Meeting Procedure During Coronavirus (COVID-19) Outbreak: In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings and recommendations to follow social distancing procedures, the following practices will be implemented during the Planning Commission meeting: The Dublin Planning Commission will hold online virtual meetings via Zoom Video Communications. To connect to the meeting go to: https://dublin.ca.gov/83/Planning-Commission and click the link provided. (Note: this link will be available beginning at 6:00 p.m. on the evening of the meeting.) Members of the public who wish to address the Planning Commission will need to complete an online speaker slip. Speaker slips will be available at https://dublin.ca.gov/83/Planning-Commission beginning at 6:00 p.m. on the evening of the meeting. Speakers will be able to participate using a computer or smart phone. Members of the public who do not have internet access may make arrangements in advance to address the Planning Commission by telephone. Please call (925) 833-6610 before 5:00 p.m. on the day of the meeting to make such arrangements. The speaker will be announced in the meeting when it is his/her time to speak to the Planning Commission. The speaker will then have three minutes to provide comments.

3.1 Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on 1

items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Planning Commission with one single action. Members of the audience, Staff or the Planning Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item.

6. PUBLIC HEARING
6.1 Regal Theater Master Sign Program/Site Development Review Permit and
Conditional Use Permit (PLPA-2020-00046) The Planning Commission will consider a Master Sign Program/Site Development Review Permit and Conditional Use Permit for the Regal Theater in the Hacienda Crossings Shopping Center. The Master Sign Program/Site Development Review Permit would establish standards for seven wall signs and the Conditional Use Permit would allow an electronic reader board sign.
STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and adopt the Resolution approving the Regal Theater Master Sign Program/Site Development Review Permit and Conditional Use Permit. 6.2 Semi -Public Sites and Emerald High School Site General Plan Amendment,
Specific Plan Amendment, and Planned Development Zoning Amendment
(PLPA-2020-00054) The Planning Commission will consider and make a recommendation to the City Council regarding a proposed General Plan Amendment, Eastern Dublin Specific Plan (EDSP) Amendment, and Planned Development Zoning Amendment for three sites, including 2.5 acres on the GH PacVest property and 2.0 acres on the East Ranch property, as well as the 23.46 acre future Emerald High School site. The General Plan and EDSP Amendment would change the land use designation of the Semi-Public sites to Public/Semi-Public to allow a broader range of uses, including the potential for affordable housing developed by a non-profit entity. The General Plan would also change the land use designation for the Emerald High School site from Neighborhood Commercial to Public/Semi-Public consistent with the planned use of the property as a high school site. The proposed project would also include amending the existing

Planned Development Zoning to provide consistency with the General Plan and EDSP Amendments. In addition, the Planning Commission will consider and make a recommendation to the City Council regarding an Addendum to the Eastern Dublin EDSP Environmental Impact Reports (EDSP EIRs).
STAFF RECOMMENDATION: Conduct a public hearing, deliberate, and adopt the Resolution recommending that the City Council adopt an Addendum to the Eastern Dublin Specific Plan Environmental Impact Reports, approve amendments to the General Plan and Eastern Dublin Specific Plan, and approve amendments to Planned Development Stage 1 Development Plans for 2.5 acres on the GH PacVest property, 2.0 acres on the East Ranch property, and the Emerald High School site. 8.1 SCS Property Community Outreach The Planning Commission will received a presentation on the community outreach process and status of background research for the SCS Property (former At Dublin project site) located between Tassajara Road and Brannigan Street from the north side of Gleason Drive to Interstate 580 (I-580). On March 2, 2021, the City Council approved a City-led community outreach process for the SCS Property and an agreement with ELS Architecture & Urban Design to assist with the process.
STAFF RECOMMENDATION: Receive presentation on the SCS Property outreach strategy, background information including initial understanding of opportunities, constraints and desired objectives, and provide initial input. Staff Report Attachment 1 - SCS Property Community Outreach Overview
9. OTHER BUSINESS Brief information only reports from Planning Commission and/or Staff, including committee reports and reports by Planning Commission related to meetings attended at City expense (AB1234).
