The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not

3.2. July and August 2019 Heritage and Cultural Arts Division Monthly Report
The Heritage and Cultural Arts Commission will receive a report on Cultural Arts and
Heritage division activities conducted in July and August 2019.

5.1. Review of Phase 4 of the Dublin Historic Park Master Plan

The Heritage and Cultural Arts Commission will continue its discussion of the
elimination of Phase 4 from the Dublin Historic Park Master Plan as well as options
for include other types of memorials in the existing cemetery.
STAFF RECOMMENDATION:
Recommend to the City Council the elimination Phase 4 from the Dublin Historic
Park Master Plan and consider a recommendation to incorporate memorial benches,
boulders and trees into the existing cemetery.

6.1. Public Art Master Plan Update
The Commission will receive a status report on the Public Art Master Plan Update.

A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, August 8, 2019, in the Council Chamber. The meeting was called to order at
7:00 PM, by Chairperson Kathy Blackburn.

La Shawn Butler, Parks and Community Services Director, presented the specifics
of the item as outlined in the staff report.
Cm. Blackburn opened the floor for questions.
Cm. Blackburn opened the floor for discussion on the program timeline.
The Commissioners discussed the time it would take for potential artists to go
through the process and complete the artwork. They also talked about a timeline
ending in March before the St. Patrick's Festival so the chairs could be displayed.
ACTION:
On a motion by Cm. Blackburn, seconded by Cm. Bennett, and by a vote of 6 -0-0,
with alternate Cm. Wolski voting, the Commission voted to recommend the display
timeline to begin with launch date coinciding with the St. Patrick's Festival.

The Commissioners discussed the stipend amount for artists. Cm. Minniear
suggested $1,000 which is a similar amount paid for the Utility Box Art Program.

On a motion by Cm. Minniear, seconded by Cm. Iharosi, and by a vote of 6 -0-0,
with alternate Cm. Wolski voting, the Commission voted to recommend a stipend
amount of $1,000 for artists selected for the Temporary Art Program.

7.1. Sean Diamond Park Art Selection
Rich Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report and then invited Saori Ide and Jonathan Russell from
Ride Art Studio to the podium to present their proposal.
Ms. Ide and Mr. Russell presented the specifics of their proposed public artwork
for Sean Diamond Park.
Cm. Blackburn opened the floor for questions.
The Commissioners asked about lighting, the longevity of the colors used on the
artwork, potential obstruction from trees overtime, and issue with sound from the
wind generated rotating pieces.
The artists responded to questions and Cm. Blackburn thanked Ms. Ide and Mr.
Russell for their presentation.
Mr. Jochner then invited Yoshio Taylor to the podium to present his proposal.

Mr. Taylor presented the specifics of his proposed public artwork for Sean
Diamond Park.
Cm. Blackburn opened the floor for questions.
The Commissioners asked about the maintenance required, the seating area, and
the height of the sculpture's lowest point.
Mr. Taylor responded to questions and Cm. Blackburn thanked Mr. Taylor for his
presentation and then opened the floor for discussion.
The Commissioners discussed the designs of both art pieces. Cm. Bennett stated
his concern about the height of Mr. Taylor's proposal.
ACTION:
On a motion by Cm. Minniear, seconded by Cm. Bennett, and by a vote of 5 -1-0
with alternate Cm. Wolski voting, the Commission voted to recommend the public
artwork proposed by Saori Ide and Jonathan Russell of Ride Art Studio for City
Council approval.

Park.

The Commissioners asked about the paint used for the mural, how the artwork
connects to the outside wall, painting on the steps, and the detail or crispness of
the actual design.
Mr. Rose responded to questions and Cm. Blackburn thanked Mr. Rose for his
presentation and then opened the floor for public comment.

The Commissioners discussed their enthusiasm for the proposal, specifically, the
connection to nature, the community involvement component, and the
appropriateness of the design.

On a motion by Cm. Minniear, seconded by Cm. Iharosi, and by vote of 6 -0-0 with
alternate Cm. Wolski voting, the Commission voted to recommend the public
artwork proposed by Joey Rose for City Council approval.

8. Other Business
Commissioner Sawsan provided brief informational reports about a meeting with the
Mayor regarding the Cultural Arts Center, the Dublin Art Collective's "Paint on the Patio"
fundraising event, and the murals in Athens, Greece. The Commissioners asked
questions about the Cultural Arts Center, the community survey regarding the arts center,
available space for storing art exhibit materials, a brochure highlighting the utility boxes,
the status of the Dubliner art piece.
Ms. Butler responded.

