developed a Special Event Permit that includes details
about the City’s process and required paperwork and eliciting complete information from
the groups at the beginning of the planning process. The Parks and Community
Services Commission recommended a Special Event Permit application fee of $325 to
the City Council to cover the expense of Staff time involved in processing each event
application. The fee does not include any Staff time required to set-up, work, or break
down the event. User groups receive a separate estimate of labor charges for Event
staff supervision, maintenance and, if necessary, fire or police on site.
This charge is separate from, and in addition to, any park or facility rental charges.
Groups which qualify for an Arts Space Grant may still request to use approved city-
owned facilities at no charge. However, renters not qualifying for the Arts Space Grant
will pay the published rental rate, depending on their status as a resident, nonprofit
organization or business, and the type of event. Fundraising events are char ged as
commercial events, even if the group is a nonprofit organization.

Discussion of Temporary Art

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will consider the concept of a temporary
public art program featuring multiple treatments by different artists on a singular theme.
STAFF RECOMMENDATION:
Provide a recommendation regarding a temporary public art program featuring multiple
treatments by different artists on the same theme.
FINANCIAL IMPACT:
The cost for a temporary art program would vary, depending on such factors as the cost
for fiberglass figures and the stipend to artists to paint the figures. Revenue could also
be recouped from sales of the figures after the display ends, if the program chosen
supports the selling of art.
DESCRIPTION:
Many cities have temporary art programs in which fiberglass or p lastic figures are
decorated by various artists and displayed, often within walking distance of each other
and in a pedestrian area such as a downtown or Park.
This type of exhibit gained popularity with “Cow Parade," which started in Zurich,
Switzerland in 1998 and came to Chicago in 1999, and has been touring in the US and
internationally since then.
The cows prompted other cities to commission fiberglass artwork specific for their city,
and now it is relatively easy to purchase fiberglass figures from a catalog for this
purpose.

The City of Danville recently announced it will unveil Dogs of Danville: Unleashed,
displaying 15 painted dogs in the downtown area beginning in May and running through
summer. The dogs cost $350 to purchase from a catalog. Sponsors are being asked to
donate $1000 per dog, in exchange for having a dog displayed in front of the sponsors
business. The dogs will be auctioned at the end of the summer. (Attachment 1)
For the past two years, the Alameda County Fair has recently run a "Hometown Herd"
fundraiser exhibit, in which cities were invited to sponsor and paint cows that are
displayed at the fairgrounds. Dublin participated the first year, but not the second.
Other Northern California examples of this type of exhibit include San Francisco's
Hearts, San Jose's Sharks, Santa Rosa's Peanut characters.
These types of exhibits are not limited to fiberglass figures. Pleasanton displayed an
exhibit of painted wooden cows in 2001.
The concept of a temporary exhibit where multiple artists offer their treatments on a
singular theme was one of the choices offered in the online survey referencing Public
Art that Dublin conducted in 2017. Sixty-three percent of respondents expressed
interest in this type of public art.
Staff requests the Commission consider this type of temporary art, and discuss ways to
incorporate the City’s branding, such as the shamrock, into temporary Art in a Park or a
highly visible area in Dublin.
