Meeting Procedure During Coronavirus (COVID-19) Outbreak:
In keeping with the guidelines provided by the State of California and Alameda County
Department of Public Health regarding gatherings and recommendations to follow social
distancing procedures, the following practices will be implemented during the Planning
Commission meeting:
• The Dublin Planning Commission will hold online virtual meetings via Zoom Video Communications.
To connect to the meeting go to: https://dublin.ca.gov/83/Planning-Commission and click the link
provided. (Note: this link will be available beginning at 6:00 p.m. on the evening of the meeting.)
• Members of the public who wish to address the Planning Commission will need to complete an
online speaker slip. Speaker slips will be available at https://dublin.ca.gov/83/Planning-Commission
beginning at 6:00 p.m. on the evening of the meeting. Speakers will be able to participate using a
computer or smart phone.
• Members of the public who do not have internet access may make arrangements in advance to
address the Planning Commission by telephone. Please call (925) 833-6610 before 5:00 p.m. on the
day of the meeting to make such arrangements.
• The speaker will be announced in the meeting when it is his/her time to speak to the Planning
Commission. The speaker will then have three minutes to provide comments.

2.1. Public Comment
At this time, the public is permitted to address the Planning Commission on non-agendized items. Please step
to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3)
MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on
the posted agenda. The Planning Commission may respond to statements made or questions asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of the public may contact
the Recording Secretary's Office related to the proper procedure to place an item on a future Planning
Commission agenda. The exceptions under which the Planning Commission MAY discuss and/or take action
on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non -controversial in nature and are considered for approval by the
Planning Commission with one single action. Members of the audience, Staff or the Planning Commission who
would like an item removed from the Consent Calendar for purposes of public input may request the Chair to
remove the item.

5. PUBLIC HEARING
5.1. Downtown Dublin Specific Plan Amendments 2020
The Planning Commission will consider and make a recommendation to the City
Council regarding Downtown Dublin Specific Plan (DDSP) Amendments. Proposed
changes begin to implement the Downtown Dublin Preferred Vision approved by
City Council in 2019. The amendments consists of a new street grid of both public
and private streets in the Retail District, siting of a Town Square, combining the
remaining allocation of new non-residential square footage from Transit -Oriented and
Retail Districts into one pool, allowing lodging in the Retail District, and changes to
the design guidelines in "The Core" area of the Retail District to encourage walkable
and pedestrian -friendly development. No specific development is proposed at this
time.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt a Resolution recommending that the
City Council approve amendments to the DDSP to create a new street grid in the
Retail District, site a Town Square, combine the remaining allocation of new non-
residential square footage from Transit -Oriented and Retail Districts into one pool,
allow lodging in the Retail District, and amend the design guidelines for The Core
area of the Retail District.
5.2. Dublin Municipal Code Amendment to Chapter 8.128 (Authority to Administer
Title 8) to Facilitate Business Operations During COVID-19 Pandemic (PLPA-
2020-00021)
Staff has initiated an amendment to Dublin Municipal Code (DMC) Chapter 8.128
(Authority to Administer Title 8) to provide the City Manager with authority to waive
certain Zoning Ordinance requirements and/or standards to facilitate business
operations affected by public health orders of the federal, state or county government
designed to slow the transmission of the Novel Coronavirus (COVID-19). The
waiver authority would be limited to those that would not result in an increase in
intensity of use beyond what is otherwise allowed, as applicable. The Ordinance
would remain in effect for one year from adoption or until orders are lifted. The
Planning Commission will consider the proposed DMC Amendment and make a
recommendation to the City Council. The Planning Commission will also consider a
finding that the proposed amendment is Categorically Exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines
Section 15301 (Existing Facilities) because it would involve negligible or no
expansion of use.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt a Resolution recommending City
Council approval of an amendment to Dublin Municipal Code Chapter 8.128
(Authority to Administer Title 8).
