EXECUTIVE SUMMARY:The Commission will receive the quarterly report for the Dublin Library for the period of Januarythrough March 2021.

FINANCIAL IMPACT:None.
DESCRIPTION:Since opening in April 2003, funding for the Dublin Public Library has been provided via a partnership between Alameda County Library and the City of Dublin. On March 17, 2020 the Library closed to the public due to the Alameda County shelter-in-place orders as a result of the COVID-19 pandemic. During this reporting period the Library continued the “No Contact Pickup Service” and the expansion of online resources and services. In accordance with Alameda County Department of Public Health guidelines, the Dublin Library opened its doors for visiting hours to limited occupancy on March 23, 2021.
STRATEGIC PLAN INITIATIVE:None.

(January – March 2021)
During the most part of this quarter we continued to offer all the services offered in the last two quarters and prepared our
buildings for re-opening to the public. Dublin Library opened its doors for visiting hours on March 23, 2021. The
occupancy and hours are limited and will be revised based on guidelines from Alameda County Public Health.
Program and Service Highlights
x Art is Education was a countywide arts education celebration during national Arts Education month. This year, AC
Library presented free arts activities and virtual programming for all ages based on the t heme “Art is Everywhere!”
Customers had the option to either pick up a free paint-at-home watercolor sheet at all AC Library locations in
March while supplies lasted, or download a printable copy by visiting our new website.
x Alameda County Reads was a county-wide literary event for all county residents to read and discuss the same
book together. Our selection for 2021 was Eat Joy, edited by Natalie Eve Garrett. Eat Joy is a collection of
intimate essays by many diverse and celebrated authors who share how comfort food flavored challenging
moments in their lives. Customers had the option to either sign up for an online library discussion group or form
their own discussion group in their community. All discussion group participants got a free copy of the book. The
finale event featuring two authors from the book was held on March 25th and was a great success.
x We continued to co-host What’s Cooking with the Library, an online cooking program that regularly attracts 10 –
15 adults. We’ve shared dishes from French Onion Grilled Chees e Sandwiches to Masala Omelets and discussed
topics from healthy meat alternatives to favorite kitchen tools.
x During the month of February, we offered a “Blind Date with a Book” for adults. Anybody who requested an adult
Grab & Go bag with their No Contact Pickup received a Rate-the-Date card to review any of the books in the bag,
was entered in a prize drawing. We also offered instructions on how to randomly select an eBook for those who
prefer that format.
x In March we held the library’s first-ever online cake decorating competition! Frosting Face-off was a fun-filled
program that challenged the competitors to shape and frost a cake to look like a hedgehog in 30 minutes. For
those not competing, we did hedgehog trivia and discussed cake and frosting memories
x Air Terrariums program met its full capacity of 20 participants with no no-shows! This interactive craft program
that involved getting supplies to participants at various library locations was well received
Collaboration, Partnerships, and Community Outreach
x Children’s Librarians continued their virtual visits to the Dublin Unified School District’s Frederikson Elementary
School’s 3rd grade class a total of ten times this quarter. The virtual visits included story time, book talk and book
recommendations. A weekly booklist was prepared and shared with the class as well.

x In partnership with the City of Dublin, Children’s Librarians put together a St. Patrick’s Day craft kit for families to
pick up. 300 kits were distributed between March 13th and March 31st.
x Also, in collaboration with St. Patrick’s Day festivities in Dublin, the library set up a nature story path behind the
library in our garden area. The book featured in March was Lucky Tucker by Leslie McGuirk. Children’s staff plan
to keep the story path since it received lots of notice on the Facebook page. Staff is working on the next book to
be displayed and working on a way to count visitors.
x The library hosted a hidden shamrocks game from March 13th - 20th. Children’s staff “hid” large shamrocks in the
library’s windows around the entire building. Participants walked around the library, count ed the shamrocks (and
hopefully enjoyed the story path), and then submitted their answer to the library’s Facebook post about the game.
Three people won a copy of Lucky Tucker for playing the game.
x Grab & Go Bags were made available for veterans to learn about benefits they and their families have earned and
are eligible for.

x Alameda County will plan virtual events to celebrate Día. El Día de los Niño’s/El Día de los Libros, commonly
known as Día (Diversity in Action), is celebrated yearly on April 30 to highlight the importance of literacy for
children of all linguistic and cultural backgrounds .
x In celebration of Earth Day, we will hold a virtual gardening workshop called Eat What You Grow, featuring
Alameda County Master Composter and edible gardener Lori Caldwell.

The Commission recommended Alamilla Springs Ballroom as the first choice, with
Crossroads Ballroom and Eddie Jo Mack Ballroom as runner ups.

