CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Heritage & Cultural Arts Commission on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda. The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Heritage & Cultural Arts Commission Minutes November 14, 2019 The Heritage and Cultural Arts Commission will consider approval of the minutes of the November 14, 2019 Meeting. STAFF RECOMMENDATION: Approve the minutes of the November 14, 2019 Meeting of the Heritage and Cultural Arts Commission. 3.2. November 2019 Heritage and Cultural Arts Division Monthly Report The Heritage and Cultural Arts Commission will receive a report on the Cultural Arts and Heritage Division activities conducted in November 2019. Adirondack Chair Temporary Art Display Program Art Selection The Heritage and Cultural Arts Commission will select artists' proposals to paint/decorate twenty Adirondack chairs to be displayed in public places within the City. STAFF RECOMMENDATION: Select design proposals for 20 Adirondack chairs for recommendation to the City Council for approval. 7. NEW BUSINESS 7.1. Review of Programmatic and Design Elements of the Cultural Art Center Project The Heritage and Cultural Arts Commission will receive a presentation from Group 4 Architecture Research and Planning, Inc., the City's consultant on the Cultural Arts Center project, on programming options and design values for the facility. STAFF RECOMMENDATION: Receive the presentation and provide input. 8. OTHER BUSINESS Brief information only reports from Commissioners and/or Staff, including committee reports and reports by Commissioners related to meetings attended at City expense (AB1234). 9. Temporary Art Display Program Shaun Chilkotowsky, Heritage & Cultural Arts Manager introduced himself and presented the specifics of the item as listed on the Staff Report. Cm. Minniear opened the floor for questions. The Commissioners asked Staff clarifying questions on current submissions for the temporary art display program, guidelines that qualify an individual as an art professional, guidelines for a commissioner wishing to make a submission, and how the monies from the art auction would be used. Staff responded to the questions of the Commission. Director Butler responded that proceeds from the art auction would go into the City's Public Art Fund. Cm. Minniear opened the floor for public comment. Vanessa Thomas of the Dublin Art Collective commented that the Art Collective is supportive of the program. Cm. Minniear closed the floor for public comment and then opened the floor for discussion. The Commission discussed possible alternative catch phrases for the temporary art display program. Two members of the public stated they preferred the catch phrase "A Chair to Remember". The Commission commented that the catch 3.1.a Packet Pg. 5 Attachment: 1. Other Business Staff provided brief informational reports about the upcoming construction of a Cultural Arts Center to be located at the Civic Center where the current Police and Public Safety offices are located. 9. DESCRIPTION: HERITAGE PARK ACTIVITIES Heritage Park and Museums Exhibits The “Toys and Games Through Time” exhibit continued in the Little Classroom of Murray School House. This exhibit will be on display until March 29, 2020. Dublin Camp Parks Military Exhibits On November 9, 2019, a new exhibit called “Fall Sports at Camp Parks” opened at the Dublin Camp Parks Military History Center. On November 17, 2019, an Open House was held celebrating the new exhibit. The event included conversations with the curators, music, refreshments, and viewing the new exhibit. Tours On November 7, 2019, a private group of six adults participated in a guided tour of Heritage Park and Museums. Volunteer Projects 3.2 Packet Pg. 7 Page 2 of 2 On November 6, 13, and 20, 2019, volunteers in the Dublin Heritage Park Garden Group worked in the flower and vegetable gardens, pulling weeds, trimming plants and preparing the garden for the winter season. Heritage Music Jam This ongoing drop-in program on Tuesday evenings had 24 musicians participate during November. Rentals Heritage Park had six rentals in November. Facility, Picnic Area and Field Names November 2019 Rentals Heritage Park Kolb Barn 3 Heritage Park St. Raymond’s Church 3 SPECIAL EVENTS Event Staff is currently in the planning stages for the Annual Holiday Tree Lighting Ceremony which takes place on December 5, 2019, at 7 p.m. at the Dublin Civic Center and Breakfast with Santa which takes place on December 14, 2019, at 8:30 a.m., 9:45 a.m., and 11:00 a.m. at the Shannon Community Center. A City Sponsor Recognition event is also being planned for January 2020. PUBLIC ART Public Art Capital Improvement Projects The Public Art design by artist Colin Selig for Clover Park was approved by the City Council at their November 5, 2019, regular meeting. MCE staff cleaned and polished the plaque for the public art piece “The Black Pool” at Alamo