Meeting Procedure During Coronavirus (COVID-19) Outbreak: In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak, and recommendations to follow social distancing procedures, the City of Dublin will adopt the following practices during upcoming commission meetings: • The Dublin Human Services Commission will hold the meetings remotely via Zoom Video Communications. • The meeting will begin at 7:00 p.m. • Online speaker slips will be available at www.dublin.ca.gov, and the public will be able to call in using a computer/or smart phone via a link which will be provided following submission of a speaker slip. A telephonic option will also be available. • Once connected, the public speaker will be placed in an on-line waiting room. While in the waiting room, the public speaker will hear the meeting while they are connected and waiting to speak. • When the agenda item upon which the individual would like to comment is addressed, the speaker will be announced in the meeting when it is his/her time to speak to the commission. The Parks & Community Services Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Parks & Community Services Commission agenda. The exceptions under which the Parks & Community Services Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). March, April, and May 2020 Parks and Community Services Department Monthly Report The Commission will receive the Department Monthly Report on classes, activities, and events conducted during the months of March, April and May 2020. Minutes of the February 24, 2020 Parks and Community Services Commission Meeting The Commission will consider approval of the minutes of the February 24, 2020 meeting of the Parks and Community Services Commission. February 2020 Parks and Community Services Department Report The Commission will receive the Department Monthly Report on classes, activities, and events conducted during the month of February 2020. Master Fee Schedule FY 2020-21 Update for Parks and Community Services The Commission will receive a report on the Master Fee Schedule update for Fiscal Year 2020-21 for the Parks and Community Services Department and consider a recommendation to the City Council regarding adoption of fees. Page 1 of 9 STAFF REPORT PARKS & COMMUNITY SERVICES COMMISSION DATE: June 8, 2020 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: March, April, and May 2020 Parks and Community Services Department Monthly Report Prepared by: Robert Stone, Office Assistant II EXECUTIVE SUMMARY: The Commission will receive the Department Monthly Report on classes, activities, and events conducted during the months of March, April and May 2020. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: In accordance with guidance from County and State officials to prevent the spread of COVID-19, the City closed facilities and cancelled programs and activities effective March 17, 2020. Activities and programs scheduled during the Summer season are tentative as the City adapts to this fluid situation. The following is a summary of the classes, activities, and events conducted by the Parks and Community Services Department in the month s of March, April and May 2020. ADMINISTRATIVE Review and revision of the Parks and Recreation Master Plan Update draft document continues. Staff anticipate the plan will be presented to the Parks and Community Services Commission in July. RECREATION 3.1 Packet Pg. 4 Page 2 of 9 The Glen the Guide Parks Passport Challenge ran from January 7, 2020 – April 13, 2020 as an interactive mobile challenge where residents visit each of the 21 parks in Dublin and take a photo of a strategically placed “Glen the Guide” sign within the park. Participants then upload a photo to the Goosechase application to accumulate points. The Parks Passport Challenge encouraged residents to go outside and explore each park in Dublin. A total of 141 accounts were recorded on the leader board. Nine participants completed the challenge and received 1000 points, along with four other participants who were within 100 points of completing the challenge. Staff are preparing for the upcoming Public Art Challenge scheduled to begin in the month of June. Spring session classes for the month of March included Tennis, Irish Dance, Zumba, and Traditional Japanese Karate. Weekend classes included Cadence Basketball Academy and Community Level-Infant, Child, Adult CPR with AED, with a combined total of 31 participants. Following the County Shelter-in-Place order, all other contract class programming was cancelled however; Staff are diligently working with existing instructors to host online/virtual classes. The first virtual contract classes were hosted by two long time contractors, Ever Pro Kids and Skyhawks East Bay. Ever Pro Kids hosted two three -week session virtual art classes covering Color Pencil Drawings and Techniques and Painting in Water Color with a combined total of niine participants. Skyhawks East Bay hosted a Soccer Tots at Home, PhsyEd with Skyhawks, and STEM and Multi-Sport Play with