EXECUTIVE SUMMARY:The Heritage and Cultural Arts Commission will consider a temporary art project using wood recovered from fallen oak trees, review design proposals, and make a recommendation to the City Council.
STAFF RECOMMENDATION:Consider the recovered wood temporary art program, review design proposals, and make a recommendation to the City Council for approval.
FINANCIAL IMPACT:Should the Commission make a recommendation to the City Council, a budget adjustmentapproved by the City Council would be required. This project would be funded by the Public Art Fund and sufficient funding is available.
DESCRIPTION:Wood from fallen oak trees has been collected and stored at the Emerald Glen Park maintenance facility. Typically, when trees fall, are removed, or pruned, the wood is mulched and re-purposed within public spaces or other locations. Due to the size, quality, and quantity of the wood from these recently fallen oak trees, it was transported for storage and considered for alternative uses. On May 7, 2021, Staff issued a Call for Artists seeking design proposals for a temporary art project using the re-purposed wood. The open call was publicized through normal City channels (website, social media, etc.) as well as via email to a list of past artists, past Dublin utility box artists, registrants in the Cultural Arts Database, nearby cities with public art programs, and the California Cultural Arts Council website. The deadline to apply was July 15, 2021.The Call for Artists, included as Attachment 1, allowed for flexibility in design proposals. Based on

the proposals, locations would be determined and would include public spaces throughout Dublin. Under the City’s current Public Art Master Plan, all public artwork must be produced by a professional artist or by a student artist under the direction of a professional artist. The City received four responses from qualified artists. These proposals are included as Attachment 2.The Heritage and Cultural Arts Commission will consider the design proposals, discuss possible display locations, and make a recommendation to the City Council for approval.

The City of Dublin invites qualified professional artists and student artists working under the
supervision of a professional artist or art teacher to submit designs /qualifications for a unique
temporary art project. Temporary art displays are a great way to bring public art to City parks,
streets, and facilities, define neighborhoods, and bring culture to the community.
BACKGROUND
The City of Dublin is seeking to add a temporary art display that will include wood recovered
from fallen oak trees. The trees have been cut into a variety of sizes including rounds and trunk
sections. Works of art could include one piece of the tree or several pieces of the tree , at the
artists discretion. Artists are encouraged to be as creative as possible when approaching this
project. The proposed artwork could be one-piece, multiple pieces, or a series of pieces of art.
Other materials are permitted when developing a design for this project, including metal and
paint, but the recovered wood must be included in the design. Site-specific proposals, as well as
general proposals that the City may display at its sole discretion, are acceptable. The artwork will
be on display at various city facilities and maybe shown indoors or outdoors depending on the
design proposal.
The City has budgeted $20,000 for this project, exceptions may be considered depending
Heritage and Cultural Arts Commission recommendation. The City may choose to select more
than one artist to complete multiple art projects or the City may choose one artist to complete
one large project. This decision will be based on the variety and scale of responses received.
Artwork created under this program is considered temporary artwork and property of the City
of Dublin. As such, the City retains the right and sole discretion to remove, modify, sale or
replace the artwork.
PROJECT TIMELINE:
May 7, 2021 Call for Artists Issued.
May 28, 2021 4pm Meeting at Emerald Glen Park to view the wood pieces.
June 16, 2021 4pm Meeting at Emerald Glen Park to view the wood pieces.
July 15, 2021 Proposals due no later than 5:00pm.

RECOVERED WOOD SITE VISITS:
There will be two dates for interested artist to meet with staff at Emerald Glen Park to view
the available wood. For best access use the parking lot on Gleason Dr. 4201 Central Parkway,
Dublin, Ca. 94568. Interested artists will have the opportunity to look at the wood close-up,
take measurements, and inspect the condition of the wood before they submit a response.
Meetings will start at 4:00 PM on May 28, and June 16, 2021. RSVP recommended but not
required.
DESIGN SPECIFICATIONS:
• Artwork must be suitable for all ages and in keeping with community values.
• Artwork must be an original design and the artwork of the applicant.
• Artwork must include in some way the recovered wood provided by the City.
ART SELECTION PROCESS:
Staff will review applications for completeness. The Heritage and Cultural Arts Commission will
review designs then make a recommendation to the City Council. The City Council will review
recommended design(s) and approve an artist(s).
Selected artist(s) will be asked to sign an Art Agreement, including standard Liability Waiver and
Release. In the case of underage artists, the City will sign the Agreement with the Supervising
Professional Artist or Art Teacher. Underage artists and underage art assistants will be required
to have a parent sign the Liability Waiver and Release.
ART INSTALLATION PROCESS:
If selected, City Staff will coordinate with artists to select a mutually agreeable time to deliver,
install, and display the recovered wood art piece(s).
The City will provide the wood pieces, but the artist is responsible for picking up the wood and
the delivery of the finished piece of art. Artists are also responsible for purchasing their own
materials and other supplies needed to complete the project.
Student artists must be supervised by a professional artist, who is ultimately responsible for the
artwork of the student.
Upon completion of the project, City Staff will meet with the artist to inspect/approve the
artwork before it is accepted by the City.
PROPOSAL SPECIFICATIONS:
The proposal shall be submitted by email, which needs to include all required attachments.

