companion amendments to Title 8 (Zoning) of the Dublin Municipal Code and amendments to the Master Fee Schedule to establish a fee for Zoning Clearances for Housing Projects Eligible for Streamlined Property Community OutreachThe City Council received a presentation and considered shifting funds to Fiscal Year 2021-22 for the Iron Horse Nature Park and Open Space project (CIP No. PK0422) to allow for design work to begin in the current fiscal year on the first phase of the project to meet a State grant deadline for a completed project by December 31, 2023.On motion by Councilmember Kumagai, seconded by Vice Mayor Josey, and by unanimous vote, the City Council authorized a budget change for the shifting of funds to Fiscal Year 2021-22 for the Iron Horse Nature Park and Open Space FEBRUARY 15, 2022 8)NEW BUSINESS 8.1 Transition to District-Based Councilmember ElectionsThe City Council received a presentation and considered adopting a resolution of intent to transition from at-large elections to a district-based councilmember election system after receiving a notification threatening litigation under the California Voting Rights Act if the City did not convert from at-large elections for electing members of the City Council to district-based elections.On motion by Councilmember McCorriston, seconded by Councilmember Kumagai, and by unanimous vote, the City Council adopted Resolution No. 17-22 titled, “Declaring Its Intention to Transition From an At-Large Election System to a District-Based Election System.”RESULT:ADOPTED [UNANIMOUS]MOVED BY:Michael bring Item 8.2 back to a future City Council meeting in March 2022 due to the late hour. 9)OTHER BUSINESSThe City Council and Staff provided brief information-only reports,including committee reports and reports by City Council related to meetings attended at City expense (AB1234).By consensus, the City Council directed Staff to bring back an item regarding the installation of community mini-libraries to a future meeting agenda, sometime in late March or April 2022, and directed Staff to bring back a proclamation for Arts Education in the month of March and a proclamation for Arts, Culture, and Creativity for the month of April to the March 15, 2022 City Council meeting. 10)ADJOURNMENTMayor Hernandez requested a moment of silence in memory of fallen Dublin Police Deputy Aubrey
