Program recommended funding allocations.

7.3. Election of Officers
The Commissioners shall annually elect a Chairperson and Vice Chairperson per the
Bylaws and Rules of Procedure for the Parks and Community Services Commission.

Conduct elections for Chairperson and Vice Chairperson for a one-year term.

A Regular Meeting of the Dublin Parks & Community Services Commission was held on
Monday, December 16, 2019, in the Council Chamber. The meeting was called to
order at 7:00 PM, by Chairperson Michelle Smith McDonald.

Ms. Simmonds responded to the questions.
Cm. McDonald shared that she is very familiar with Alameda County's efforts to
partner with public schools to help promote participation from the hard-to-count
populations.
Ms. Simmonds informed the Commissioners of the existence of a student public
service announcement (PSA) contest designed to encourage involvement.
The Commissioners thanked Ms. Simmonds for her presentation.

The Commissioners asked about the revenue, the reason for the record setting
day, the outcome of the season pass option, the usage/tracking of season pass
holders, marketing efforts to day camps, and City programs included in total
revenue.
Staff responded to the questions.
Cm. McDonald opened the floor for discussion.
The Commissioners and Staff discussed the concessions, including profitability,
marketing efforts outside the county, and allowing City day camp participants to
bring their own food.

7.2. Glen the Guide Parks Passport Challenge
Andrea Mendez, Recreation Manager, present ed the specifics of the item as
listed in the Staff Report.
Cm. McDonald opened the floor to questions.
The Commissioners asked about the availability of the program on all phones,
participation by non-Dublin residents, the program's time frame, and extension of
the program due to weather issues.
Ms. Mendez responded to the questions.
Cm. McDonald opened the floor to discussion.
The Commissioners expressed enthusiasm and are looking forward to the
program's success.

7.3. Selection of Alternate Dates for January and February 2020 Parks and
Community Services Commission Meetings

On a motion by Cm. Hakim, seconded by Cm. Speck, and by a vote of 6-0-0, the
Commission voted to select January 27, 2020 and February 24, 2020 as the
alternate Commission meeting dates for the months of January and February
2020.

7.4. Residential Holiday Home Decorating Program
Rich Jochner, Recreation Supervisor, presented the specifics of the item as listed
in the Staff Report.
Cm. McDonald went over the process to the select the winners of each category
and the Best Overall winner. Cm. McDonald then opened the floor for discussion.
The Commissioners discussed the scores of their evalu ation forms for each
category and then tallied the number of outstanding scores each contestant
received for each category.
Mr. Jochner shared the results for the contestants receiving the highest
outstanding scores for each category as:
• Best Use of Lights: Location H
• Best Lawn Display: Location P
• Best Holiday Theme: Location P
• Best Condo/Apartment: Location N
• Best Neighborhood: Location A
Cm. McDonald then opened the floor for discussion on Best Overall.
The Commissioners discussed the contestants for the Best Overall category and
requested a motion to nominate a contestant.
ACTION:
On a motion by Cm. Washington, seconded by Cm. Speck, and by a vote of 6 -0-
0, the Commission voted Location G as the winner for the Best Overall category
for the 2019 Residential Holiday Home Decorating Program.

Cm. McDonald asked the Commission if further discussion was needed for the
individual categories or if the tally sheets were sufficient to decide the winners.
ACTION:
On a motion by Cm. Hakim, seconded by Student Rep. Phaneendra, and by a
vote of 6-0-0, the Commission voted to use the results from submitted tally
sheets presented by Mr. Jochner for individual category winners for the 2019
Residential Holiday Home Decorating Program.

The Commissioners provided brief informational reports about a performance held in
San Ramon showcasing the City's dance classes, interest in promoting the Census
2020 public services announcement contest, the maintenance work being completed at
Mape Memorial Park, the Heritage Park signage, the Senior Center Advisory
Committee, and the retirement reception for Chris Foss.