The Heritage and Cultural Arts Commission will receive a report on Cultural Arts and
Heritage division activities conducted in July and August 2019.
STAFF RECOMMENDATION:
Receive the report.
DESCRIPTION
The Heritage and Cultural Arts Division fosters meaningful connections through
engaging programs, memorable experiences, and inspiring spaces that celebrate our
diverse community and rich heritage. Following is a summary of Heritage and Cultural
Arts activities and events held in the month of July and August 2019.
HERITAGE ACTIVITIES
Heritage Park and Museums Exhibits
The ongoing temporary exhibit “Dublin’s First Inhabitants,” ended its display in the
Schoolhouse Museum’s Little Classroom on August 19.
Dublin Camp Parks Military Exhibits
The ongoing temporary exhibit “Spring Sports at Camp Parks” continues through
November 8.
Events
On July 12, the DIVCO Milk Truck Display and ice cream social took place at Heritage
Park. Community members had the opportunity to view vintage milk trucks, enjoy ice
cream, barbeque, live music, and take tours of the Kolb House. This event was put on
by the DIVCO Club of America and the Dublin Historical Preservation Association. An
estimated crowd of more than 300 attended the event.

During the month of July, Heritage Park hosted three youth summer camps. They were
Tri-Valley Young Performers (21 participants), Acrylic Painting (12 participants), and
Kinder Drama (15 participants). During the month of August, Heritage Park hosted three
youth summer camps. They were Tri-Valley Young Performers Comedy Improv (24
participants), Tri-Valley Young Performers Kinder Drama II (10 participants), and Acrylic
Painting Camp (5 participants).
On July 25 and 26, Tri-Valley Young Performers Summer Camps provided
performances of “Mary Poppins, Jr.” at Heritage Park.
Heritage Park and Museums’ Hands-on History activity for July was making Tule Boat
model crafts and participating in seed and nut grinding using old mortars and pestles,
like native Ohlone tribes. Eight participants attended. The Hands-on History activity for
August was planting vegetables in pots to take home.

Heritage Park had three facility rentals at the Sunday School Bar n and Old St. Raymond
Church in July and two rentals in August.

PUBLIC ART
Private Development
Avesta Development Group’s proposal for public artwork at Elegance at Dublin was
approved by the City Council.
Public Art Capital Improvement Projects
The artist for the Public Safety Complex Public Art piece is preparing for installation in
the first quarter of 2020. Dougherty Hills Dog Park replacement artwork was approved
by the City Council. A photo shoot day is planned for October 5 where owners can have
their dogs photographed for potential use as a silhouette in the final artwork.
SPECIAL EVENTS
City Events
Every Thursday, the Dublin Farmers’ Market is held at Emerald Glen Park from 4:00 to
8:00pm. The market schedule includes themed Family Nights, Community Nights and
Green Dublin Nights, as well as entertainment, crafts, and representation by local
businesses. On July 11, a concert featuring the tribute band “Fleetwood Mask”, had an
estimated attendance combined with the Farmers’ Market of more than 4,500, which is
the highest attendance this season. The Summer Concert Series concluded its five -

week summer run on August 8, with the Rjae HAAS Band. Over the course of those five
consecutive weeks approximately 16,000 attendees attended the market and concerts.
The Farmers’ Market continues through September.
On July 13 and 14, a Family Campout was held at Alamo Creek Park with 179
participants. Campers played lawn games, made arts & crafts and participated in a
basketball clinic led by several Junior Warriors coaches. A campfire sing-along was led
by Bingo Schmingo. On August 3 and 4, the third and final summer Family Campout,
held at Schaefer Ranch Park, sold-out with 225 participants. Campers played lawn
games, made arts & crafts and watched a reptile show by Python Ron. A campfire sing-
along was led by Martin and his Green Guitar. Dinner and breakfast are served to
campers, as well as a campout favorite, s’mores.
On July 25, Picnic Flix showed the feature Disney film Coco with an estimated
attendance of 1000. The third and final Picnic Flix summer movie, Incredibles 2, was
shown on August 30 with an estimated attendance of 750. Local businesses were on
site with giveaways and prizes, as well as food vendors including Lucille’s BBQ serving
up dinner and snack items.

FINANCIAL IMPACT:
There would be future General Fund savings, both capital and operational, related to
the elimination of Phase 4 of the Historic Park Master Plan.
DESCRIPTION:
Background
On July 18, 2017, the City Council directed Staff to bring back for discussion a report
outlining the progress of the improvements identified as a result of the Dublin Historic
Park Master Plan.
During the August 15, 2017 City Council meeting, Staff provided estimated costs for
each of the five phases of the Dublin Historic Park Master Plan and recommended the
modification of the current plan to exclude future phases from the Park. At that meeting,
City Council directed Staff to review the current Dublin Historic Park Master Plan last
updated by Royston Hanamoto Alley and Abey (RHAA) in June 2008, have a consultant
do preliminary work to gauge feasibility of expanding the cemetery, and present the
findings to the Heritage and Cultural Arts Commission for discussion. A representative
of the Dublin Historic Preservation Association and another Community member were in