Creek Pool. The sprinkler system was examined per resident request; however, the water flow could not be adjusted as the system was installed prior to the artwork so the turf rotors are already established. STAFF RECOMMENDATION: Select design proposals for 20 Adirondack chairs for recommendation to the City Council for approval. FINANCIAL IMPACT: The Temporary Art Program is funded from the Public Art Fund. DESCRIPTION: On October 15, 2019, the City Council established the Temporary Art Display Program and approved the upcoming year’s “New American Backyard” Adirondack chair theme. Staff issued a Call for Artists on October 30, 2019, publicizing the opportunity through normal City outreach channels (website, social media, etc.), as well as via email to a list of interested artists, past Dublin utility box artists, registrants in the Cultural Arts database, nearby art schools, the Dublin Arts Collaborative, and the California Cultural Arts Council website. The deadline to apply was November 29, 2019. According to the City’s current Public Art Master Plan, all public artwork must be produced by professional artists or under the direction of a professional artist. Student artists may work under the guidance of a vi sual arts teacher or practicing visual artist, therefore students applying for the temporary art Adirondack chair project have been asked to name an adult professional artist who will serve as their sponsor and who can complete the work should the student artist be unable to do so. Twenty-five artists submitted design proposals, for a total of 38 designs for 6.1 Packet Pg. 9 Page 2 of 3 consideration. The artists are: 1. Alexandra Riddle 2. Alison Halford 3. Growing up in Dublin and loving to explore, there was always a hidden trail to hike down or a hidden beauty to find; and with having many friends live up in the Dublin hills, many of those wonders could be found right out the backyard gate. This piece is about the astonishing nature that fills our town. In furthering her education, Colleen received a certificate in Graphic Design from Otis Parsons School of Design in Los Angeles which led her to start her own design firm creating design within the disciplines of fine art, graphic art, interior design, photography and art instruction and is still going strong after 26 years. Passion for fine art led her to the Academy of Art in San Francisco where she received a Master of Fine Art in Painting in 2017. The “Welcome to Dublin” design was inspired by travel postcards, and I added it to showcase the welcoming, positive environment sought out in Dublin. I have published a novel Calle 10 (Mercury House) and a book of poetry Traces (Bilingual Review Press). In 2013, I was commissioned by the Sacramento Metropolitan Arts Commission to write a poem for the Words on Walls project, a project that teamed writers up with designers to transform the poem in to a mural. The mural still stands on Del Paso Boulevard in Sacramento. This is the idea behind my designs. I wanted to combine poetry and visual art. Recently, I had the opportunity to paint newspaper boxes for the Sacramento News and Review as part of their effort to create public art. One box is now on display on the campus of Sacramento City College where I teach. The other is stationed on a corner in midtown Sacramento. Those images inspired a poem about my grandfather, “El Gigante.” The design includes the first two lines (in white) from the poem and stencil images of Olmec heads (in white). The original rendering of the design extends the lines across three panels (in flat gray primer). Jennifer Huber Proposal (Temporary Art Display Program Art Selection) Ar st Statement Backyard Hummingbird Feeder The challenge of the Adirondack chair planning a design that can withstand disruptions from separated slats and awkward panels, therefore I propose using small animals to ill the spaces. The past few years I have been painting such creatures on rocks for sale or to leave around Dublin for my neighbors to ind (Kindness Rocks Project). These are careful, intricate studies of animals; birds, bees, butter lies, beetles, salamanders, and lizards. For these subjects to stand out as the colorful jewels of our backyards I will place them on a buff or natural Titanium white background with Naples yellow and amber tones blended in towards the edges. Without a competing background, a lash of green in a hummingbird or the iridescent shimmer of a beetle’s shell, will be the only color, aside from the Hummingbird Feeder glinting like a sapphire in the sun. Design from the top down: From the top of the chair to the seat will feature animals in light (including the back of the chair). Expect to see butter lies, hummingbirds, small seed-eating birds, and a swift or two. Bees, butter lies, and dragon lies will contrast against the larger birds. For the seat and arms I will paint in delicate beetles and pearlescent snails. Not too many, just