EXECUTIVE SUMMARY:
The Commission will receive the Department Monthly Report on classes, activities, and
events conducted during the month of December 2019.
STAFF RECOMMENDATION:
Receive the report.
DESCRIPTION:
The following is a summary of the classes, activities, and events conducted by the
Parks and Community Services Department in the month of December 2019.
ADMINISTRATIVE
Work on the Parks and Recreation Master Plan Update draft documen ts continued to
progress in December and into January. Staff has reviewed the draft documents and
provided initial comments to the consultant, who is preparing revised documents for
subsequent Staff review.
PARK MAINTENANCE
Aging play equipment and wood fiber at Mape Park has been removed in order to place
new equipment in the park. New play equipment has been delivered to Public Works for
inspection and finalizing dates for installation.
During the month of December, wayfinding signs were installed at Heritage Park,
Emerald Glen Park, and Fallon Sports Park.
On December 15, 2019, annual field maintenance and renovations began at Emerald
Glen Park, Fallon Sports Park, and Dublin Sports Grounds, and will be completed in
February 2020.

Maintenance of baseball fields will include adding infield mix and repairing areas of
transitions from infield to turf. Maintenance on other fields will include aerating, seeding,
and sodding; maintenance for cricket will include leveling around the pitch and
addressing areas of safety concern in and around the cricket cages.
RECREATION
Winter programs included new sessions of Bombay Bollywood Fitness, Traditional
Japanese Karate, and Babysitting for Beginners. Two fall/winter sessions of
Kindermusik also began with enrollment totaling 21 participants. A Dublin Basketball
Clinic was held the first Saturday of the month almost filling to capacity with 46 total
enrollments. A new class was held titled Voice-Overs: Now is Your Time! which was an
introductory class that allowed participants to explore their speaking voice for
commercials, films, videos, and more. Due to its success, the class will be back in
Spring 2020.
After School Recreation and Student Union
The second session of the After School Recreation and Student Union Programs runs
through February 21, 2020. The program operates on school days at all public
elementary and middle schools in Dublin from school release time until 5:45 pm.
Participants engage in activities such as indoor and outdoor games, crafts, and qui et
time for homework.
In January 2020, Staff will be implementing improvements to both programs. Changes
will include a more structured schedule, new supplies, and new activities and games for
participants.

Dublin Preschool
The second session of the Dublin Preschool program runs through February 20, 2020.
The program operates in three classrooms (two at Shannon Community Center and one
at Dublin Elementary School). Classes are offered in the morning forthree - and four-

year-olds (with the option of two days per week or three days per week) at Shannon
Community Center and (four days per week) for four-year-olds at Dublin Elementary
School.
The following is a summary of the current attendance of Session II participants.

Little Lovies
The second session of Little Lovies ended on December 19, 2019. The program is held
at Shannon Community Center for youth between the ages of 18 to 36 months. Classes
are offered for two hours, one day a week, with sessions lasting six to seven weeks.
Little Lovies offers preschool-aged children their first opportunity at structured activities
in a learning environment.
Session III began on January 6, 2020 and will run through February 20, 2020.
Enrollment closed on January 9, 2020.

Shannon Community Center Rentals
The Shannon Community Center’s Ambrose Hall, Classroom, and Multi-Purpose rooms
are available for rent year-round.
The Shannon Community Center hosted 10 reservations including company holiday
parties, a fundraiser, anniversaries, a celebration of life , and a birthday party.
Cricket Cages
Cricket cages were closed for maintenance through January 1, 2020.
As of January 2, 2020, groups and residents were able to access the online reservation
system to reserve cricket cages per the updated rental policy.

Junior Warriors
On December 5, 2019, over 100 parents and players attended the Junior Warriors
parent meeting at the Shannon Community Center. Speaker Joseph Thomas, National
Trainer for the Boys & Girls Club, author and accredited instructor for the Triple P
Positive Parenting Program, spoke to parents about the importance of being a mentor
coach.
On December 9, 2019 the Junior Warriors Youth Basketball League pre-season
practices began. Regular season games began on January 11, 2020. There are
currently 797 players registered on 80 teams, with 90 volunteer coaches. Bay Island
Officials Association provides officials for games for a high-quality level of refereeing.