a combined total of 13 participants. Both contractors are looking to continue hosting more online sessions for the summer season. A new Virtual Recreation Website that includes resources, online programs and at- home activities that community members may enjoy while under the Shelter -in-Place order was released including virtual tours of City facilities, story time with preschool teachers, senior resources, and videos of The Wave waterslides. After School Recreation and Student Union The After-School Recreation and Student Union programs were suspended through the remainder of the 2019-20 school year as of March 16th, due to the Dublin Unified School District school closures in response to the COVID-19 virus. Registration for the 2020-21 school year has been postponed. Classes are offered in the morning for both three- and four-year-old children (with the option of two days per week or three days per week) at the Shannon Community Center and (four days pe r week) for four-year-old children at Dublin Elementary School. Preschool Programs were suspended as of March 16th for the remainder of the school year. Prior to the closure, the last day of Preschool would have been May 15 th. Registration for the 2020-21 school year has been postponed. Parents can find book readings by preschool teachers Miss Breshky and Miss Erica on the Virtual Recreation Center. Classes are offered for two hours, one day a week, with sessions lasting six to seven weeks. Little Lovies offers preschool -aged children their first opportunity at structured activities in a learning environment . 3.1 Packet Pg. 6 Page 4 of 9 The Spring Session II of the Little Lovies program was scheduled to run April 13, 202 0 through May 21, 2020 but was suspended as of March 16th. As of March 16, 2020, all rentals at the Shannon Community Center have been canceled indefinitely. Staff have been working with any displaced customers to provide refunds or to reschedule for a later date. Shannon Rental Area March 2020 Ambrose Hall 3 Classroom 2 Total Reservations 5 Summer Camps Staff has finalized details for summer camps which will be offered to essential workers who live or work in the City of Dublin. Camps are for youth ages 3-12 years and began on June 1, 2020 with just under 50 participants. Junior Warriors The Junior Warriors Youth Basketball League began its regular season on January 11, 2020 and ran through March 7, 2020. The league introduced new players to the basics of basketball along with providing advanced players the opportunity to improve their skills. There were 802 boys and girls in grades kindergarten through 8th registered on 80 teams, with 90 volunteer coaches. The program concluded with awards and certificates presented to participants at their final game. Adult Men’s 5-on-5 Basketball The Adult Men’s 5-on-5 Basketball League began on January 26, 2020 with the game schedule cut short due to the Shelter-in-Place Order. Six teams were registered, and pro-rated refunds were provided for all teams. Additionally, MCE prepared each City park for impacts relating to the Shelter-in-Place Order including placing signage at parks, closing playgrounds, turning off water fountains, locking closed facilities, and removing nets from basketball courts. THE WAVE All of the on-site activities at The Wave discussed below are currently suspended due to the Shelter-in-Place Order. The Wave staff are utilizing online tools to continue to provide virtual programming during this time. Virtual Rec Center The Wave Virtual Rec Center, which features 360-degree virtual experiences of the slide tower and other various family at home activities and videos, has been updated to promote Water Safety Month, which was the month of May. Videos that discuss basic water safety skills have also been added in addition to at-home water safety advice for those who have pools of any size. Recreational Swimming The Wave Natatorium is typically open for Recreational Swimming on Saturdays and Sundays from 1:00 to 4:00pm from October to May. The pool is heated to a comfortable range of 82-84 degrees, making it ideal for family fun regardless of the weather outside. Admission Type March 2020 Recreation Swim Participants 159 Recreation Swim Pass Admission 13 Total Admissions & Passes 172 Birthday Parties The Viewing Area of the Natatorium is typically reservable for private birthday parties on Saturdays or Sundays from 1:00pm to 4:00pm from October to May. Party packages 3.1 Packet Pg. 8 Page 6 of 9 include swim admission, a private area with picnic table seating, pizza, snacks, drinks, plates, napkins, and a commemorative Wave favor for each guest. Event March 2020 Natatorium Birthday Parties 2 The Wave is not currently hosting birthday parties due to the Shelter-in-Place Order; however, to enhance sales when parties resume, Staff has taken a 360 -degree video of party areas that allow the community to envis ion how their child’s party will look. This virtual tour can be accessed on The Wave website, along with other tours