enough to show off their beauty. Mourning Doves will stand stand on the seat, alongside one of the more intricate butter lies. I also hope to sneak in a glistening salamander as well as one of the local Fence Post lizards on the lower rungs of the chair. A word on the design: I want to keep the colors and the open feel of the chair I present to you, however, I do enjoy painting small details around the chair. American Backyard represents the convening of neighbors, youth and adults alike, in one place to create long-lasting memories. Entitled "The Gathering Place" each color in the designs portrays an individual people and families within the Dublin community evolving together to create a greater cohesive body. I designed the art as apart of the chair, sculpture-like, as opposed to a separate painting then placed upon the chair. I desire to accentuate the curves, lines, and features that it offers. I view the chair as a place of rest as it evokes reflection and calm. I envision gatherings and making of memories within and around the chair. Each color within its make up offers an important quality to the design not complete without the other. Shirley Manan Proposal (Temporary Art Display Program Art Selection) SHIRLEY MANAN The Painted heART Studio IG: @thepaintedheartstudio Website: www.thepaintedheartstudio.com Shirley Manan began oil painting at the age of 7, taking private lessons from world-renowned artist Bruni Sablan, creator of the Jazz Master Series by BRUNI. Her father had passed when she was 3 years old and she found her greatest joy and healing through art. Her passion for painting continued over the years as she received a B.S. in Marketing and a Studio Art Minor at Santa Clara University. Her paintings are mostly oil or acrylic on canvas and her creative work consists of bright landscape scenes or still life with vibrant colors. She is a self-taught studio artist and a full-time Sales & Marketing Executive in the travel industry. Her many travels around the world have inspired most of her paintings. In 2009 she traveled to Lake Como, Italy, and took a workshop on French Impressionism at Fresia Studios. She instantly fell in love with both plein air painting and French Impressionism. In 2010 she met talented studio artist Constantine Abramson and learned how to paint with watercolors. She has assisted him with 3 large murals and has since painted one of her own. One of the most rewarding murals she assisted him with is a jungle-themed mural for the San Francisco Ronald McDonald House Children’s Playroom. In early 2015, she was asked to create a painting for a "San Francisco themed" bedroom at the new SF Ronald McDonald House at Mission Bay (inside the UCSF Marc Benioff Children's Hospital). She enjoys working with kids and has previously worked with after-school art program called Young Rembrandts. She began the Painted heART Studio in 2016 and currently teaches special corporate events (employee and client appreciations) and private art lessons to families and children. Through Kara, a grief non-profit in Palo Alto, she is accomplishing her dream of helping children heal through a special art workshop and at their summer weekend camp, Camp Erin. In October 2015, she returned to Lake Como, Italy to continue her study of Claude Monet's painting method at Fresia Studios. She looks forward to continuing her lifelong study of painting and is currently working on a unique travel series. For past 17 years, she continues to have same thrill and excitement when she picks up her palette and brush today. Her enthusiasm and energy have influenced her career towards art. Shweta strives to fully explore and respond to the timeless beauty that surrounds us all. Her art is an endeavor to express the profound formulation of mind and being. Working with the softness of colors of people and vegetation as well as contrast of light and dark, Shweta gets lost in her paintings. She paints in a signature style, wanting her viewers to discover nature and beauty with a different perspective. Shweta paints in acrylics and watercolors; her choice of medium allows her to achieve extra fine detail and complex color enhancements needed to produce visually stunning image. Shweta is the founder of EverPro Kids Inc., which provides fine art programs to K-12 students. She has taught many workshops which include easy to follow strategies to make paintings more interesting and dramatic. Her classes are verbalized in simple to understand terms, making her teaching incredibly compelling. Shweta has displayed her art works in many art exhibits as well and open art studios1, also winning a number of juried competitions. Shweta Agrawal Proposal (Temporary Art Display Program Art Selection) Palm spring • This is one of my acrylic pieces from a collection of palm trees titles “Rising High”. The source of inspiration from these series of paintings was from a past vacation to SoCal. Anytime I stepped