EXECUTIVE SUMMARY:The Commission will receive a report on the Master Fee Schedule update for Fiscal Year 2021-22 for the Parks and Community Services Department and consider a recommendation to the City Council regarding adoption of fees.
STAFF RECOMMENDATION:Receive the report and recommend approval of fees to the City Council.
FINANCIAL IMPACT:The proposed fee amendments are scheduled to be considered by the City Council at the June 15, 2021 City Council meeting and subsequently factored into the Fiscal Year 2021-22 Budget.
DESCRIPTION:The Parks and Community Services Department (PCSD) offers a variety of recreational programs and activities in the areas of aquatics, sports, youth, and senior programs, and facility space for rental use by the community. PCSD, which is partially supported by the General Fund, offsets the costs of these activities largely through fees for these services. On an annual basis, Staff undertakes a review of current expenditures and revenues of the various PCSD programs to assess whether fee adjustments are needed in order to maintain or enhance service levels or to support a new program, activity, or rental amenity. Based on these findings and a survey of comparable offerings in the local area, fee proposals are adjusted accordingly. The proposed Parks and Community Services Department Master Fee Schedule (Attachment 1) provides a list of current and proposed fees. All fee adjustments are made in accordance with the Pricing Policy for Parks and Community Services Programs, Facilities, and Field Use adopted by the City Council on June 21, 2016 (Attachment 2).

Below is a summary of the proposed adjustments for Fiscal Year 2021-22. Facility RentalsStaff is proposing to include the catering kitchens at the Shannon Community Center and Senior Center as standalone rental opportunities during the weekdays only (Attachment 1, Pages 7 and 10). This will allow rentals for purposes such as cooking groups, food preparation, or demonstrations. Use of the catering kitchens will continue to be included in the rental of the adjacent ballrooms at each facility, where usage is highest during the weekends.Staff is also proposing to change the picnic rental fees from a daily rate per picnic area, to up to a four-hour rental rate with the option to reserve additional time per hour (Attachment 1, Pages 13-15). Traditionally, the per day fee was calculated at the rate of $1.50 per seat. This rate has not changed in the proposed fee calculation; however, removing the daily rate will allow for moremembers of the community to rent the picnic areas each day. In addition, the picnic rental fees will be listed by seating capacity, rather than location. This makes it easier for renters to select an area based on the size of their group. Lastly, Staff proposes to amend the facility rental deposit fee, which is refundable, to a standardized rate of $500 for small to midsized general meeting spaces and $750 for larger ballroom spaces (Attachment 1, Pages 4–12). This fee more closely aligns within the typical costs to repair damaged facility amenities, furniture, and spaces. The WaveStaff is proposing to increase the Birthday Party Package fees slightly to increase cost recovery due to the 2021 minimum wage increase (Attachment 1, Page 3). The Birthday Party Package utilizes staffing for event preparation, setup, event monitoring/hosting, takedown, and clean-up. In addition, Staff proposes to remove Wave Waterpark admission fees for partial days (3:00 PM -6:00 PM). This option is rarely used as most attendees visit the facility prior to 3:00 PM(Attachment 1, Page 2-3).In addition to the above fee additions and updates, Staff has included administrative clean-up items to delete programs and activities that have been discontinued (such as Little Lovies and the Bocce Ball League), to delete other activities that have been consolidated into others, or to correct minor typos. Additionally, youth camps are listed in the Fee Schedule to simply indicate whether it is a full-day or half-day camp, giving Staff the ability to change camp themes based on current trends in recreation (Attachment 1, Page 1). The City Council will consider the Citywide Master Fee Schedule, which includes Parks and Community Services Department fees, at the June 15, 2021 City Council meeting.

Pricing Policy for Parks and Community Services
Programs, Facilities, and Field Use
1.The City Council shall set Parks and Community Services programs, facilities and field
use fees (“Parks and Community Services Fees”) annually as part of the adoption of
the City’s Master Fee Schedule.
2.The City Council shall approve, by resolution, Parks and Community Services Fees,
and shall approve, by resolution, cost sharing, when applicable, for programs
offered via contract providers.
3.The Parks and Community Services Commission shall be given an opportunity to
review the Parks and Community Services Department’s (“Department”) program
fees annually prior to submission to City Council for approval.
4.The City Council will review and adopt cost recovery targets for the Department as
part of annual budget process.
5.The Department Director, in his or her sole discretion, may adjust fees outside of the
annual process by up to 20% in a fiscal year. Any revisions and/or changes shall be
documented as part of the next Master Fee Schedule adoption.
6.The fees for non-residents for both programs and facility rentals shall be established
at a minimum of 20% higher than fees for Dublin residents, unless an exception is
made via the City Council adopted Master Fee Schedule.
7.The Director, in his or her sole discretion, may has establish rates for new classes
(initiated after adoption of the annual Master Fee Schedule) and offer reduced fees
such as introductory rates, early registration, family discounts and coupon
discounts, to promote new recreation programs or resurrect existing ones.
8.Previously, the City Council adopted fee schedules with associated “use policies” as
separate actions. Now, the City Council shall adopt Parks and Community Services
Fees one time per year as part of the Master Fee Schedule.