of the Community Room, Natatorium, and Sports Pool. Private Rentals The Wave Community Room and the Natatorium pool and viewing room are available to rent year-round. The Wave hosted Super Tuesday Primary Voting from February 29 - March 3 and hosted the Dublin High School Swim Team Time Trials, and a dual meet with Foothill High School swim team. Rental Area March 2020 Community Room 5 Sports Pool 9 Total Reservations 14 Swim Lessons The Wave Swim School offers year-round lesson instruction in the comfortable indoor environment of the Natatorium. Swim lessons are available for beginners up through advanced levels and for children ages six months up to adult level. The Natatorium was specifically designed as a teaching pool and features three teaching bays, a gradually sloped zero-depth ramp and a lap swim space for more advanced swimmers. Competitive stroke classes and clinics are scheduled in the competitive pool. Fitness Swimming is offered Monday through Thursday mornings 3.1 Packet Pg. 9 Page 7 of 9 from 6:00am to 9:00am, evenings from 5:00pm to 8:00pm, Saturday mornings from 9:00am to 12:30pm, and Sunday evenings from 4:00pm to 7:00pm. Participants have the choice of three different fee options to best suit their swimming needs. Customers may pay a daily admission fee, purchase a Monthly (30 days) Convenience Pass, or purchase an Annual Swim Pass (yearly). Lanes for different ability levels, kick boards and pull buoys are provided. All eight slides had caulking repaired at the joints, as well as necessary gel coats repairs. The slides were then buffed and waxed returning their original luster. SENIOR CENTER The following is a summary of attendance and participation at the Dublin Senior Center during the months of March, April and May 2020. Though the Senior Center was closed in accordance with the Shelter-in-Place Order, the center continued to offer lunch service. A total of 15 seniors attended. On March 7, 2020, 83 seniors attended the St. Patrick’s Day Bingo Fling co -sponsored by the Dublin Senior Foundation and the City of Dublin. A lunch of corned beef sandwiches and potato salad from Erik’s Deli was served. Dessert was sponsored by Elegance at Dublin, who also donated an item for a random prize drawing. On March 11, 2020 the Better Business Bureau hosted a workshop, “Senior Scams” that was attended by three seniors. On May 22, 2020, a record-breaking 125 diners were served. The Senior Center was serving 25-40 diners daily before COVID-19 and now regularly serves more than a 100 per day. The weekly average continues to rise as well. On May 22, 2020, Open Heart Kitchen distributed 118 bags of groceries to diners of the daily lunch program. Senior Wellness From April 1-10, 2020, Staff performed wellness checks by phone and email to the Senior Center’s most vulnerable patrons. Staff inquired about needs, provided resources, and offered a friendly voice and ear. On April 15, 2020, Staff emailed approximately 350 Senior Center patrons with information about the facility closure, curbside lunch service, and the Virtual Recreation Center. 3.1 Packet Pg. 11 Page 9 of 9 Throughout May, Staff performed wellness checks by phone and email to the Senior Center’s most vulnerable patrons. Staff inquired about needs, provided resources and information. Virtual Recreation Center – Senior Page On April 7, 2020, the City launched the Virtual Recreation Center Senior page with activities and resources for seniors during the Shelter-in-Place Order. This included links to comedy, opera, fitness workouts, chair aerobics, dancing lessons, and mediation. Senior Activity Packets During the month of May, Staff prepared a 13-16-page activity packet with word searches, brain games, adult coloring pages, armchair exploring, notices of upcoming virtual classes and links to the Virtual Senior Recreation Center, and other activities. A new packet is distributed every Thursday during daily lunch service, and is available on the Virtual Senior Recreation Center. In May, additional content was added to the Senior Virtual Recreation Center: • Neighborhood News (one article) • Line Dance classes by volunteer instructor, Millie Dusha, on YouTube (60 dance videos) • Performances by the Melody Minstrels on ukulele and dancing hula on YouTube (three videos) • Paper crafts by volunteer craft instructors, Arvind and Kalai Krishnamoorthy on YouTube (four videos) • Chair exercises by volunteer instructor, Lakshmi Sajith (three videos) • Meditation sessions by licensed physical therapist, Sharmila Acharya on Zoom (four sessions) • Downloadable Activity Packets Live Zoom Classes for Seniors Beginning in May, Seniors could register for live virtual Zoom classes including Balance & Agility, Gentle Yoga, and Nutrition Toolkit: Fortify your Immune System with Food. WAVE Marketing Plan Summer 2020 Stephanie Mein, Recreation Supervisor, presente d the specifics of the 2020 WAVE Marketing Plan as outlined in the staff report. The Commissioners asked questions about the WAVE pricing, statistical data on marketing and ideas for promotional days. Supervisor Mein responded to questions and Cm. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: In accordance with guidance from County and State officials to prevent the spread of COVID-19, the City of Dublin closed facilities and cancelled programs and activities effective March 17, 2020. Programs scheduled after May 31, 2020 are tentative as the City adapts to this fluid situation. The following, however, is a summary of the classes, activities, and events conducted by the Parks and Community Services Department in the month of February 2020, prior to the Shelter in Place Order. ADMINISTRATIVE Revisions on the Parks and Recreation Master Plan Update draft documents were received from the consultant, and Staff are currently reviewing the documents to begin preparing a final draft for Commission review anticipated for an upcoming meeting. On February 4, 2020, the City Council approved revisions to the personnel system including the Department’s part-time/temporary classifications. The changes will help facilitate Staff management and address certain challenges with recreational 3.3 Packet Pg. 16 Page 2 of 6 programming. The broader job classifications will help streamline recruitment, offer opportunities for cross training, and provide for greater flexibility to assign Staff across various programs as required. RECREATION Spring session classes began this month including Tennis, Irish Dance, Zumba, and Traditional Japanese Karate. New classes starting in February included Gymnastics, Hip Hop, and Breakdancing. Kidz Love Soccer classes also began with a combined total of 57 participants. Weekend classes including public speaking and debate by Communication Academy, and a Spring Splatter drawing and painting class had a combined total of 10 participants. After-School Recreation and Student Union The second session of the After-School Recreation and Student Union Programs ended on February 21, 2020. Priority registration for Session III began on January 28, 2020 and ran through February 10. Resident registration began February 11; non-resident registration began February 18. The program o perates on school days at all public elementary and middle schools in Dublin from school release time until 5:45 pm. New program enhancements were added to the After-School Recreation Program in January. The enhancements to the program have been well-received by participants and are allowing them to engage in additional recreation programming during their time in the program. Staff and participants are looking forward to the warmer weather and planning on the expansion of outdoor games for everyone to en joy. There are currently 802 boys and girls in kindergarten through eighth grade registered on 80 teams, with 90 volunteer coaches. On Saturday, February 8, picture day took place at Stager Gymnasium. The pool is heated to a comfortable range of 82-84 degrees, making it ideal for family fun regardless of the weather ou tside. The Natatorium was specifically designed as a teaching pool and features three teaching bays, a gradually sloped zero-depth ramp, and a lap swim space for more advanced swimmers. The donor complimented the Senior Center on providing a vibrant, social, and inviting environment for seniors. The donation will be used to offset costs for seniors to take part in classes and activities. Special Events On Friday, February 7, 2020, 17 seniors attended the first of two Spring Trips Kick-Off Info Meetings. TravelCenter Tours and Travel discussed details of each trip. BrightStar Care provided breakfast snacks and Starbuck’s coffee. A drawing for donated prizes was also held. On Wednesday, February 19, 2020, Open Heart Kitchen hosted a Listening Meeting which was attended by ten patrons of the daily congregate lunch program. DESCRIPTION: Since opening in April 2003, funding for the Dublin Public Library has been a partnership between Alameda County Library and the City of Dublin. For the majority of this quarter, the Library was open for standard operating hours: 51 hours per week, excluding holidays, during which the Library operates a circulation desk and a variety of programs, activities, and events. On March 17, 2020 the Library closed to the public in accordance with Alameda Counter Shelter-in-Place orders. Kids also participated in a fun Valentine’s Day related craft (43 attended), and March’s craft program involved making Shrinky Dink keychains (24 attended). Teen volunteers helped at most of these programs and had a wonderful time working with families on the various projects.  Teen Advisory Group continued to meet and plan programs for the Summer. Dublin Library partnered with the Virya Foundation, a non-profit organization to host a Kathak-Indian Classical Dance performance (27 attended).  Dublin Library presented Protecting your Portfolio in a Volatile Market, sponsored by Financial Aptitude Training, a nonprofit financial literacy organization (25 attended).  