outside from the midst of Coachella Valley and turned my head to the sky, all I could see was the horizon scattered with giant heads of palms trees. This scene really stood out to me, especially the way the light reflected off the ground onto the palm trees at dawn. Original painting – Palm Spring: 20” X 20” Acrylics on Canvas by Shweta Agrawal Mountain • This acrylic piece was inspired by a snap of Yosemite that I took when I first came to California almost 20 years ago. It is a blissful springtime memorabilia of a lavender garden engrossing the paramount mountains in the background. The purple hue of the painting combines two significant aspects of nature: the calm stability of blue and the fierce energy of red. I used a palette knife to contour shadows on the mountain, a fan brush for the trees, and a variety of brushes for the lavender garden. Original painting – Serenity(Purple Hue): 16” X 20” Acrylics on Canvas by Shweta Agrawal Galaxy • I initially painted this acrylic piece on a denim jacket that was a part of my 17-year-old son’s Halloween costume. The infinite number of stars give the piece a sense of enchantment. As if boiling with stars, the colorful blast of colors in the starry sky is simply eye candy for the viewer. My work is about creating the movement of organic forms and patterns inspired by nature. Material curated from refuse often drives the approach of the projects I pursue. The man-made and natural world informs the themes, colors, and composition in the work itself. As an artist of two cultural traditions, of the East and West, I am constantly marrying the duality in my work. The calligraphic gestures of traditional painting are my brush strokes, even when using bean pods, collecting coffee lids, painting murals or weaving plastics. The beautiful facades of my layered work hides my underlying anxiety, concern and love for the environment. Artists Bio Sophia Lee was born in Taipei, Taiwan and immigrated to Southern California at age 9. Growing up, she moves between the two places, learning languages and crossing cultures. She first studied fashion design then switching to fine art/ painting at Art Center College of Design in Pasadena, California. She moved to New York City and designed and illustrated book covers for St Martin’s Press. When 911 happened, she put into motion her dream of wandering the world. It was while she was in a museum in Kyoto, Japan that she realizes she can never stop creating. Art is the essence of who she is. She has found her voice and there are lots to say. Her first solo exhibit was held in Taipei, Taiwan in 2007, titled “l’arabesque.” Besides showing her work in galleries and other group shows in LA, Portland, NY and the Bay Area, she also paints murals and installation projects. Her love of everything inside the garden is the source of my inspiration. I want to paint her a beautiful and whimsical “secret garden” where the flowers are always in perfect bloom. Flowers of any kind will bring a smile as bright as the sun to her face. The flowers here are not exactly “realistic” but inside the secret garden, anything is possible. Usha Shaukla Proposal (Temporary Art Display Program Art Selection) BIOGRAPHY Usha Shukla was born and brought up in New Delhi, India. From early childhood she was fascinated by the outdoors. The vibrant colors of the Indian countryside left a strong impression on her. After a graduate degree in English Literature she went on to get a diploma in Fashion Design. In 1996 when she moved to San Francisco, California, with her family, she found everything different except her interaction with nature. In 2005, after a visit to the Louvre Museum in Paris, she realized her true passion for art. She enrolled in the local community college and started her formal art education. She completed her Graduate program at the Academy of Art University, San Francisco, focusing on painting. Combining her love of nature and passion for art, she paints large abstract paintings in vibrant colors. She has a unique process of mark making. Instead of conventional tools like brushes and palette knives, she moves the paint on wood panels using an air blower. Her work is collected by several local art collectors. She won the 2016-17 Clyde & Co Art Award for Emerging Artists, San Francisco and her work was exhibited in the Clyde & Co Offices. She has participated in several juried group and solo shows on the West Coast and has won awards. She has a public art mural in the city of Livermore, California. Her six paintings are installed in the East County Hall of Justice, Dublin, CA, commissioned by the Alameda County Arts Commission. Two lamppost banners of her paintings are currently placed in the Inner Sunset, San Francisco, selected by the San Francisco Women Artists Gallery. Five of her works are in the permanent collection at the Sutter Hospital in San Francisco. The Firefly Sunshine design is inspired by my nature walks in