During the open call to artists, a total of 62 proposals were received from 38 individual artists. STAFF RECOMMENDATION: Consider recommending 10 Utility Box Art design proposals to the City Council for approval. STAFF RECOMMENDATION:Receive the report and provide feedback. FINANCIAL IMPACT:The Cultural Arts Center Project (CIP No. GI0120) is budgeted in the approved 2020-2025 Capital Improvement Program. There is no financial impact associated with this report. DESCRIPTION:BackgroundIn October 2019, the City Council approved an agreement with Group 4 ArchitectureResearch and Planning, Inc. (Group 4), to develop the old Police Services wing of the Civic Center Complex, which encompasses roughly 13,500 square feet, into a Cultural Arts Center that includes an art gallery, black box theatre, and a variety of other program spaces. On May 19, 2020, the City Council approved the schematic design of the proposed Cultural ArtsCenter. Since that time, City Staff along with Group 4, have been working through the design development process. This includes an approximately 600-square-foot art gallery and approximately 2,000-square-foot black box theatre. Art GalleryAt its October 8, 2020 meeting, the Heritage & Cultural Arts Commission received a presentation on operational aspects of the planned Cultural Arts Center based on Staff research of similar facilities in neighboring areas. The presentation and discussion focused on the submission and selection process, exhibits/shows, marketing, hours of operation, sale of art, staffing, and volunteers. 7 Page 2 of 4 At this meeting, additional feedback from the Commission included requiring a fee to be collected from an artist when proposals are being submitted for consideration and inclusion of a yearly youth-based exhibit. A more detailed outline of gallery related operating items is included below. Gallery Website - In addition to promoting gallery space and upcoming events, the website should be the portal for collecting gallery submissions from artists and should includedetails on artwork specifications and limitations, artist insurance requirements, and other necessary details.Gallery Exhibits/Shows - A minimum of six gallery shows per year in the art gallery (one youth-based) and eight exhibits a year in the additional gallery space are planned. Thisallows for ample exhibition time and transition time in between shows.One themed exhibit incorporating “like” artists will be hosted each year. This could includeexhibits devoted to a certain artist, group of artists, international artists, local artists, youth artists, or an art collective.A yearly juried show is also being considered. A juried art show is one at which exhibitingartists present their work to an individual, or panel of “jurors” or judges. These judgesshould be knowledgeable members of the art community, such as museum curators and gallery owners. These shows would provide emerging, mid-career, and established talentwith exposure to the Tri-Valley art community.Additional gallery space in the lobby and hallway can be circulated among a variety ofsources including local artists, academic institution art classes, Cultural Arts Center artclasses, Senior Centerart classes, and City social media art contests.Gallery Submissions – Submissions will be accepted on an ongoing basis using a web-based platform. A nominal application fee would be required by interested artists. Generally, the following timelines will be followed:Gallery Room - Exhibits will generally be planned 12-18 months ahead of display allowing ample time for artist notification and planning.Additional Gallery Space (Lobby and Hallway)- Exhibits are planned 6-12 months ahead of display, still allowing for ample time for artist notification and planning. Gallery Selection – An ad-hocselection committee will assist with reviewing submissions,recommending potential artists, and suggesting potential themes to be utilized. This system promotes transparency and non-discrimination and circumvents pressure from artistgroups. Committee members could include individuals with a professional background in art, and a City staff liaison. It is also common for agencies that use selection committees to require that a majority of the committee be Dublin residents. 8 Page 3 of 4 Gallery Volunteer Program – A strong volunteer program is essential to a successful gallery. A targeted recruitment of enthusiastic, art-savvy volunteers will help promote the gallery,answer patron questions, and safeguard the art during hours of operation. Since most galleries seldom charge admission, it is crucial to enlist volunteers rather than paid staff toassist.Gallery Hoursof Operation - Since the Cultural Arts Center will be open for daily activitiessuch as art, music, dance classes, and the black box theatre, the art gallery will be open forhours that coincide with existing facility hours. Additional open hours will depend on staffing budgets and the depth of the volunteer program.Gallery Sale of Art - Sale of exhibition pieces in the gallery spaces is encouraged. The City