The first Thursday programs for adults included Color Me Calm: Nature Themed Coloring, Blind Date with a Book, Alcohol Ink Art, and Discover Armenia, presented by a local author and photographer Karin Welss.  As a result of County and State response to the COVID-19 pandemic, all AC Libraries closed to the public beginning Monday, March 16th. New People, Initiatives, and Activities  Christopher Gamell filled the vacant position of PT Library Technician and became effective on March 9th  Dublin Library started offering monthly teen DIY Craft Kits To Go in January. The DIY kit includes all the material and instructions. We started with 10 kits and had to double to 20 kits every month as this program gained popularity very quickly. The January kit’s theme was Marimo Moss Ball Aquarium; the February kit was Air Plant Terrarium, and the March kit was Make Your Own Moss Terrarium.  Book-A-Librarian, a new initiative to provide up to thirty minutes of one-on-one time with a Librarian started in February. Customers can request an appointment with a Librarian to learn a new technology skill, research a topic of interest, or provide help with the new library catalog.  A Civics Center with a dedicated computer was set up to facilitate customers who needed help with the Census questionnaire. This area also houses all the census related informational flyers. Collaboration, Partnerships, and Community Outreach  Census tabling happened regularly two to three times a week at the Dublin Library and customers either signed up to be census workers or got information about Census 2020. Both Children’s and Teen Librarians visit middle schools once every six weeks to discuss a new book.  AARP started offering weekly tax help effective February 1st, 2020 and helped 147 members in six sessions before AARP had to cancel tax assistance due to Covid-19.  Dublin Library continued to partner with Tri-Valley Career Center to offer One-on-One Career Counselling and Resume Help. DESCRIPTION: On May 19, 2020, the City Council will consider adoption of a new Five-Year Capital Improvement Program (CIP), which covers Fiscal Years 2020-21 through 2024-25. Before doing so, Staff provides certain portions of the draft CIP to appropriate commissions. For example, the Planning Commission is presented with projects for conformance with the City’s General Plan, while the Parks and Community Services Commission is presented with parks and parks-related projects. The CIP is updated each year with projects classified into four areas: General Improvements, Public Art, Parks, and Streets. The proposed projects fall under the Parks and General Improvement categories. At the City Council’s March 4, 2020 Strategic Planning Meeting, the Council discussed the projects for the upcoming five-year period. CIP funding reflects a combination of City resources, grant funding, public art funds and development impact fees. Staff has provided the proposed projects in the Parks and General Improvement categories (Attachment 1). No action from the commission is necessary at this time. The 37,000 square-foot library building was completed in Fiscal Year 2002-2003, however only 30,000 square feet was occupied. In Fiscal Year 2016- 2017, a tenant improvement project was completed which opened an additional 1,850 square feet of space adjacent to the children's area. This project will open the remaining 5,150 square feet of building area for library and community use. Improvements may include removal of interior walls and the installation and modification of shelving and fixtures; carpet replacement; and repainting. The upgrades will include replacement of equipment to improve the service quality for rentals, meetings, and corporate events. The upgrade will also bring the audio visual systems to current industry standards. The first phase of project will be at the Shannon Community Center, which may include an evaluation of the current system, removal of outdated equipment, and installation of new equipment. The new system may integrate touch panel programming to control individual microphone levels, master level, and presentation content playback. The new system may include: a media player, to allow users to connect wirelessly; a professional DVD player; a new video projector; and ancillary system input/output upgrades. The next phase will include the Library Community Room, which will first require an examination of the current system to determine what improvements are necessary, and eventual installation of new equipment. CIP Projects 2020-2025 (Five-Year CIP to PCSC) Page 1 of 6 STAFF REPORT PARKS & COMMUNITY SERVICES COMMISSION DATE: June 8, 2020 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: Master Fee Schedule FY 2020-21 Update for Parks and Community Services Prepared by: Rhonda Franklin, Management Analyst II EXECUTIVE SUMMARY: The Commission will receive a report on the Master Fee Schedule update for Fiscal Year 2020-21 for the Parks and Community Services Department and consider a recommendation to the City Council