a. Completed Coversheet: Use form provided at the end of this application.
b. Artist Qualifications: Include the biography or professional resume of each artist
involved. Student artists should include their own biographies/resumes, as well as that of
the professional artist or art teacher who serves as the team’s supervisor. This should
include a portfolio of past work that is relevant to this project.
c. Design Rendering: Provide renderings of your proposed design(s), showing all sides.
Renderings should also include dimensions and scale of the artwork and installation
procedures if applicable. Mockups of the design are acceptable but not required.
d. Artist Statement: Provide a brief statement about your proposed artwork. This could
include your source of inspiration, the significance of the image(s) or a comment on the
style or technique you have proposed.
e. Cost Estimate: Provide a cost summary of the proposed design which includes
transportation, fabrication, additional materials, and any overhead expense directly related
to the project. This quote is intended to be the cost of the project including compensation
of the artist.
DIRECTIONS FOR SUBMITTAL:
Submit one electronic copy of each proposal to: tyler.phillips@dublin.ca.gov. Packages containing
mockups of the proposal and any related material shall be plainly marked on the outside in the
following manner: “Dublin Recovered Wood Art Project.” Electronic copies may be delivered via
email or file sharing website. Proposals are limited 10 pages including the cover sheet.
COSTS INCURRED IN RESPONDING TO THE PROPOSAL:
The City of Dublin shall not be liable for any costs incurred by the artist(s) in responding to this
request for a design proposal or for any costs incurred if the artist chooses to provide a mock-
up.
SUBMISSION DEADLINE:
All proposals must be received by Tyler Phillips, Heritage & Cultural Arts Supervisor by
Thursday, July 15, 2021, 5:00 PM. It is the responsibility of the applicant to verify the receipt of
the proposal by the scheduled deadline.

PRIYANKA RANA
I am presenting a proposal for two sculptures for the Temporary Art Projects,
Recovered Wood, an open call issued by the City of Dublin, California. Before I
present the concepts, I would like to briefly introduce myself.
I am a sculptor, mum of two and an avid skier. My inquiry into visual aesthetics
started early in life in India and followed me to France and finally to San
Francisco Bay Area, which I have called home for the past twelve years. I did my
undergrad in Economics, Mathematics, and English Literature and then pursued
an MBA. I started my professional journey as a Market Research Consultant and
pivoted from my role as Vice President Client Services in the Exhibitions industry
to follow a more introspective path of creating art. My work has been exhibited
in galleries, museum, installed in public spaces in USA and acquired by
collectors from California and Shanghai.
Dimensions: 55x24x6 inches.
Our youngest citizens are often neglected as viewers in our public artwork. In
this proposal, I want them to not just be active viewers but be participants too.
Using toys donated by the community of Dublin (through mini online-campaigns
via neighborhood apps), I pro pose to create an art piece for the enjoyment of
residents of all ages. I propose to cut the circular log and install toys between
that frame using a technique that I have honed over time.
Toys have been a part of human culture since 2600 BC or maybe even before.
They speak a universal language and hold mini cultural stories within them.
Personally, I started including toys in my artwork to represent the chaos and joy
of motherhood, but over time, the reactions of children and adults cemented my
artwork. I use old plastic toys as a way of giving them another life and avoid the
sad outcome of a landfill. It seems fitting to juxtapose them against this wood
which is also facing a chance at second life. I propose to paint the toys in a
monochromatic color of green, to celebrate, the tag line of city of Dublin— “New
American Backyard”. I will char the outer circumference black depth wise, using
an ancient Japanese technique called Shou Sugi Ban. This piece will be installed
on a steel base, powder coated black. Aesthetically, this piece will be similar to
a temporary public art installation I had created, commissioned by the city of
Palo Alto. Photographs for that sculptor, titled, Window of Inspiration, and a few
others from my portfolio are enclosed in this proposal.