will retain around 30% of all sales. While artwork can be sold, it will not be removed from display until the exhibition concludes. A sold tag would be placed on items that have been purchased and reconciliation will take place with purchasers and artists at the end of the exhibition period.Black Box TheatreAt its October 8, 2020 meeting, the Commission received a presentation on operational aspects of the planned Cultural Arts Center that focused on the art gallery. During the item, questions were asked specific to the black box theatre. A black box theatre is defined as a simple indoor performance space, with level floors and plain walls, purposely designed to provide flexibility in configuration. The black box theatre included in the future Cultural Arts Center is approximately 2,000 square feet with a maximum capacity of 130 people depending on use type. A variety of room layouts will be available. For theatre layouts, thrust and end stage seating layouts are possible. Additionally, round table seating, auditorium style seating, and lecture seating could be utilized. Based on Staff research, a core operational approach is being developed with the following information being considered. Theatre Use – The theatre space will feature a variety of programming including City-sponsored or co-sponsored performances, contract programming, private performances, and private rentals. Fees, including revenue share arrangements and hourly rates, would be established based on direct costs and a portion of indirect costs, including building maintenance and administrative overhead. Additionally, the space is intended to host theatre camps, classes, and other registration-based activities.Theatre Programming - The theatre will generally be booked 12-18 months in advance as this provides adequate time for planning and rehearsal. The City intends to offer sponsored or co-sponsored performances on a frequency to best meet the needs of the community (i.e. quarterly). The City would look to third-party organizations to coordinate additional performances that would be open to the public. The City will strive to offer a variety of programming that is culturally and artistically diverse to best meet the needs of the community. A current floor plan for the future Cultural Arts Center, which includes the gallery space and 9 Page 4 of 4 theatre is included as Attachment 1. As this facility is still in the design development stage, modifications could still be needed, but Staff does not anticipate major changes at this time. Following Commission review and feedback, this information will be incorporated into a comprehensive business plan that will be developed for the planned Cultural Art Center. STAFF RECOMMENDATION:Recommend a City of Dublin Poet Laureate to the Mayor. FINANCIAL IMPACT:None. DESCRIPTION:In 2007, the City Council approved the creation of the honorary volunteer position of Poet Laureate with the first volunteer appointed to the position in 2008.At its November 3, 2020, meeting, the City Council approved updated policies (Attachment 1) governing the position of Poet Laureate. Using the updated policies, Staff recruited for the position beginning November 9, 2020. The recruitment closed on November 27, 2020, with no applications received.Due to new interest in the position, Staff re-opened the recruitment on March 12, 2021. The recruitment closed on April 16, 2021 with two applications received (Attachment 2). The applicants have been invited to attend the Commission meeting and read an original poem aloud. Staff is requesting the Heritage and Cultural Arts Commission review the applications, hear the applicants’ poems, and consider making a recommendation to the Mayor. Confirmation of the Mayor’s appointment is scheduled for a City Council meeting in June 2021. 12 Page 2 of 2 STRATEGIC PLAN INITIATIVE:None. Duties •Create and read poetry for civic events, public ceremonies, and dedications, as coordinated through City Staff. •Serve as a resource to Staff, the City Council, and the Commission; may act as a liaison between the City and local schools, literary organizations, and bookstores. •Assist with the development of classes and workshops devoted to poetry; potentially coordinate and participate in staged poetry readings. •On an annual basis, have at least one original poem displayed in a City facility. Qualifications •Be a Dublin resident; at least 18 years old. •Be the author of published poetry or be willing to publish poetry during the term if selected. •Be ready to serve a two-year term with no compensation. •Affiliation with literary organizations is preferred but not necessary for appointment to the position. Service Term The selected Poet Laureate will serve a term of two years, beginning with City Council appointment at a public meeting. A term may be renewed upon submittal of a new application, unless or until a new Poet Laureate applies and is appointed. A Poet Laureate shall be limited to four two-year terms. Application Process Between October and December of the year prior to the formal