Page 1 of 7 STAFF REPORT PARKS & COMMUNITY SERVICES COMMISSION DATE: February 24, 2020 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: January 2020 Parks and Community Services Department Monthly Report Prepared by: Robert Stone, Office Assistant II EXECUTIVE SUMMARY: The Commission will receive the Department Monthly Report on classes, activities, and events conducted during the month of January 2020. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: The following is a summary of the classes, activities, and events conducted by the Parks and Community Services Department in the month of January 2020. ADMINISTRATIVE Work on the Parks and Recreation Master Plan Update draft documents continues to progress. The City’s consultant, GreenPlay LLC, has prepared revised documents for Staff review. Staff anticipates finalizing the document in February for Commission review shortly thereafter. PARK MAINTENANCE Play structures and fitness equipment were installed at Clover and Sunrise Parks. Construction continues on the Imagine Playground at Dublin Sports Ground s, with an estimated completion date in Summer 2020. This project provides for the rehabilitation of the existing playground and restroom facilities including the design and construction of an all-abilities playground, an all-inclusive picnic area, upgraded landscaping, parking facilities, pathways to improve accessibility and connectivity to other park f eatures including the sports fields, and a new ADA-compliant restroom facility. 3.1 Packet Pg. 3 Page 2 of 7 At Mape Park, the contractors have begun drilling holes for the footings of the playground and started the assembly of some of the play equipment. RECREATION Winter session classes and activities continue with fitness classes such as Bombay JamUnique Bollywood Dance Fitness, Introduction to Martial Arts, and Traditional Japanese Karate with a combined total of 48 participants. Dance classes were held by Castro Valley Performing Arts including Toddler Ballet, and Hip Hop for children, teens, and adults, with a combined total of 38 enrollments. EverPro Kids also offered an Art of Realistic Drawing and Painting class with a total of seven participants. Wee Hoops offered basketball classes for children ages 1-5 at Stager Gym with a total of 31 participants. After-School Recreation and Student Union The After-School Recreation and Student Union Programs operates on school days at all public elementary and middle schools in Dublin from school dismissal time until 5:45 pm. New program enhancements have been added to the After -School Recreation Program. These include a more structured curriculum and daily schedule, new board games and sports equipment to engage youth, daily craft projects, and inclusive organized games to encourage fitness. Additionally, improved parent communication tools such as a communication log, monthly calendar and bulletin board at each school site have been added. The program is for children ages 18-36 months and is operated at the Shannon Community Center. Classes are offered as a two -hour class, one day a week, with sessions lasting six to seven weeks. There are currently 802 boys and girls from kindergarten through eighth grade registered on 80 teams with 90 volunteer coaches. Bay Island Officials Association provides officials for high quality of refereeing. Games are played at Stager Community Gym, Wells Middle School , and Fallon Middle School. Practices are held once a week at Stager Gym and various school sites. The pool is heated to a comfortable 82-84 degrees, making it ideal for family fun regardless of the weather outside. The party package includes swim admission, a private area with picnic table seating, pizza, snacks, drinks, plates, napkins, and a commemorative Wave favor for each guest. Swim lessons are available for beginners through advanced levels and for youth ages six months to an adult level. The Natatorium provides a comfortable indoor swimming environment and was specifically designed as a teaching pool with three teaching bays, a gradually sloped zero-depth ramp, and lap swim space for more advanced swimmers. The Sports Pool is now closed for the winter; however, competitive stroke classes and clinics will resume in the spring when the sports pool re-opens. Fitness Swimming is offered Monday through Thursday mornings from 6:00am to 9:00am and evenings from 5:00pm to 8:00pm, Saturday mornings from 9:00am to 12:30pm, and Sunday evenings from 4:00pm to 7:00pm. Participants have three different fee options to best suit their swimming needs. Participants may pay a daily admission fee, purchase a 30-day Convenience Pass, or purchase an Annual Swim Pass. Lanes for different ability levels, kick boards and pull buoys are provided. In the 2019 calendar year, the City received over $180,000 in cash and in-kind sponsorships. While a large portion of this is specific to the Parks and Community Services Special Event s programs, other City departments/divisions including Police Services and Environmental 3.1 Packet Pg. 7 Page 6 of 7 Services also received sponsorships. On January 14, 2020, the Holiday Home Decorating winners in six categories were recognized by the City Council. Winning families received a certificate and had their photo taken with the City Council. This is the second year of the “Deck the Homes” competition. SENIOR CENTER The Dublin Senior Center strives to create a rewarding social and recreational environment that serves the needs and interests of seniors in our community. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: Since opening in April 2003, funding for the Dublin Public Library has been a partnership between Alameda County Library and the City of Dublin. The Library is currently open 51 hours per week, excluding holidays, during which the Library operates a circulation desk and a variety of programs, activities, and events. On a quarterly basis the Dublin Library provides a report that highlights the following: Programs and services Collaboration, partnerships, and community outreach Statistical data Upcoming events and programs Attachment 1 provides the Library Quarterly Report for the period of October - December 2019. Dublin Library Quarterly Report: October - December 2019 3.2 Packet Pg. 11 Cindy Chadwick, County Librarian Albany Castro Valley Centerville Dublin Fremont Main Irvington Newark Niles San Lorenzo Union City Learning Group Dublin Library Quarterly Report (October -December 2019) Program and Service Highlights  Dublin Library staff collaborated with local Census workers to provide space in the library lobby several times a week for tabling, recruiting census workers and spreading census awareness.  The Teen Book Swap program was offered monthly. In addition, there were other engaging programs offered to teens like: DIY Zine workshop, Flamingo Snow Globe workshop and fifteen teens participated in Health & Media Literacy exercise. Teens also participated in designing fall and winter themed bookmarks.  Children’s staff planned various family programs like Puppet Art Theater, Circus of Smiles, Fratello Marionettes. Families were delighted with the ice-skating cat and the aerobatic penguins.  In honor of celebrated picture book artist, Jan Brett’s 70th birthday, Dublin library hosted a Gingerbread Friends Garland Family Craft program. Jan Brett’s famous books were promoted and birthday card signed.  Dublin Library hosted its very first preschool Halloween parade. Over 100 participated. Staff also dressed for the occasion as Guardians of Information!  The second annual author showcase featured twelve local authors, who each got to read an excerpt from their works and sell their books. We had a great variety of authors for all ages in numerous genres. Many authors expressed their gratitude for the opportunity to connect with the community and share their stories. New People, Initiatives, and Activities  Dublin Library offered Winter Reading Challenge for grades K-8 this year. In partnership with Dublin Unified School District, the event was promoted to all families in the area. We had almost 400 participants. Prizes can be claimed until January 15, 2020  In the Fall/Winter session, teen volunteers offered 190+ hours of community service to the Dublin Library.  The Friends of the Dublin Library hosted a Holiday Book Sale and their gift packs that paired a book with stuffed animal was the most popular item. This event attracted close to 150 people.  Shammi Gill participated in “Inside Dublin” program to learn about the City of Dublin, various services offered to the residents, future building plans and to network. Collaboration, Partnerships, and Community Outreach  Dublin staff set up a booth at Las Positas college for library card drive and signed up 85 new card holders.  Sigriet connected with Adam Brown, Computer Science & Engineering teacher at Dublin High School to collaborate and explore possibilities to offer STEM related programs at the Dublin library. It was attended by 50 people and all were thrilled to have an opportunity to meet Ms. Hanlon.  Dublin High School Student’s Jazz Combo & Dougherty Valley High School’s Tri-Valley Symphonics performed a family friendly jazz concert. Th e music was wonderful and attendees had a great experience.  The children staff continued their active outreach to the schools. They visited seven first grade classes at Amador Elementary and hosted five second grade classes from Frederiksen Elementary.  Dublin Library collaborated with the City of Dublin to offer second Fix-It Clinic, attended by 52 participants. Coming Up Next Quarter  Children’s and teen staff are working on two census-related programs, and all staff is gearing up for Art is Education month in March  In January, we are launching our DIY Craft Kits for Teens program and planning a VR Art with Oculus Rift program for Teen Tech Week.  AARP schedules are being worked on for tax help to start in February 2020.  Dublin staff are collaborating with the Las Positas college to support students by displaying their presentation boards and giving them an opportunity to talk about their research projects. STAFF RECOMMENDATION: Receive report and provide feedback on the Wave Waterpark Summer 2020 season Marketing Plan. FINANCIAL IMPACT: There is no additional financial impact; costs are covered within the Wave FY 20/21 operating budget. DESCRIPTION: City staff are responsible for strategic marketing, and promotions for The Wave Waterpark that are designed to foster a consistent brand and image, increase customer awareness, create interest and support increased participation and revenue generation for the 2020 Summer Season. The plan includes a combination of both paid and no -cost marketing and will utilize both traditional and unique marketing methods in order to reach out to local and regional areas to attract new customers. Promotions scheduled for the 2020 Season include the following events: Opening Day - Saturday, May 23 o Onsite Radio promotions and giveaways; interactive games; prizes Parents Go Free - Wednesday, June 10 o Free admission for a parent with the purchase of a child’s admission Dad’s Go Free (Father’s Day) - Sunday, June 21 o Free admission for Dads with the purchase of another adult or youth admission 4th of July - Saturday, July 4 o Interactive games, prizes and giveaways Youth Sports Day (2020 Summer Olympics Celebration) - Monday, July 22 o $2.00 discount on youth admission for youth wearing their team jersey Wave Goodbye to Summer - Wednesday, August 5 o Free admission for youth with any regular admission Closing Day - Monday, September 7 Staff requests feedback and approval of the the Wave Promotions Policy.