Dimensions: 68x45x45 inches
For this sculpture I propose to use the log (image attached) and turn it into an
abstract form giving the impression of a musical instrument. The hollow log
gives an impression that sound would echo in it. I propose to slice one hollow
end at a slant angle and propose to install wire using Cable Bullet’s patented
hardware that is used in see through railings systems. I propose to etch the
clover leaf logo of the city of Dublin across the cylindrical curve and then I
propose to use an ancient technique called Shou Sugi Ban to char the wood
and give it an ethereal visual quality. I want this sculpture to represent the joy of
normalcy that is back in our lives, the music, the movie nights and mingling with
friends in our parks, and in the city of Dublin, a return that is hard earned after a
tough year of following social distancing.

Bio
I draw obsessively, adore adornment, make art accessible, & collaborate often.
My art practice is multi-disciplinary, but revolves around a central goal: to produce work that is
well-crafted, visually appealing, and meaningful.
Inspired by textiles, my detailed artworks showcase layered histories, using ornamentation and
patterning to reveal alternate narratives that celebrate diversity in all its forms. I approach each
public artwork I create as an allegory for a particular time and place, one that speaks not only to
who has passed through and who is here now, but also who might come in the future. In the
complicated reality of a contemporary globalized world, my paintings are a commentary on the
fact that we are all in this together: collaborating, teaching, learning from, and inspiring one
another.
I have been creating murals and public art installations for over a decade, in cities spanning the
globe. For 12 years I ran the art subscription Papirmass, which I founded as an experiment in
removing barriers of access to art. It was a success, mailing out over 200,000 prints and
expanding the definition of what it means to be an art collector.
My art has been exhibited in the Art Gallery of Ontario (Toronto), Montreal's Musée des Beaux
Arts, and many private galleries, and has appeared in festivals such as the Yorkville Murals
Festival, Pangeaseed’s Seawalls, and The Shanghai International Arts Festival. I have painted
large-scale murals for clients such as Facebook, Cirque du Soleil, Converse, The W Hotel, and
lululemon. My work has been featured in publications such as Fast Company, Juxtapoz,
Newsweek, and BUST, and books such as Print/Maker (Uppercase, 2018) and Printopolis (Open
Studio, 2016).
Recently, I have created a large-scale mural for Colombia College in Chicago (Listen to Learn),
a painted underpass in Toronto’s East End (Like A River), a permanent public art commission for
a new LRT Station in Edmonton (You Are Here), and an immersive installation investigating the
role of pollution in Toronto’s key waterways (Elegy for Lake Ontario).
I live in Toronto, Canada with my partner and collaborator JP King.

Artist Statement
Introduction
As an artist who is concerned with and inspired by the natural environment, I was incredibly excited to
see this call. I have been obsessively thinking about and experimenting with painting recovered trees for
several years now.
In Toronto, where I live, 20,000 trees fall annually, victims of extreme weather and erosion. Most are on
residential land and are quickly removed, but in our largest public park, Toronto Island, many fallen
trunks remain. Situated next to Lake Ontario, they have had their bark stripped and their wood bleached
after several years of exposure to our harsh winters and hot summers. I find them unspeakably beautiful,
and remarkably sad. They remind me of dinosaur bones – the remnants of something huge and beautiful
left behind, stripped of its lifeforce.
Concept
Last summer I attended an artist residency on Toronto Island and painted one of these fallen trees. It had
succumbed to several years of erosion caused by unprecedented flooding, but to most beach-goers was
simply part of the landscape. I saw it as an unusual and exciting place to deploy the visual trope of
“Dazzle”, and in doing so draw attention to an important issue.
“Dazzle” painting is a unique form of camouflage that
draws attention to an object instead of attempting to
conceal it. Originally used in WWI, these graphic
patterns were intended to mislead the enemy about a
ship's course. Also known as “Razzle Dazzle”, the bright,
loud colours and contrasting diagonal stripes made it
incredibly difficult to gauge a ship’s size and direction.
The current climate crisis is cloaked in Dazzle.
Misinformation is deployed from a wide variety of
sources to minimize the general public's knowledge
about the state of the environment and possible solutions.
This has resulted in massive cultural confusion
surrounding climate change and its effects.
I do not know why the oak trees you have recovered fell, but I do know that trees globally are under stress
from increased levels of flooding, forest fires, and erosion. Rising temperatures have led to longer
growing seasons across the globe. This has allowed trees to grow more rapidly, but has also weakened the
structural integrity of the wood, leading to an increase in storm breakage and treefall. Other factors like
worsening droughts and extreme storm seasons contribute to erosion and flooding, which threatens root
systems.
I would love the opportunity to paint your recovered fallen oaks in my signature patterns. Inspired
by Dazzle painting, the final result will be a graphically striking assemblage that draws attention to the
increasingly important issue of climate change.