appointment by the City Council, applicants will be required to submit the following: •An application. •A letter of interest, including what the applicant would like to accomplish if selected as Dublin’s Poet Laureate. •Two original poems. •A resume including a list of published poetry or other evidence of a body of original work (published or unpublished). •Attend a scheduled Commission meeting to read one original poem to commission. Selection Process If more than two applications are received, a Selection Committee coordinated by the Heritage and Cultural Arts Manager will review all applications and submit the top two choices to the Heritage and Cultural Arts Commission for final recommendation. The Selection Committee could include: •Heritage and Cultural Arts Commissioner •Las Positas English Department Representative Attachment 1 14 • Dublin High School English Department Representative • Local creative writing professional or instructor • City Staff person appointed by the City Manager’s Office (e.g., Heritage and Cultural Arts Manager or Parks and Community Services Director) The Heritage and Cultural Arts Commission will present their preferred Poet Laureate to the Mayor for recommendation to the City Council. Following City Council approval, the Poet Laureate will formally begin the two-year term in January of each appointment year. City Historian Overview The City Historian will assist researchers, students, librarians, and members of the public and press in accessing resources for historical information. Duties • Maintain, add to, and facilitate access to City historical records. • Respond to inquiries regarding the City’s past. • Serve as a resource to Staff, the City Council, and the Heritage and Cultural Arts Commission; may act as a liaison between the Commission and local schools, genealogical groups, and members of the media and the public. Qualifications • A demonstrated interest in the history of the City of Dublin, including participation in City Commissions, Committees, and other activities. • A demonstrated ability to maintain records. • Skilled in public speaking. Service Term The selected City Historian will serve a term of four years, beginning with City Council appointment at a public meeting. A term may be renewed, upon submittal of a new application, unless or until a new City Historian applies and is appointed. Application Process Between October and December of the year prior to the formal appointment by the City Council, applicants will submit the following to the Heritage and Cultural Arts Commission: • An application. • A letter of interest, including what the applicant would like to accomplish if selected as Dublin’s City Historian. • A resume of positions held and/or activities related to the position of City Historian. I have written poetry for over 40 years, perform regularly in poetry open mics, and will be publishing my first book, “canvas”, this summer featuring my poetry and the art of Kari Byron and Alla Tsank. I’ve included in this application one poem from the book (“tethered”) and a poem written specifically for this application (“we are one”). As City of Dublin Poet Laureate I would build on my deep ties to the community to encourage a love and appreciation of poetry. For over 10 years I founded and led OneDublin.org (City of Dublin’s 2011 Organization of the Year) and was recognized in 2015 with the Mayor’s Award for my service to the community. I’ve had leadership roles on both Fallon Middle School and Dublin High School School Site Councils, and currently serve on the Dublin High School Engineering and Design Academy Advisory Council. In addition to authoring and performing original poetry at City of Dublin events, I plan to organize open mic poetry nights, coordinate poetry performances, and work with the Dublin Unified School District to help make poetry more accessible to students. My love of poetry is thanks to a single teacher in high school; I want to give back to the community as City of Dublin Poet Laureate. Duties • Create and read poetry for civic events, public ceremonies, and dedications, as coordinated through City Staff. • Serve as a resource to Staff, the City Council, and the Commission; may act as a liaison between the City and local schools, literary organizations, and bookstores. • Assist with the development of classes and workshops devoted to poetry; potentially coordinate and participate in staged poetry readings. • On an annual basis, have at least one original poem displayed in a City facility. Qualifications • Be a Dublin resident; at least 18 years old. • Be the author of published poetry or be willing to publish poetry during the term, if selected. • Be ready to serve a two-year term with no compensation. • Affiliation with literary organizations is preferred but not necessary for appointment to the position. Service Term The selected Poet Laureate will serve a term just shy of two years, beginning with City Council appointment at a public meeting in May 2021, ending in December 2022. Thus, we find deer symbolism, myths, and