STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: In accordance with guidance from County and State officials to prevent the spread of COVID-19, the City kept most facilities closed and cancelled many programs and activities through the month of February 2021. Heritage Park Activities Museums were closed for the month of February in accordance with guidance from County and State officials to prevent the spread of COVID-19. Heritage Park and Museums Exhibits In preparation for re-opening, objects from the Heritage Collection are on display in the Small Classroom. The objects range from a series of photos showing Dublin at different stages in its development, antique furniture from the Murray School House, a collection of paintings of St. Raymond’s Church, and equipment used by Dublin families on the ranches. This temporary exhibit is scheduled to run through September 2021. 4 Page 2 of 3 Dublin Camp Parks Military History Center Exhibits The “75th Anniversary of Victory in Europe (V-E) Day” will be on display through September 2021. The temporary exhibit opened in March 2020 but due to significant closure time as a result of the COVID-19 pandemic, the exhibit will be extended to provide ample opportunity for public viewing. This exhibit looks at the end of World War II through the objects, photographs, and writings of those who participated in the war and spent time at Fleet City (Camp Parks, Camp Shoemaker, Shoemaker Naval Hospital). Virtual Recreation Center On April 7, 2020, the City launched a Virtual Recreation Center. Heritage Park & Museums contributed five short videos: •Introduction of the park briefly describing its amenities. •Tour of the Murray School House Museum and “The Journey” exhibit. •Tour of the Kolb House and a brief description of the family history. •Tour of St. Raymond’s Church with a brief introduction of the Dublin Cemetery. •Tour and informational video of Dublin Camp Parks Military History Center. These videos are a great way for the public to enjoy the site during the pandemic and allow for those out of the area to tour these facilities. These five videos have been viewed over 850 times combined through the end of February. Public Art The Utility Box Art Collection was added to the City website. The online collection includes photos, descriptions and locations of all 33 painted utility boxes. The utility box collection can be found at: www.dublin.ca.gov/1928/Utility-Box-Art. On February 12, 2021, a Call for Artists was released seeking proposals for 10 more utility boxes to be painted in Dublin in the summer of 2021. Special Events Staff is planning for the 37th Annual St. Patrick’s Day Celebration which will be held March 13- March 20, 2021. This year’s celebration will feature both at-home and reservation-based events to commemorate Dublin’s heritage, traditions, and community pride. The Imagine Playground Grand Opening is scheduled for Saturday, March 6, 2021. The event will feature a dedication and ribbon cutting ceremony to officially open the playground and unveil the Public Art piece “Conversation.” STRATEGIC PLAN INITIATIVE: None. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: At its March 4, 2020 Strategic Planning Meeting, the City Council discussed capital improvement projects for the upcoming five-year period, as well as identified future projects scheduled to take place outside of the five-year period. At its May 19, 2020 meeting, the City Council adopted a new five-year Capital Improvement Program (CIP), which covers Fiscal Years 2020-21 through 2024-25. The CIP is updated each year with projects classified into four areas: General Improvements, Public Art, Parks, and Streets. Prior to City Council approval, projects within the CIP are presented to appropriate commissions. For example, the Heritage and Cultural Arts Commission (HCAC) is presented with Public Art Projects. At its May 14, 2020 meeting, the HCAC reviewed the 2020-2025 CIP prior to City Council approval. The HCAC Staff Report from the May 14, 2020 meeting, including a list of Public Art projects, is included as Attachment 1. In June 2021, the City Council will adopt a new CIP, which can include amendments to existing projects as well as new projects. One update to the Public Art section of the CIP is being 11 Page 2 of 2 considered for this next CIP update, and is required to be reviewed first by the HCAC. The Heritage Park Public Art Project, originally slated in the CIP as a future project, is being proposed for advancement to begin in Fiscal Year 2021-22. The advancement will help align the construction impacts with other improvements, including the cemetery renovation, that are being undertaken in Fiscal Year 2021-22. A copy of the project description for the Heritage Park Public Art is included as Attachment 2. Following HCAC review, Staff will include the Heritage Park Public Art project in the updated CIP for City Council approval. Staff will bring project specifics, including artist selection, back to the HCAC as the project gets under way. STRATEGIC PLAN INITIATIVE: None. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: On May 19, 2020, the City Council will consider adoption of a new Five -Year Capital Improvement Program (CIP), which covers Fiscal Year 2020 -21 through Fiscal Year 2024-25. Before doing so, Staff provides certain portions of the draft CIP to appropriate commissions. For example, the Planning Commission receives projects for conformance with the City’s General Plan, while the Heritage and Cultural Arts Commission (HCAC) is presented with Public Art projects. The CIP is updated each year with projects classified into four areas: General Improvements, Public Art, Parks, and Streets. The proposed projects for presentation to the HCAC fall under the Public Art and General Improvement categories. At the City Council’s March 4, 2020 Strategic Planning Meeting, the Council discussed the projects for the upcoming five-year period. CIP funding reflects a combination of City resources, grant funding, public art funds and development impact fees. Staff has provided the proposed projects in the Public Art and General Improvement categories in Attachment 1. The project budget is based on the Public Art in-lieu contribution required by the Schaefer Ranch Development agreement. This project could include a monument piece at the northern edge of the park along Dublin Boulevard as well as sculpture benches, culture walks, diversity streams, and artifact cubes as originally outlined in the Heritage Park Master Plan. These artistic elements will represent Dublin's rich heritage, culture, and diversity.