Placement
I make works of art that are bold in their appearance and epic in their scope. In order to maximize the
impact of this piece, I think it is important that the initial placement be in a highly public place and
contain all of the painted rounds and trunks. I mean it when I say I will paint as many as you’ll let me.
I am a very open and adaptable person, and would appreciate your local knowledge on areas best-suited to
multiple presentations of the work. What I am currently envisioning for an initial presentation is this:
that each section of the tree trunks and rounds are painted in a different pattern, then reassembled in a
long line in a public park. Like a puzzle put together, this presentation would evoke the staggering scale
of loss of a single fallen tree. By inserting the profoundly manmade dazzle camouflage into this
environment, visitors will be reminded of the influence we all have on our surrounding environment.
These painted pieces can then be re-arranged and re-assembled in multiple locations across the City of
Dublin. They could become public seating in parks or on city streets, or could be reassembled in a gallery
context.
Method & Materials
To paint the trees in the disruptive style of Dazzle I will first strip the
trunks of their bark. This should be a relatively simple process that an
arborist will be hired to perform prior to my arrival. I will sand the trees
as needed prior to painting.
I create my own 100% non-toxic and
environmentally-friendly paints from scratch. I use non-toxic pigments
sourced from Natural Earth Paints in Oregon. Depending on the longevity
of the finished pieces, I will use either Milk Paint coated with Glair (1-3
years), or Oil Paint coated with a Natural Varnish (100+ years). A brief
description of each is in Appendix 1.
Once painted and covered with a protective coating, the trees will be
wrapped and readied for transportation. On-site, I will work with a rigging
company to arrange the piece in their desired position.
If possible, I would prefer to paint the trees on-site (either where they are currently stored, or in the park
where they will be presented). If this is not possible, any outdoor space will do, and I will arrange for
transportation, rental fees, and permits as required.
Conclusion
I have wanted to do this exact project for two years now. I think about painting on felled trees all the time,
but have been limited by Canada’s relatively short summers and long winters. My initial experiments
with natural paint and working with felled trees, paired with my vast experience in the public art realm,
gives me the necessary experience to execute something amazing for the City of Dublin. I am truly
inspired by the idea of working on this unique project, and see it as an incredible opportunity to evolve
my practice and further the dialogue around our culture's relationship with the planet we share. Thank you

Appendix 1 - Materials
Milk Paint
Made from the casein protein in milk, milk paint is durable, fast-drying, and water-soluble. Its
ingredients are casein powder, borax or lime, and pigment. Made by the artist.
Glair
A traditional matte varnish made from egg whites that was widely used on Rennaissance
paintings. Made by the artist.
Oil Paint
Oil paints made with natural pigments are more archival, vibrant, and durable than conventional
oil paints. They are free of bulking agents, toxic preservatives, heavy metals, petroleum-based
pigments, solvents, and chemical additives. These paints will last for thousands of years and are
100% lightfast and humidity resistant. Sourced from Natural Earth Paints in Oregon.
Natural Varnish
A 100% non-toxic Natural Varnish made with a proprietary blend of plant-based, archival
ingredients using time-tested recipes from the Renaissance. Hand-crafted in small batches, it is
non-yellowing and free from VOCs, heavy metal driers, additives, petroleum-based ingredients,
harsh fumes, and toxic additives. Sourced from Natural Earth Paints in Oregon.
Natural Earth & Mineral Pigments
Natural Earth & Mineral Pigments are high-quality, archival, eco-friendly, and sustainably-
harvested pigments free of added fillers, additives, preservatives, stabilizers, or heavy metals.
Most are made from clay sourced from around the world and fired at specific temperatures. A
few come from other sources, such as ultramarine blue, which consists of ground lapis lazuli
stone from a quarry in France. Sourced from Natural Earth Paints in Oregon.
Sand
Sand can be mixed into the base coats of paint to add grit and greatly reduce the risk of slipping
should someone attempt to walk or crawl on the work.

ARTIST STATEMENT
Make This House a Home
by Lisa Long
“Make this House a Home” speaks to the need we have for each other. As we fill our
homes with love and allow that love to spill out into our community, we feel more
comfortable with each other. What our society needs right now is for us to reach out
and lift one another, making this place we live truly feel like a home.
This art piece is inspired by the incredible birdhouse installations of Thomas Dambo in
Denmark. The large house and smaller birdhouses will be made of reclaimed wood,
using rounds from the city’s reclaimed oak trees as roofing. The piece will be a large
work of art that can be installed anywhere there is level ground, either as a freestanding
piece, or bolted to cement.
I hope that viewers will imagine themselves as the larger bird house. The small things
they do each day to help or lift another person are represented in the tree and the
smaller houses. I want people who see this artwork to feel inspired to become a
positive force in the community, one small act of kindness at a time.

