EXECUTIVE SUMMARY:The City Council will consider approving an agreement for on-call maintenance and repair services for Dublin Police Services vehicles.
STAFF RECOMMENDATION:Adopt the Resolution Approving an Agreement with Stoneridge Chrysler Jeep Dodge for On-Call Vehicle Maintenance and Repair Services.
FINANCIAL IMPACT:The cost of these services will be charged to Dublin Police Services in accordance with the adopted operating budget.
DESCRIPTION:Dublin Police Services utilizes vendors for maintenance and repair services of emergency vehicles on an as-needed basis. Based on current needs related to the ongoing maintenance and repair of Police vehicles, Staff recommends a service contract with Stoneridge Chrysler Jeep Dodge for a not-to-exceed amount of $90,000 over a roughly two-year term (through June 30, 2024). The maximum compensation amount is based on historical costs, current labor costs,and vehicle conditions.Section 2.36.100(B)(1) of the Dublin Municipal Code allows for an exception to the competitive bidding process when a specific exception to the formal bid process “where the city’s requirements can be met solely by a single patented article or process” or “when a contract or

purchase involves goods of a technical nature, where it would be difficult for a vendor to bid on a standard set of specifications.” The City has deemed Stoneridge Chrysler Jeep Dodge a sole-source provider as the maintenance and repair is specialized, technical in nature, and requires consistency with emergency equipment standards. This contract is therefore exempt from competitive bidding.

RESOLUTION NO. XX – 22
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING AN AGREEMENT WITH STONERIDGE CHRYSLER JEEP DODGE FOR ON-
CALL VEHICLE MAINTENANCE AND REPAIR SERVICES
WHEREAS,the City routinely utilizes vendors that specialize in maintenance and repair
of emergency vehicles and related equipment; and
WHEREAS,based on current needs, Staff desires to enter into an agreement with
Stoneridge Chrysler Jeep Dodge for on-call maintenance and repair services of emergency
vehicles; and
WHEREAS,Section 2.36.100(B)(1) Dublin Municipal Code provides for an exception to
competitive bidding when “a contract or purchase involves goods of a technical nature, where it
would be difficult for a vendor to bid on a standard set of specifications”; and
WHEREAS,because the services are technical in nature and require consistency with the
standards required of emergency vehicles and equipment, the City has deemed Stoneridge
Chrysler Jeep Dodge a sole-source vendor; and
WHEREAS,Stoneridge Chrysler Jeep Dodge has proposed a contract for a not-to-
exceed amount of $90,000 for on-call vehicle maintenance and repair services beginning March
1, 2022 and ending June 30, 2024.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the Agreement with Stoneridge Chrysler Jeep Dodge, attached hereto as
Exhibit A.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute this
agreement and make any necessary, non-substantive changes to carry out the intent of this
Resolution.