support of excluding or postponing phases two and three and considering the feasibility
of the Cemetery expansion.
In 2018, the consultant RHAA, who prepared the Cemetery Renovation and Expansion
Master Plan Update in 2014 was contracted to update the economic analysis of
expanding the cemetery. Their analysis indicated that the original business model, using
a partner to operate the cemetery, was no longer feasible. They estimated it would take
15+ years of operation to break even on the initial capital outlay, more than 30 years to
be profitable and more than 50 years to raise enough endowment funds to provide
perpetual care for the grounds.
The Parks and Community Services Commission considered this item at their June 17,
2019 meeting and voted unanimously to eliminate phases two, three and four (the
cemetery expansion). The Commission did express interest in adding public artwork,
outdoor interpretive signage or other self-guided history displays, and some type of a
memorial garden or wall where community members can honor loved ones with an
engraved brick or some similar tribute.
During the July 11, 2019, Heritage and Cultural Arts Commission meeting, Staff
reviewed the Capital Improvement Program for the Dublin Historic Park Master Plan. On
a motion by Commissioner Minniear, seconded by Commissioner Iharosi, and by a vote
of 5-0, with Commissioner Bennett absent and alternate Commissioner Wolski voting,
the Commission voted to recommend the elimination of phases two and three, but
wished to continue the discussion on phase four of the Dublin Historic Park Master
Plan.
Phase 4 consists of the acquisition of land south of the park, currently owned by the
Dublin Historic Preservation Association for a cemetery expansion. It includes
placement of in-ground burial plots (34); cremation vaults (200), low columbarium
niches (375), and 1,860 high columbarium niches. Phase 4 would include land
acquisition, construction of a pedestrian bridge across Dublin Creek, grading,
landscaping, hardscape and park furnishings. The estimated cost of this phase in 2017
was $6.5 million. This phase is not currently funded, though approximately $4 million
has been set aside in General Fund reserve.
With the possible elimination of Phase 4, Staff began exploring possible solutions to
allow community members the opportunity to have their remains placed at the Cemetery
or family honored without expanding the cemetery’s footprint.
Staff researched the use of cremation monuments to be placed in designated areas
around the cemetery. The cremation monuments could be benches, boulders, or the
planting of a tree with a memorial plaque.
Benches
In March 2018, City Council approved the installation of a memorial bench at the
cemetery to be installed behind the Dublin Pioneer Cemetery Sign. (Attachment 1) The
benches have the option to include cremations. Benches range in cost from $1000-
$3000. This does not include shipping and handling or installation.
Boulders

Memorial boulders could be designed to blend into the natural surroundings. The
boulders would be hollowed for containment of cremation ashes or a cremation urn.
This option would allow more flexibility on the placement of the memo rial in the
cemetery. (Attachment 2) Boulders range from $700-$2500. This does not include
shipping and handling or installation.
Trees
Trees could be planted alongside a memorial plaque. This option would not include a
burial or storage of ashes or a cremation urn. Staff recommends hawthorn trees to
assist in replacement of hawthorn trees that have been lost or are nearing the end of
their life currently residing at the cemetery. (Attachment 3)
Staff has identified locations at the cemetery (Attachment 4) that would be suitable for
memorial benches. Locations A and B show potential areas that could be graded and
landscaped to become sitting spaces with great views of the park and cemetery.
Location A could accommodate five benches and location B could accommodate three
benches. Location C illustrates the possible location of memorial boulders. This is the
open space that is currently between the cemetery plots and Dublin Creek. The natural
look of the boulders would blend in nicely to the environment without disrupting the
current aesthetics of the cemetery. Staff estimate that 10 memorial boulders could be
added to this location. Location D is ideal for the tree and plaque options. This pathway
is known as Hawthorn Way because it is lined with hawthorn trees.
The Memorial Program would consist of the City specifying pre-approved designs for
the chosen amenity (plaque, bench, boulder). The cost of the purchase and installation
of the memorial monument would then be passed onto the customer for placemen t in
designated spaces.
Based on results from the 2019 Parks and Recreation Survey conducted by RRC
Associates and Greenplay LLC, Heritage Parks and Museums received a high score in
meeting the needs of the public and additional cemetery space was not li sted among
the greatest needs in Dublin. The survey results support that the community views this
park as complete and that the additional, unidentified funding necessary would not add
value to this unique facility.
Staff requests that the Commission make a recommendation to the City Council to
eliminate Phase 4 and consider whether to recommend the establishment of a memorial
program including benches, boulders and trees to allow for the continued placement of
remains at the cemetery without expanding its footprint.

The Commission will receive a status report on the Public Art Master Plan Update.

DESCRIPTION:
The City of Dublin adopted its first Public Art Master Plan in 2003. Many of the projects
outlined in that document have been completed. An update is needed to identify new
goals, projects and recommendations, streamline processes and make them easier to
understand and follow.
In February 2019 the City entered into a contract with consultant GreenPlay, LLC to
assist Staff in the Parks and Recreation Master Plan Update. GreenPlay was founded
in 1999 and has worked with many other cities on similar master plan s, including the
cities of Clovis, Encinitas, and Santee.
During the months of April – June, 2019, several community and focus group meetings
were held and a needs assessment survey was distributed to the public with an ending
date of June 21, 2019.
In July and August, GreenPlay tabulated the results of the survey and began writing the
draft Plan, into which the survey results will be incorporated.
GreenPlay will provide a status update report on the draft Plan and the next steps in the