Make This House a Home

This piece of art consists of a house that measures approximately four feet wide, three
and a half feet deep, and four and a half feet tall. Coming out of the roof of the house is
a “tree” made from 2”x4” pieces of lumber. The tree is a rustic form with connecting
hardware showing where the limbs connect to the trunk. The tree is covered in 30 bird
houses which are made from reclaimed lumber. The roof of the large house as well as
those of the bird houses will be covered in rounds made from the oak tree limbs. The
house and the bird houses will be painted in bright, whimsical colors. The entire piece
will be eight feet tall and six to eight feet wide.

Always an artist, I can’t remember a time when I wasn’t drawing, painting or designing.
I had my first showing of drawings in New York when I was 15, after winning an art competi-
tion. I then received my formal training and BFA at the School of Visual Arts in Manhattan.
When I left New York for the Bay Area, I spent ten years freelancing and found myself in just
about every art related job one could imagine. Gallery showings, tradeshow design, murals,
book illustration, medical illustration, teaching art, and private commissions were a few
of my many creative jobs.
I ultimately settled into corporate graphic design and started my own business in San
Francisco, working for clients like Intel, Adobe, and Wells Fargo. I moved to Pleasanton to
raise my family in 1999, and returned to freelance work, which is ongoing.
Currently, in addition to large and small scale art projects and commissions, I do guest
blogging, teach classes and write online tutorials.

Dublin Recovered Wood Art Project

Several years ago I began working on a virtual reality landscape with
a Vive simulator. Over time I created a spectacular fantasy forest with
shining running streams, walking paths, waterfalls, and fabulous ferns,
flowers, and other flora. So when the Dublin recovered oak art project
came up, I was transported back to that universe.
For this project, I’ve pulled from some of my favorite immersive scenes;
ones that would work well with the slices and logs of organic oak.
My basic concept is to keep the wood natural (albeit cleaned up and
possibly sealed), and add permanent sculptural elements using a vari-
ety of sturdy media, like resin and ceramics. These sculptures will be a
beautiful juxtaposition between forest reality and forest fantasy.
I’m submitting 4 designs, all of which will work together or separately,
or in any combination. I can also combine or eliminate elements, or add
pieces if desired. My end goal is to create sculptures that use the oak in
unique and beautiful ways, and compliment some of the
public art already on display in Dublin.

Wire & Gemstone Grove of Trees
One of my creative areas of expertise is wire sculpture.
And one of my favorite things to sculpt is trees. It seemed
like a natural extension to create a group of wire trees
using reclaimed oak as a base. A grove on a log!
Tree trunks and
branches will be

with epoxy or
wire, depending
on the log I get.

gemstone and

Sketches show two possible orientations for the Forest
Mushrooms. I will be creating either a horizontal OR a
vertical piece of artwork, depending on the log I get.
I used to hunt mushrooms as
a kid and was always in awe of
the spectacular variety of shapes
and colors we would find. For
this project my mushrooms will
be a blend of real and fantasy,
full of color and cool shapes.
Mushrooms will be created one
at a time from resin, epoxy,
and/or kiln-fired ceramics. They
may be accented with paint,
beads, gemstones, and/or other
mixed-media.
All hand crafted fungi will be
arranged on the log using
natural variations in the wood
to help determine placement.
Sculpted mushrooms & fungi
will be attached with epoxy.

Horizontal: 2-3’ wide x 1.25-2’ tall
Vertical: 12-24” x 12-24”

One of my creative areas of expertise is wire sculpture.
And one of my favorite things to sculpt is trees.
This tree will use the same techniques as the grove,
but will be much larger. It will be crafted from heavier
gauge wire and have larger leaves.

Transportation:
Transport of the raw wood, and transport and installation of the
finished artwork will range from $50. to $1200., depending on
the weight of the logs and finished sculptures. Since transpor-
tation costs are based on weight, I’m happy to select logs that
meet cost constraints, and/or get accurate quotes after getting
log weights.
If we keep the reclaimed wood weight under 125lbs per sculp-
ture, the transportation cost will be $75 each way, per sculpture.
Multiple Pieces Discount:
If I am chosen to create more than one sculpture of any style,
or in any combination, artist fees will be reduced by 10%.
This discount will apply to any number of pieces, 2 or more.
