HomeMy WebLinkAbout*04-28-2020 - AgendaREGULAR MEETING Tuesday, April 28, 2020, 7:00 PM Council Chamber, 100 Civic Plaza DUBLIN PLANNING COMMISSION AGENDA Meeting Procedure During Coronavirus (COVID-19) Outbreak: In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings and recommendations to follow social distancing procedures, the following practices will be implemented during the Planning Commission meeting: • The Dublin Planning Commission will hold online virtual meetings via Zoom Video Communications. To connect to the meeting go to: https://dublin.ca.gov/83/Planning-Commission and click the link provided. (Note: this link will be available beginning at 6:00 p.m. on the evening of the meeting.) • Members of the public who wish to address the Planning Commission will need to complete an online speaker slip. Speaker slips will be available at https://dublin.ca.gov/83/Planning-Commission beginning at 6:00 p.m. on the evening of the meeting. Speakers will be able to participate using a computer or smart phone. • Members of the public who do not have internet access may make arrangements in advance to address the Planning Commission by telephone. Please call (925) 833-6610 before 5:00 p.m. on the day of the meeting to make such arrangements. • The speaker will be announced in the meeting when it is his/her time to speak to the Planning Commission. The speaker will then have three minutes to provide comments. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Planning Commission on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Planning Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary's Office related to the proper procedure to place an item on a future Planning Commission agenda. The exceptions under which the Planning Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non -controversial in nature and are considered for approval by the Planning Commission with one single action. Members of the audience, Staff or the Planning Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Approval of the February 25, 2020 Planning Commission Meeting Minutes April 28, 2020 Dublin Planning Commission Agenda Pagel of 3 Draft Minutes of the February 25, 2020 Planning Commission Meeting. STAFF RECOMMENDATION: Approve the Minutes of the February 25, 2020 Planning Commission Meeting. 4. WRITTEN COMMUNICATION - NONE. 5. PUBLIC HEARING 5.1. Cambria Hotel (PLPA-2019-00020, PLPA-2019-00044 and PLOC-2020-00053) The Applicant, Jerry Hunt of VP-RPG Dublin, LLC., is proposing to construct a 138- room hotel on an existing parking lot located south of the existing Corrie Center office building at 7950 Dublin Boulevard within the Downtown Dublin Specific Plan (DDSP) Transit -Oriented District. The new six -story hotel will consist of four stories of guest rooms and amenities over two stories of podium parking, and related landscaping and site improvements. Requested approvals include a Site Development Review Permit, a Minor Use Permit for shared parking between the proposed hotel and existing office building and a Heritage Tree Removal Permit for the removal of two Coast redwood trees. STAFF RECOMMENDATION: Disclose ex-parte contacts, conduct the public hearing, deliberate and adopt a Resolution approving a Site Development Review Permit for the construction of a 138-room hotel, a Minor Use Permit to allow a parking reduction for shared parking and a Heritage Tree Removal Permit at 7950 Dublin Boulevard. 5.2. Dublin Municipal Code Amendments (PLPA-2020-00005) Staff has initiated amendments to the Dublin Municipal Code to comply with State law pertaining to Large Family Day Care Homes, to bring greater clarity and consistency to existing regulations, and to expand upon uses in the Industrial zoning districts to encourage economic development. Amendments are proposed to repeal Chapter 8.66 and amend Chapters 5.60 (Heritage Trees); 8.08 (Definitions); 8.12 (Zoning Districts and Permitted Uses of Land); 8.16 (Agricultural Zoning District); 8.20 (Residential Zoning Districts); 8.40 (Accessory Structures); 8.64 (Home Occupations Regulations); 8.66 (Large Family Day Care Homes); 8.76 (Off -Street Parking and Loading Regulations); 8.102 (Minor Use Permit); 8.104 (Site Development Review); 8.116 (Zoning Clearance); and 8.124 (Applications, Fees and Deposits). The Planning Commission will review the proposed Municipal Code Amendments and make a recommendation to the City Council. STAFF RECOMMENDATION: Conduct the public hearing, deliberate and adopt a Resolution recommending City Council approval of amendments to the Dublin Municipal Code repealing Chapter 8.66 and amending Chapters 5.60, 8.08, 8.12, 8.16, 8.20, 8.40, 8.64, 8.76, 8.102, 8.104, 8.116, and 8.124. 5.3. Zoning Ordinance Amendments to Chapter 8.58 (Public Art Program) The Planning Commission will consider and make a recommendation to the City Council regarding City initiated amendments to the Zoning Ordinance in Chapter 8.58 (Public Art Program). Proposed changes would allow additional use of Public Art Funds to further promote art in the public domain and foster new opportunities for Public Art. STAFF RECOMMENDATION: April 28, 2020 Dublin Planning Commission Agenda Page 2 of 3 Conduct a public hearing, deliberate and adopt a Resolution recommending City Council approval of amendments to Chapter 8.58 (Public Art Program) of the Zoning Ordinance. 6. UNFINISHED BUSINESS - NONE. 7. NEW BUSINESS 7.1. Five -Year Capital Improvement Program 2020-2025, Finding of General Plan Conformance for Proposed Fiscal Year 2020-21 and Fiscal Year 2021-22 The Planning Commission will consider finding that the Fiscal Year 2020-21 and Fiscal Year 2021-22 projects within the City of Dublin Capital Improvement Program are in conformance with the City of Dublin General Plan. STAFF RECOMMENDATION: Adopt a Resolution Finding Conformity with the General Plan for the Fiscal Year 2020-21 and Fiscal Year 2021-22 Projects in the City of Dublin Five -Year Capital Improvement Program 2020-2025 (refer to Attachments 1 and 2). 8. OTHER BUSINESS Brief information only reports from Planning Commission and/or Staff, including committee reports and reports by Planning Commission related to meetings attended at City expense (AB 1234). 9.