SPECIAL EVENTS
On December 5, 2019, the 36th Annual Tree Lighting took place, drawing a crowd of
approximately 750. The Dublin Unified School District Children’s Choir and the Dublin
High School Irish Guard performed holiday songs. Santa arrived, escorted by volunteer
“elves” from the City’s Youth Advisory Committee. Dublin High School Key Club
members served cocoa and cookies, donated by Starbucks and BJ’s respectively. Edge
Gymnastics, American Health Education, Boulevard, and Grace Family Church
provided cash sponsorships.
On December 14, 2019, Breakfast with Santa was held at the Shannon Community
Center. The event benefits the Dublin High School Band Boosters. A pancake breakfast
was served to 393 patrons by the Dublin High Band Boosters and Dublin Lion’s Club.
The Dublin High School Band and Choir performed holiday songs, and families were
able to take pictures with Santa. Waterford Pediatrics, Norwex, and Provident Credit
Union provided cash sponsorships.

SENIOR CENTER
The Dublin Senior Center strives to create a rewarding social and recreational
environment that serves the needs and interests of seniors in our community. The
following is a summary of attendance and participation at the Dublin Senior Center
during the month of December 2019.

On December 5, 2019, Travel Center Trips and Tours presented “A Day in the Valley:
Poinsettias & Gourmet Gifts”. The trip included 19 seniors and one volunteer trip leader
who enjoyed olive oil tasting and an educational lecture at Sciabica Olive Oil Company,
followed by a bus tour and gourmet lunch at the Hilmar Cheese Factory. The trip
concluded with a guided tour and shopping at Duarte Farms, boasting one of the largest
selections and varieties of poinsettias. Every traveler left with a complimentary 6.5 -inch
poinsettia.
On December 8, 2019, music teacher Jianni Song presented a violin concert at the
Dublin Senior Center. Approximately 40 music students played Christmas classics. The
event was sponsored by the City of Dublin through the Arts Space Grant program.
On December 13, 2019, 83 patrons attended the annual DancEscape Holiday Social
and Dance. The CoolTones, an 18-piece big band, played swing and jazz hits. Savory
and sweet snacks were provided by Parkview Senior Living and Aetna Insurance, along
with hot apple cider. Coffee and water were also served.
On December 17, 2019, 90 seniors attended the Melody Minstrels annual holiday
potluck lunch and dance concert. Forty-three members of the Melody Minstrels group
played holiday tunes on their ukuleles. Hula and line dancers performed.

THE WAVE
Recreational Swimming
The Wave Natatorium is currently open for Recreational Swimming on Saturdays and
Sundays from 1:00pm to 4:00pm from October through May. The pool is heated to a
comfortable 82-84 degrees making it ideal for family fun regardless of the weather
outside.

Birthday Parties
The viewing area of the Natatorium can be reserved for birthday parties on Saturdays or
Sundays from 1:00pm to 4:00pm. The party package includes swim admission, a
private area with picnic table seating, pizza, snacks, drinks, plates, napkins, and a
commemorative Wave favor for each guest.

The Waterpark and the Sports Pool are now closed for the winter. The Sports Pool will

Swim Lessons
The Wave Swim School offers year-round instruction in the Natatorium. Swim lessons
are available for beginners through advanced levels and for children ages six months up
to adult level. The Natatorium provides a comfortable indoor swimming environment
and was specifically designed as a teaching pool with three teaching bays, a gradually
sloped zero-depth ramp, and lap swim space for more advanced swimmers. The Sports
Pool is now closed for the winter, and competitive stroke classes and clinics will resume
in February when the pool re-opens.

Fitness Swimming programs include lap swimming and water walking for participants
ages 14 and older. Fitness Swimming is offered Monday through Thursday mornings
from 6:00am to 9:00am, evenings from 5:00pm to 8:00pm, Saturday mornings from
9:00am to 12:30pm, and Sunday evenings from 4:00pm to 7:00pm.
Participants have three different fee options to best suit their swimming needs.
Participants may pay a daily admission fee, purchase a 30-day Convenience Pass, or
purchase an Annual Swim Pass. Lanes for different ability levels, kick boards and pull
buoys are provided.