legends associated with the deer as objects of hunts, fertility and even as symbols of good luck. Dublin used to be home to 6 species of deer: mule deer, Rocky Mountain mule deer, feral mule deer, southern mule deer, Columbian black-tailed deer and a cross between a black- tailed and a mule deer. Unfortunately, these majestic creatures do not inhabit the beautiful landscape of Dublin like they once did. By embracing the history of Dublin and painting a tribute to the natural wildlife, this utility box will bring both beauty and luck to this wonderful community. In order to create new worlds, I take my sources of inspiration and put them on surface in the way I see them in the world I create. I can combine multiple sources of inspirations and place them into one world. My goal is to create world that will be looking live, colorful, shine a lot of positive energy out. I love to see how the worlds I create make people who visit them happier! I experiment with multiple colors in my work, and I do not limit myself to any surface and its size. It is called "I'm with you" It is of 2 girls embracing, one african american and one latina. Because of the injustice George Floyd faced last year, I was inspired to show my feelings in a sketch. In the video my oldest son asks his little brother how he is liking it [setting off their own ϐireworks]. The answer is a huge grin that lights up my 8-year-old’s face. It has become our tradition to set off ϐireworks in the parking lot next to the skateboard park and the Wave. We meet friends there, take relatives, and run into coworkers from all over the Bay Area. For that one day in that park everyone is a kid and everyone is an American. I believe I captured that sentiment in the above painting. I would like to create an entire box dedicated to this theme. The trees frame the box, ϐireworks decorate the sky as well as the center of activity. Blue and green smoke billows around families, couples, and friends. This is Dublin at its best. I really love the colors of summer in Dublin and tried to capture that mid-to-late evening feel of the area. I also really love star and space imagery and thought the falling night sky added a nice contract to the bright orange of the poppies. The second piece, entitled “Perfect Weather” is inspired by similar views of Dublin, just at different times. For this piece, I wanted to showcase the beauty of the surrounding landscape while also adding a pop of color with a bright green kite adorned with a well-known symbol of the city. I bring design and marketing experience to public art. I submitted the attached design last year for the utility box project. The idea was to create a building inspired by dollhouse design utilizing the box’s architectural facade. If selected, I would adapt my design to look like one of Dublin’s historical buildings such as the Old St Raymond’s Church. He has long been a hero and inspiration to me and I’m inspired to paint a version of one his most famous themes of birds and bird nests. Some of the most visually successful boxes I’ve seen have been on dark backgrounds. I love this background pattern of dark green leaves on a black background. There’s a top layer of the birds, nest and small flowers. I think this would be a great fit for the local surroundings and for the city of Dublin in general. During the pandemic I would often go out to do some gardening and yardwork and the hummingbirds would come to watch me in the trees or drink nectar from the planted flowers around me. They are my neighbors that come to visit and bring a smile to my face especially in these times of hardship. “Community” I chose to propose and paint the swift bird because of their sense of belonging in community activities. Swift birds always bundle together in groups. I felt like these birds illustrated the word “community,” for they always do activities together as a group. They even nest close together in clutters as seen in the San Ramon DVC campus buildings. I also often see them diving from the sky to drink my pool water as they migrate together. These birds are never seen alone, and I felt Dublin residences are also known to participate in many community events and activities. Families are always seen together to participate in an event, not one person goes alone to these events. Dublin always hosts events that are family orientated and I appreciate that about this city. My design “The Buzz in Dublin” is a fun and whimsical way to remind us of this critical part of a healthy ecosystem that contains diverse plants and flowers. They have helped make the valley a prime place for agriculture while also making it a more beautiful place to live. Bio I am a native of the San Francisco Bay Area who lives and works in Mill Valley as an artist and designer. I received a degree in Illustration from the Academy of Art University in San Francisco and a Fine Art degree from the University of San Francisco. I have worked for over a decade as a commercial illustrator and designer working with clients such as Yahoo!, Intuit and EA Games. In 2019 I