regarding adoption of fees. STAFF RECOMMENDATION: Receive the report and recommend approval of fees to the City Council. FINANCIAL IMPACT: Fees proposed will be considered by the City Council for approval and be subsequently factored into the FY 2020-21 Budget. DESCRIPTION: The Parks and Community Services Department (PCS) offers a multitude of facility space for rental use; programs and activities in the areas of aquatics, sports, youth and senior programs to support the Dublin community’s quality of life. PCS, which is primarily supported by the General Fund, offsets the costs of these activities largely through fees for services. On an annual basis, Staff undertakes a review of current expenditures and revenues of the various Department programs to assess whether fee adjustments are needed in order to maintain service levels. Based on these findings and a market survey of comparable programs and activities in the local area, fee proposals are adjusted accordingly. The proposed Master Fee Schedule (Attachment 1) provides a list of current and proposed PCS fees. Fees are primarily adjusted to keep up with direct costs of the 7.1 Packet Pg. 38 Page 2 of 6 program to maintain a high level of service (staffing, supplies, facilities, etc.), and to provide regular maintenance and improvement services where needed. In addition, the program may be restructured to improve quality and/or reflect customer feedback. All annual fee adjustments are made in accordance with the Pricing Policy for Parks and Community Services Programs, Facilities, and Field Use adopted by the City Council on June 21, 2016 (Attachment 2). Below is a summary of the proposed adjustments for Fiscal Year 2020-21. It should be noted that some of the adjustments are to fees for ac tivities that are currently suspended due to the COVIC-19 pandemic and local shelter-in-place order. These adjustments are recommended in order to keep the Master Fee Schedule up to date, in anticipation of an eventual resumption of City programming. Facility Rentals, The Wave at Emerald Glen Park, Heritage & Cultural Arts Senior Center Rentals for Meeting Room and Classrooms A, B, C/D Staff is proposing an opportunity to allow standalone rental of the smaller rooms at the Senior Center. These changes will allow more rental availability of varying sized rooms, allow for multiple rentals simultaneously, and better align Senior Center smaller room rentals with similar rooms at other Dublin facilities as well as in neighboring cities. Currently the rental of these rooms is either not allowed, or only allowed in conjunction with the rental of the Senior Center Ballroom. The rental of the Meeting Room by non-profits will continue in conjunction with rental of the Senior Center Ballroom or standalone during normal Senior Center business hours, which provides an additional standalone rental opportunity. The non-profit fundraising rental fee for Classroom A has been reduced by 18% to better align with rental rates for similarly sized rooms. With the allowance for these smaller rooms to be rented separate ly, Staff also proposes establishing a refundable security deposit fee for these rooms. Security deposit fees are standard practice for Dublin rental facilities. FY 2020-21 Proposed PCSD Master Fee Schedule [Revision 1] (Master Fee Schedule FY Pricing Policy for Parks and Community Services Programs, Facilities, and Field Use 1. The City Council shall set Parks and Community Services programs, facilities and field use fees (“Parks and Community Services Fees”) annually as part of the adoption of the City’s Master Fee Schedule. 2. The City Council shall approve, by resolution, Parks and Community Services Fees, and shall approve, by resolution, cost sharing, when applicable, for programs offered via contract providers. 3. The Parks and Community Services Commission shall be given an opportunity to review the Parks and Community Services Department’s (“Department”) program fees annually prior to submission to City Council for approval. 4. The City Council will review and adopt cost recovery targets for the Department as part of annual budget process. 5. The Department Director, in his or her sole discretion, may adjust fees outside of the annual process by up to 20% in a fiscal year. Any revisions and/or changes shall be documented as part of the next Master Fee Schedule adoption. 6. The fees for non-residents for both programs and facility rentals shall be established at a minimum of 20% higher than fees for Dublin residents, unless an exception is made via the City Council adopted Master Fee Schedule. 7. The Director, in his or her sole discretion, may has establish rates for new classes (initiated after adoption of the annual Master Fee Schedule) and offer reduced fees such as introductory rates, early registration, family discounts and coupon discounts, to promote new recreation programs or resurrect existing ones. 8. Previously, the City Council adopted fee schedules with associated “use policies” as separate actions.