Aqua Aerobics
Aqua Aerobics is a low impact, easy-paced fitness class which tones, sculpts, and
improves cardio fitness. No swimming is required, and the natural resistance and
buoyancy of the water is used to provide a wide variety of conditioning benefits with little
or no impact on joints. Aqua Aerobics is offered year-round in the Natatorium and for
the month of December a total of 13 participants were registered for the Wednesday
evening class offered from 7:00pm - 7:50pm.

The Commission will receive a report on the Youth Advisory Committee Mini Grant
Program recommended funding allocations.

FINANCIAL IMPACT:
The City of Dublin Youth Mini Grant Program is supported by the General Fund in the
amount of $1,600 in Fiscal Year 2019-20.
DESCRIPTION:
The Youth Advisory Committee (Committee) established the Youth Mini Grant Program
in Fiscal Year 2012-13 to support youth organizations/clubs in offering programs for
middle and high school students which are not offered by the Parks and Community
Services Department. Each year, the grant program is opened to Dublin -based youth
organizations/clubs offering performing arts, sports, multicultural awareness, and health
awareness programs, or other activities that are led by and that benefit Dublin youth.
Funding allocations are recommended annually by the Committee and are awarded by
the City Council.
The Committee distributed the Fiscal Year 2019-20 mini grant program information to
local youth organizations/clubs, schools and past applicants. The deadline to apply was
October 20, 2019. Ten applications were submitted by the deadline.
At the Committee Special Meeting held on November 13, 2019, Committee members
reviewed and rated each submitted application. After revie w, the Committee selected
and invited six organizations/clubs to attend a future meeting and provide a presentation

in support of their funding proposal. The following six organizations/clubs were
selected:

Upon Staff review, the application from Dublin High School Athletics was not
recommended to move forward to the next meeting. The program was not project -based
for youth to lead and is already largely funded by an additional source. Utilizing the
criteria rating forms, the next highest scoring applicant, Boys Scouts of America, Troop
904 was invited to move forward and present its proposal.
The following six organizations/clubs were invite d to present a five-minute presentation
at the Committee’s December 11, 2019 Special Meeting:

Grantees are encouraged to provide photos, testimonials , and/or flyers used to promote

EXECUTIVE SUMMARY:
The Commissioners shall annually elect a Chairperson and Vice Chairperson per the
Bylaws and Rules of Procedure for the Parks and Community Services Commission.
STAFF RECOMMENDATION:
Conduct elections for Chairperson and Vice Chairperson for a one-year term.

DESCRIPTION:
The Bylaws and Rules of Procedure for the Parks and Community Services
Commission state the following:
OFFICERS
Election and Term of Office. The Commission shall elect a Chairperson at the first
meeting in January of each year, or if a quorum is not present, at the next meeting at
which a quorum is present. The Chairperson and Vice Chairperson shall serve until
their successors are elected, or until their terms as members of the Commission expire,
whichever is first. The Commission shall, unless no Commissioners meet criteria, elect
Commissioners to the positions that have not previously served in the position and have
not declined the appointment, with the intent that no one should serve in the position for
no more than two consecutive years.
The Secretary to the Commission will be the City Manager or his/her designee.
Vacancies. In case of any vacancy in the Office of the Chairperson or Vice
Chairperson, the vacancy shall be filled by an election held at the first regular meeting

after the occurrence of such vacancy. The person so elected shall serve the balance of
the term.
Duties of Officers. The Chairperson performs the following duties:
Presides at all meeting of the Commission.
Appoints committee and chairpersons of committees as necessary.
Signs correspondence on behalf of the Commission.
Represents the Commission before the City Council.
Performs other duties necessary or customary to the office.
In the event of the absence of the Chairperson or his/her ability to act, the Vice
Chairperson presides in the place of the Chairperson. In the event of the absence of or
the inability to act of both the Chairperson and Vice Chairperson, the remaining
members shall elect one of their members to act as temporary Chairperson.