EXECUTIVE SUMMARY:The Parks and Community Services Commission will receive a report on potential operations for the future Cultural Arts Center.
STAFF RECOMMENDATION:Receive the report and provide feedback.
FINANCIAL IMPACT:There is no financial impact associated with this report. Policies and procedures regarding user fees for facility rental and program participation will be established in accordance with the City’s practice of recovering the direct and indirect costs of operations.
DESCRIPTION:BackgroundIn October 2019, the City Council approved an agreement with Group 4 Architecture Research and Planning, Inc. (Group 4), to develop the old Police Services wing of the Civic Center Complex, which encompasses roughly 13,500 square feet, into a Cultural Arts Center that includes a number of program spaces including a dance and fitness studio, an arts and crafts room, a music studio, an arts yard and a variety of other program spaces. On May 19, 2020, the City Councilapproved the schematic design of the proposed Cultural Arts Center. Since that time, City Staff along with Group 4, have been working through the design development process. Hours of OperationThe Cultural Arts Center will typically be open from 8:00 a.m. to 8:00 p.m. Monday through Saturday, and Sundays from 8:00 a.m. to 5:00 p.m. to accommodate classes, workshops, performances, exhibits, and facility rentals. The facility will generally be operated by full-time Staff during traditional office hours and will transition to part-time Staff to tend to general facility

needs on weeknights and weekends. These hours could be expanded pending facility rentals or class schedules, with additional Staff costs covered in facility rental or class revenue.Morning hours will focus on preschool and senior programming, while evening facility hours will focus on adult and youth classes. Weekends may include all-day arts workshops, activities, and classes. The arts and ceramics yard spaces may include open studio slots during off-peak times when classes are not scheduled as frequently. Facility RentalsThe Cultural Arts Center should be available for rental to the community at large, including arts groups as well as residents, civic organizations, businesses, and individuals needing spaces for meetings or events. City programs will be planned and booked 12 to 18 months in advance with remaining available spaces open to the public on a first-come-first-served basis. Rental rates will cover both direct costs that can be tied to the space such as Staff and equipment, and indirect costs such as building maintenance and utilities. Rates may be discounted for non-profit organizations but will be recommended to cover the direct costs of the facility rental. Explicit policies for facility rentals are already in place for the Parks and Community Services Department’s existing facilities and will be utilized in the new Cultural Arts Center. However Staff will develop specific guidelines for the Center, particularly to address rentals rates, user manuals for equipment, equipment inventory, maintenance and replacements schedules, room layouts, activity fee schedules, rental maximums/minimums, alcohol use, facility staff manuals, and general facility rules. These guidelines will be established six months prior to the Center opening.Classroom/Program SpacesClassroom spaces may be utilized for classes via independent contract instructors to offer a variety of year-round programs and classes for all ages from preschoolers to seniors. The City will manage and collect program registrations on behalf of independent contractors. The department will solicit instructors to maximize use of the program-specific rooms. Experienced and knowledgeable contract instructors will be compensated 60% of the resident rate of revenue generated, with the City retaining the balance. Dance and Fitness Studio (1,174 sq. ft.)Instructors specializing in dance and dance fitness classes will be prioritized for this class space including but not limited to activities such as ballet, contemporary, jazz, modem, tap, tot tumbling, hip-hop, balance and agility, parent-and-me, Bollywood, Irish dance, belly dancing, Zumba, aerobics, Pilates, and tai-chi. Arts and Crafts Rooms (579 sq. ft. and 918 sq. ft.)These classrooms allow for various art categories such as origami, poetry, calligraphy, comic book creations, floral, basketry, crochet, jewelry making, drawing, mixed media, TV and Film, color pencil, printmaking, portrait, painting, bookmaking, creative arts, graphite drawing, architecture and design, iPad and iPhone artistry, coding and computer science, visual arts, digital art and photography, creative writing, science and educational classes, and arts and music history.

Music Studio (219 sq. ft.)This space will allow for private or small group lessons in vocals, guitar, bass, violin, keyboard, drums, percussions, folk instruments, and other orchestral instruments. Arts Yard (1232 sq. ft.) and Ceramics Yard (455 sq. ft.)The arts yard is a garage-like space with a large access door leading to the ceramics yard, which is a completely outdoor space. Classes could occur in either space pending weather and air conditions, class materials, and class sizes. Acrylics, clay, watercolors, oils, ink wash, machining, pottery, electronic art, woodworking and tinting, robotics, 3D printing, 3D modeling, sculpture, tapestry, mosaic, stained class, and pop/street art are examples of classes for which Staff would recruit instructors. Other single-day or evening events such as paint night, workshops, and still life painting will be offered each season to attract new patrons. Either space could also feature a Ceramics Open Studio for teens and adults to utilize City-owned electric kilns, wheels, and slab rollers for a fee. Additional research should be completed on open jewelry, photography, and print-making studios.A current floor plan for the Cultural Arts Center is included as Attachment 1. As this facility is still in the design development stage, modifications may still be needed, but Staff does not anticipate major changes at this time. Following Commission review and feedback, this information will be incorporated into a comprehensive business plan that will be developed for the Cultural Arts Center.