the Emerald Glen Park, Dublin, close to my home. On sunny days I see flowers reflecting sunshine as if they were hundreds of fireflies dancing and chirping. This design Gracias Sage is inspired by the greenery I see on my walks in and around Dublin city. I am always fascinated by green, the color of life, renewal, nature, and energy which is aptly seen in the Dublin neighborhood among the diverse and ever-growing community. I am constantly amazed at the diverse community of Dublin living and supporting each other and celebrating together. It is like all the different colored flowers blooming together on the first day of spring. The “New American Backyard” brand is all about people inspiring and supporting each other irrespective of their beliefs which is showcased in Dublin. Vera Gordeev Lowdermilk Proposal (Temporary Art Display Program Art Selection) Page 1 of 3 STAFF REPORT HERITAGE & CULTURAL ARTS COMMISSION DATE: December 12, 2019 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: Review of Programmatic and Design Elements of the Cultural Art Center Project Prepared by: Shaun Chilkotowsky, Heritage & Cultural Arts Manager EXECUTIVE SUMMARY: The Heritage and Cultural Arts Commission will receive a presentation from Group 4 Architecture Research and Planning, Inc., the City's consultant on the Cultural Arts Center project, on programming options and design values for the facility. STAFF RECOMMENDATION: Receive the presentation and provide input. FINANCIAL IMPACT: The Cultural Arts Center Project (CIP No. GI0120) is currently budge ted at $5,756,800 as provided for in the 2020-2025 Capital Improvement Program. The project is funded by Public Facility Fees. DESCRIPTION: Background The creation of a Cultural Arts Center in Dublin has been included in the City’s Parks and Recreation Master Plan, with the City collecting fees from development as part of its Public Facilities Fee program to cover the expense of facility construction. The future home of the Cultural Arts Center will occupy approximately 13,500 square feet of what is currently the Police Services wing at the Civic Center. In late 2015 and early 2016, the City hired two separate consulting firms to review the project concept. INDIGO / Hammond & Payle Architects, LLP (Indigo), reviewed the feasibility of adapting the existing Police Services wing into a Cultural Arts Center. This included a preliminary review of mechanical, electrical, structural and other conditions to ensure the building could be renovated to accommodate Cultural Art s activities. 7.1 Packet Pg. 190 Page 2 of 3 Following the feasibility study conducted by Indigo, the City retained ArtsMarket Inc, a nationally recognized consulting firm, to conduct a review of Dublin’s existing arts programs and facilities. ArtsMarket concurred with Indigo that the Police Services wing was suitable for a Cultural Arts Center and recommended the venue include classroom space, a maker space, a small performance space, a catering kitchen to allow for event rentals, and space that would naturally allow program overflow outside of the building. In October 2019, the City Council approved an agreement with Group 4 Architecture Research and Planning, Inc. (Group 4), to develop the Police Services wing into a Cultural Arts Center. Elements of the Cultural Arts Center Based on the previously conducted stud ies, as well as input received during an update to the Parks and Recreation Master Plan, the following programmatic element s and spaces have been identified as desirable. Black box theatre - small, multi-use, performance space that can be used for performances, rehearsals, presentations, and more. Black box theatres provide flexibility in the space configuration in order to accommodate many different uses. Dance studio Gallery space Art/multi-use classroom space Staff is confident that these spaces, with the existing limitations of the building, could be incorporated. Design Timeline Staff have met with Group 4 to review previously conducted studies, past input from the Heritage and Cultural Arts Commission, and direction provided by City Council. Group 4 has been tasked with taking this input, as well as new input and direction, to develop conceptual and schematic designs for Commission review and City Council approval. Below is the anticipated timeline of the design and input process. December 2019 - Design value and programmatic input from Heritage and Cultural Arts Commission. January 2020 - Public workshop/open house to review design and program elements and provide feedback. February 2020 - Conceptual design review and recommendation by the Heritage and Cultural Arts Commission. April 2020 - City Council approval of schematic design. 7.1 Packet Pg. 191 Page 3 of 3 Questions that will be presented to the Commission will relate to preferences on design values including, but not limited to, modern, creative, minimalist, playful, warm, sophisticated, and colorful.
