NEW BUSINESS 5.1 Tri-Valley “Picture This” Temporary Public Art Program The Commission will consider Dublin’s participation in a regional Temporary Public Art Program implemented in coordination with the Cities of Livermore, Pleasanton, and San Ramon, and the Town of Danville. The program, titled “Picture This,” will feature decorated, oversized picture frames placed in prominent locations throughout the Tri-Valley, including approximately 10 in Dublin. STAFF RECOMMENDATION: Receive the report, provide input on the “Picture This” Temporary Art Program, and select a Commissioner to represent Dublin on an ad hoc temporary art committee with representatives from other participating cities. Staff Report Attachment 1 - Sample Decorated Picture Frames 5.2 Review of the Five-Year Capital Improvement Program The Commission will receive an update to the Five-Year Capital Improvement Program (2022-2027) which includes projects related to Public Art and Heritage Park facility improvements. FINANCIAL IMPACT:The temporary art program is included in the Parks and Community Services Department’s annual operating budget and is funded by the Public Art Fund. DESCRIPTION:In October 2019, the City Council approved an annual temporary art display program. Each year, Staff works with the Heritage and Cultural Arts Commission to identify the program that will be developed and implemented that year. For this 2022 project, Staff has been communicating with peers in neighboring cities regarding the creation of a regional temporary art program that would combine the individual efforts of each City in creating a much broader temporary art program that spans the Tri-Valley. “Picture This” is a Temporary Public Art Program that features oversized,painted wood picture 8 Page 2 of 2 frames that are placed in prominent locations around Dublin and the Tri-Valley. The picture frames will be approximately four feet wide by three feet tall and mounted approximately three to four feet off the ground. The decorated area would be the approximately 10-inch-wide frame that artists would be commissioned to paint. Examples are included with this Staff Report as Attachment 1.The frames would be placed in prominent and picturesque locations such as City parks and overlooks including Sunrise Park, Dublin Hills Regional Open Space, Emerald Glen Park, and Fallon Sports Park. The intent is to frame a scenic backdrop in which one might want to be photographed.Dublin’s cost for the program is estimated at $7,500. An artist stipend of $300 would be made available to each selected artist and it is estimated that each wood frame will cost around $200 to build and install. Lastly, additional funding for interpretative signage, advertising, marketing, and outreach would be necessary. It is anticipated that each participating City would cover its own cost for artists stipends and material costs, while advertising, marketing, and outreach would be a joint effort with costs shared. Following Commission review and input, a Call for Artists would be released in May 2022. Review of proposals and selection of artists would be done by an ad hoc temporary art committee in early June 2022. The ad hoc committee will select proposals that best meet program criteria and are suitable for specified locations. “Picture This” would be unveiled around the middle of July 2022and run for a period of roughly four months. Staff would then bring a report back to the Commission in summer or fall 2022 recapping the program. Next StepsThe Commission is being asked to provide input on the program, including display locations, and select a Commissioner to represent Dublin on the ad hoc temporary art committee with representatives from participating cities. DESCRIPTION:At its February 5, 2022 Strategic Planning Meeting, the City Council discussed the Capital Improvement Program (CIP) and specific projects for the upcoming five-year period, which covers Fiscal Years 2022-23 through 2026-27. Before the City Council adopts the final CIP on June 7, 2022, certain City commissions review portions of the draft CIP that are relevant to the commission’s work. For example, the Planning Commission reviews projects for conformance with the City’s General Plan, while the Heritage and Cultural Arts Commission (HCAC)reviews Public Art and Heritage Park facility projects.The CIP has projects classified into four areas: General Improvements, Public Art, Parks, and Streets. The draft CIP includes new projects that are being presented to the HCAC for review. These projects are outlined below with detailed project narratives and budgets included as Attachment 1. New Projects: 11 Page 2 of 2 Public Art - Downtown Dublin – This project includes the development of a guiding document for art in the downtown as well as future projects that are yet to be specifically identified. General Improvements – Roofing Improvements – This project includes roof replacements and repairs at several City facilities including the Old St. Raymond Church and the Murray School House. General Improvements – Exterior Painting – This project includes exterior painting and other repairs to the Kolb House, Old St. Raymond Church, and the Heritage Museum. Parks – Sunday School Barn Improvements – This project involves the structural preservation of the existing wood floor in the Sunday School Barn to ensure to facility demands can continue to be met. The draft CIP also includes current projects, previously reviewed by HCAC and approved by the City Council, that are in different stages of completion. These projects are outlined below with detailed project narratives and budgets included as Attachment 2. Current/Existing Projects: Public Art – Veterans Art – This project includes the installation of four bronze figures representing the different branches of the military at the future Don Biddle Community Park. This project is currently in the installation phase. Public Art – Camp Parks Sign – This project includes the restoration/rehabilitation and relocation of the historic Camp Parks Entrance Sign and Guard Shack. This project is currently in the design-development stage. Public Art – Heritage Park Art – This project includes the design and installation of a monument sculpture at the corner of Dublin Blvd. and Donlon Way, and a series of artistic park features placed throughout the Park. This project is currently in the fabrication stage. General Improvements – Cultural Arts Center – This project includes the design and improvement of an approximately 13,000-square-foot Cultural Arts Center on the first floor of the Civic Center, which was formerly occupied by Dublin Police Services. The original sign was constructed by artist/architect Bruce Goff in the 1940s and is eligible for the National Register. Rehabilitation will be in accordance with standards and guidelines per the U.S. Department of the Interior National Park Service. The addition of functional public art will be incorporated into the sign relocation site. The project budget is based on the Public Art in-lieu contribution required by the Schaefer Ranch Development Agreement. This project could include a monument piece at the northern edge of the park along Dublin Boulevard as well as sculpture benches, culture walks, diversity streams, and artifact cubes as originally outlined in the Heritage Park Master Plan. These artistic elements will represent Dublin's rich heritage, culture, and diversity. The Parks & Recreation Master Plan identifies a Cultural Arts Center that would serve as a multi-use facility that affords cultural, educational, and social opportunities for the community. The Cultural Arts Center could include: an Art gallery, Black Box theater space; multi-purpose art and music classrooms; a dance studio; and restrooms. The project also provides for the replacement of the heating, ventilation, and air conditioning (HVAC) systems, HVAC controls, roof replacement, major upgrades to the main telecommunication room, and the relocation of the Parks and Community Services Department offices to the second floor of the Cultural Arts Center.