was one of eight artists chosen to participate in Mill Valley’s Art Box program. I have also brought art directly to the people through many years of participation in the San Rafael Italian Street Painting Festival in downtown San Rafael. There I have seen the joy that art brings to people first hand. My design involves my culture, aesthetics, emotions and intellect. The utility box shall be created as a statement art and be one of its kind. I visualize on painting the traffic utility box with my signature mandala and line designs which are noted for attention to details and are strongly inspired by the folk and tribal arts of India. One of the proposals shows the tribal art from Western India. The stick figures show unity and a narrative of the tribal life. I started off simple, and just drew characters from movies, comics, books, video games, or television shows. I never considered making new characters or stories, because I assumed that all the good concepts and ideas were taken by that point. So I only ever drew on printer paper and loose binder papers, and didn’t consider a notebook at all. Towards the end of elementary school, almost everyone had known about how much I love sketching, and asked me to draw things for them as well. However, I couldn’t shake the feeling that I was barely getting better than I was before. So I asked my mom to look into art classes in the area in order to try to get better. However, most of them weren’t teaching me anything better, just showing me how to draw a character line by line. While it wasn’t necessarily a bad thing, it felt very underwhelming, and I always tried to get more creative with the prompts they assigned us, not to mention it was only ever markers and crayons. However, the teachers at that school usually scolded me for things like this, and told me to stick to what they wanted the final product to be. Therefore, all of our drawings looked exactly the same, and the teachers would applaud us for that. I lost interest in that school rather quickly, and mostly continued drawing as a hobby until early middle school, in the sixth grade. That was when my parents found out about another art school just a mile or so away. I thought it would be a huge improvement, since it lasted for an hour compared to the previous school’s 45 minutes. The teacher also let us draw whatever we wanted, whenever we wanted. I started to feel secure about what I could accomplish. However, I began to realize that it was somewhat tedious. The teachers would usually just sit me down at a table for an hour until I was done and needed to go home. They didn’t help improve my skills, they just let me draw whatever I wanted. I realized it was exactly the same as if I had just sat drawing for an hour, except that my parents were paying for it. I felt ashamed, and quit the classes right after I had found out. I remained without going to art classes during seventh grade. My parents at that point started focusing on my math skills and helped me jump ahead several courses, so that I was already in Algebra 2 by the time I was a Freshman in high school. I started having less and less time for drawing. However, while scrolling through YouTube one day, I stumbled upon an art tutorial on dynamic poses. Curious, I put aside some time to try these techniques, and no matter what character I applied them to, they always looked really good. It was at this point I started coming up with my own characters, whether they be robots, aliens, superheroes or just regular people. I started browsing Attachment 2 147 through YouTube once again, looking at many tutorials and trying to improve my art style that way. I was regaining interest in art again. Finally, in the summer before 8th grade, my family had found a local art school that could genuinely help me improve on my art, and help build my portfolio for art college. I spent the next year and a half at that school, where people who care about art actually thrive, where they are taught how to improve, and how to use different mediums. It was at that point where I started using ink, charcoal, watercolor and acrylic paint, finally tapping into different mediums. So this year, I want to strengthen this effort by trying to decorate a utility box. It will be a lot of hard work, but I want to do my best in this regard. And I hope that it can help me get accepted into an art college in a year’s time. Theming Of Utility Box; I based it around the idea of several leprechauns stealing from a boring pantry. The leprechauns are inspired from traditional Irish folklore, and since Dublin has many Irish influences in its history, I felt it made sense and fit with the themes of our city. I also included breaks in the wall that showed the nature behind it, as Dublin as a city has been very particular about conserving nature, which is why there are still dense forests around the hillsides. Design The front of the design is shown on the pdf. However, the design of the sides are all the same, being the same, blank sky blue that is shown through the cracks of the pantry wall.
